The City of Coral Gables will be holding its Regular Meeting on Tuesday, January 10,
2023, commencing at 9:00 a.m.
Members of the public may participate in person, but are also able to participate via
the Zoom platform. Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To
speak prior to the City Commission taking action on an Agenda Item, please "Raise
your Hand" or send a message to one of the meeting hosts using the Zoom Platform.

CALL TO ORDER
The meeting was called to order at 9:03 a.m.

A. PRESENTATIONS AND PROTOCOL DOCUMENTS
A.-1. 23-5127 Presentation of a Resolution of Condolence to the family of Sallye Jude.
Mayor Lago made the presentation regarding Agenda Item A-1: Resolution of
Condolence to the family of Sallye Jude. After reading this heartfelt resolution, he
stated that he had the pleasure of spending time with Sallye who was an exceptional
individual who supported the city and upheld its values. He then welcomed Sallye’s
family in the audience. Peter, Sallye’s son thanked the City Commission for the
recognition given to his mother and mentioned his two siblings sitting in the audience.
Mr. Jude gave a moving speech regarding his mother who had a strong faith,
embraced her community, love of country; teaching them to become involved and to
be a leader. Continuing he stated later in her life when Sallye became ill, she still
found time to be involved in the preservation of our natural environment and historic
preservation, and most recently in writing a letter in support of The Garden of Our
Lords. Photos were then taken of the Jude family with the City Commission and
appointed officials. Marlen Ebbert, a resident and longtime friend of Sallye and her
family spoke of their friendship over the years. She also spoke of Sallye’s can-do
attitude and always wanting to do good things for her city, of the tree planted on the

golf course for her 96th birthday, always keeping active and reading at least 10 books
a week, an inspiration to all. Commissioner Anderson agreed that Sallye touched
many lives and remembers her working to the point of exhaustion at the Royal
Poinciana Festival which she has asked her to help in the leadership of it and she
hopes that she can fill Sallye’s shoes in doing so. Mayor Lago thanked the family for
coming out and commented that in these tough times when dealing with the loss of a
loved one, to take the time and take a page from Sallye’s life, her dedication to the
city and her legacy will continue to live.

A.-2. 22-5125 Presentation of a $2,737.66 donation from the City of Coral Gables to the Friends of
Gables High collected during the “Sip & Shop” event.
Mayor Lago introduced Agenda Item A-2 regarding a $2,737.66 donation from the
City of Coral Gables to the Friends of Gables High collected during the “Sip & Shop”
event. Belkys Perez, Assistant Director- Economic Development made the
presentation. Ms. Perez stated that this was in an effort to continue programming
during the busy holiday season in which 19 businesses on Miracle Mile stayed open
late serving wine and bites, provided some promotional items and discounts to the
guests and positive feedback was received from both the guests and businesses that
participated. She thanked her staff Francesca Valdes for leading the effort and
Genesis Espaillat for supporting the team and the Coral Gables Community
Foundation for being a great partner. The proceeds benefited Friends of Gables
High, and she is thankful to their members who bought tickets and attended. On hand
to receive the check was Friends of Gables High representatives June Morris and
Tommy Parker. Ms. Morris on behalf of Mr. Parker and herself thanked the City
Commission and stated that it was a great event with many people shopping and she
walked into shops that she didn’t know existed, and that giving the proceeds to
Friends of Gables High is wonderful and thoughtful because they are a community
group made up of alumni including Commissioner Menendez as well as citizens like
Tom Parker whose children go to Gables High. This is their name’s sake and public
high school, an international bachelorette an A-rated school, top-tier magnet school
and every year their graduates go to the top universities in the country - Harvard,
Yale, Brown, Cornell, the University of Florida and thanked them for showing
support for their school. Mr. Parker thanked the City Commission for their support
and their group hopes to continue to raise funds for the students and staff to continue
making it all it can be because it is a great school, and they want to make it greater
and thanked everyone for their support in prior years and going forward.

Mayor Lago introduced Agenda Item A-3: Congratulations to Captain Thaddeus
Ovcarich recipient of the City of Coral Gables “Firefighter of the Month Award,” for
the month of January 2023, and Fire Chief Marcos de la Rosa made the presentation
stating that in the Fire Department, the term “you own it” is used for everything such
as, you earn the success of an emergency call, the success of your people, how well
your crew and station performs and Captain Ovcarich embodies that from the
smallest detail as is evident in the way he takes care of his staff. It is for his
dedication, willingness to mentor and his ownership, he is the fire fighter of the month.
Captain Ovcarich noted that it is actually pride and ownership are words they learn as
officers in training through everything they have experienced throughout the years. He
is appreciative and honored for the recognition and thanked Fire Chief de la Rosa and
the City Commission.

Award,” for the fourth quarter in 2022.

Mayor Lago introduced Agenda Item A-4: Congratulations to Brandon B. Boylan
who holds the title of PT Emergency Management Coordinator Specialist, recipient of
the “Part-Time Employee of the Quarter Award,” for the fourth quarter in 2022, and
Karla Green-Human resources Director made the presentation. Brandon joined the
city in April, 2022 as an Emergency Management Coordinator with the Fire
Department. He was nominated for the outstanding work he performed in his division
and his achievements during his short tenure with the city. Brandon’s detailed
oriented skills were observed while working on a citywide notification project called
Everbridge when he identified flaws in the visual distribution and made the necessary
corrective measures before the notifications went out. It is for these reasons that
Brandon was nominated and selected to receive this award. Brandon in addressing
the City Commission thanked Fire Chief de la Rosa for selecting him and said he
wholeheartedly accepts the award. He also thanked his Fire Administration, Captain
Andrew Fletcher, Emergency Manager Marc Stolzenberg and his family who were in
the audience. Fire Chief de la Rosa stated that Brandon started with the Fire
Department as an intern.

Mayor Lago introduced Agenda Item A-5: Congratulations to Nicolas J. Saenz who
holds the title of Communications and Digital Media Coordinator, recipient of the
"Employee of the Month Award," for the month of December 2022, and Karla
Green, Director of Human Resources made the presentation. Nicholas joined the
Office of Communications over a year ago and during his short tenure with the city
has demonstrated numerous qualities wherein three department heads have nominated
him for this award. Nicholas is known in the City for his positive attitude, teamwork,
collaboration and continued partnership implementing technology which facilitates
citizens engagement and communication with the city residents, visitors and
businesses. Nicholas has proven time and time again to be an invaluable team
member whose skills continue to grow. One of his many achievements is having
worked on the day-to-day development of the City’s new website. Nick has proven
time and time again to be a problem solver and his commitment to customer service is
outstanding. Martha Pantin, Director- Communications & Public Affairs Division also
noted that while she, Billy Urquia- City Clerk, and Raimundo Rodulfo-IT Directors all
nominated Nick and while they were the leaders of the website, it was Nick working
behind the scenes meeting with departments, refining, updating and taking care of any
glitches in the system. She commended him for his versatility in performing any task
charged with and thanked him for all he does for the city daily. Mayor Lago
congratulated Nick on behalf of the City Commission. Mr. Saenz thanked everyone
who nominated him and others who worked on the website, the residents for their
feedback and encouraged them to continue doing so in an effort to make it better.

Commissioner Anderson: I have a couple of updates and so forth for you all. Later
today - we put together an accomplishments list so residents will realize just how
hardworking this Commission has been, just recent round. So, these cards are
available with a QR Code, and it has a four-page listing, at least it was four pages
when I printed it out on 8 ½ by 11 pieces of paper, to understand how we work
together as a team. This is not everything that we’ve done.

that should be available later today. Lina has a stack of these cards; she’s going to put
them out on the table for folks to use. I’m including them in my very belatedly being
mailed New Year’s cards. They are not Christmas cards anymore. We were waiting
for you to get on board and have you added to the Christmas card, Mayor Cason, so
that’s a pleasure. Second exciting thing is dog parks - 1505 Ponce has the fence up,
put up. I went by and I visited last night. There’s a little tweak on the latch on the gate
that needs to be installed. I think they’ll have it done in a day or two. So that’s wide
open. I already got a message from a resident just totally excited even with the gate
broken, haven’t been able to take their pet over there for a run. It’s a nice, big park
that’s open to the public in our city. Second is, Salvadore Park. The City Manager
has an update for us on that, because the Procurement Code process has been done.
City Manager Iglesias: Yes. The contract has been awarded and we are ready to
really start construction.
Commissioner Anderson: Okay.
City Manager Iglesias: But we should have a ribbon-cutting there as far as the park is
concerned.
Commissioner Anderson: Okay. That’s another exciting thing. And third, if you want
to get in shape, have a goal, the BCC challenge is up. They have various lengths of
rides, if you want to do it and there is the 15 miles, 35 miles that starts at the
University of Miami, so its convenient for all of us to join in there; and if you really
want to get in shape, you have a 50 mile and the 100 mile one.

Commissioner Anderson: You’ll be there. Where are you going to start?
Mayor Lago: I’m for sure I’m going to start the race.
Commissioner Anderson: I’m going to do the one from UM, because its so
convenient. I can bike down there and start with the race and get back within a
decent number of hours in the day to be able to accomplish other things with the
family. So, I invite you to come. I know that the Chamber is working on a Gables
group, so I’ll share the link with you as soon as Mr. Coral Gables, Mark Trowbridge
sends it to me today.
Commissioner Menendez: Two things. One is, does Communications have my image.
I always have images of some sort. There you go.
Commissioner Anderson: There you go.
Commissioner Menendez: Sunday - This past December we had Star Wars, the
original. We almost had a packed house, which was great. One thing I noticed, and I
mentioned to the crowd is, we had little kids, we had parents, we had grandparents,
we had all generations coming to these movies. So, on Sunday, at 5 p.m., free tickets,
go to actorsplayhouse.org, we are showing the original Raiders of the Lost Arc -
Indiana Jones. Just so happens, I’m happy to say the timing, the new Indiana Jones,
the fifth one is coming out soon. So, you might as well get caught up to speed with the
original story before you go see that one, but its free to everybody, doesn’t matter the
age, bring the kids, bring the grandkids. It’s a wonderful experience and in fact,
people are saying they saw the Star Wars after so many years of now watching
movies on TV, to go see some of these great blockbuster movies on the big screen,
they remember how much they actually enjoyed the ride. So, besides the movie,
because I don’t think we mentioned it and maybe someone else is going to mention it,
Saturday, if I’m not mistaken, we start the Farmers Market. So, its day one,
weekend one of the Farmers Market, which is a great community event. So far, the
weather has been great, so there is no reason, if you’re in Coral Gables that you
shouldn’t be out there enjoying the market, movies, there’s so much to do, so much
to offer. Please, be active, be part of what makes Coral Gables wonderful.

o’clock.
Mayor Lago: I know you have a lot of work to do, so we’ll close quickly. I just have
one thing I need to address and that is, we’ve made a lot of progress with Merrick
Park, a lot of new landscaping, the signage has been replaced to a certain extent,
refreshed. I know we are working with a few different things there. We need to have
another meeting with them, potentially. I want to make sure that we get some
deadlines. We need to get a schedule in regard to finishing the remaining work. So, I
ask you to please, get with my staff so that we can have a third walk-through of the
facility, so I need to understand when are they going to conclude the landscaping
that’s pending. With that being said, nothing else, meeting adjourned. Thank you.
