The City of Coral Gables will be holding its Regular Meeting on Tuesday, January 24,
2023, commencing at 9:00 a.m.
Members of the public may participate in person, but are also able to participate via
the Zoom platform. Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To
speak prior to the City Commission taking action on an Agenda Item, please "Raise
your Hand" or send a message to one of the meeting hosts using the Zoom Platform.

The meeting was called to order at 9:04 a.m.

Mayor Lago introduced Agenda Item A-1: Congratulations to Sergeant Gordon
Dickinson, recipient of the City of Coral Gables “Officer of the Month Award,” for
the month of November 2022 and Police Chief Edward J. Hudak made the
presentation stating that Sergeant Dickinson is the recipient of numerous awards, and
is being honored again for his involvement regarding a suspicious vehicle. During the
incident, Sergeant Dickinson was the first officer to arrive at the scene where a black
male was slumped down in a black BMW vehicle to avoid detection, and once the
suspect was detained, he also organized fellow officers in the area to capture other
suspects who were also found in the area. Sergeant Dickinson ensured that suspects
were kept apart until the detectives arrived when giving their statements who
confessed to attempting to breaking into homes in the area. Sergeant Dickinson is
being recognized for his outstanding leadership and dedication and is a constant

stalwart when it comes to keeping and deterring the criminal elements out of the city.
In receiving his award, he thanked the City Commission and all those who assisted
from his department including Miami-Dade County Police and the citizens who
assisted in the arrest and capture of the four burglary suspects who belonged to a
national crime ring out of New York City. Mayor Lago thanked Sergeant Dickinson
for his leadership and hard work and that it isn’t a surprise that he is receiving another
award.

Non 23-5246 [Presentation of a 15 year service pin for Officer Kelly Denham of the City of Coral Gables
Agenda Police Department]
Presentation of a 15-year service pin for Public Information Officer Kelly Denham of
the City of Coral Gables Police Department. Police Chief Edward J. Hudak stated
that Officer Denham is someone during his tenure as Police Chief has come to rely on.
She is not only someone that is seen regularly during City Commission meetings taking
photos, but there is so much more to her. Officer Denham came to the City of Coral
Gables Police Department from Florida Highway Patrol and has been his right hand
during many different supervisors and positions, and during that time has represented
the police department in its finest hours and during its darkest days as their PIO and in
dealing with the media and is also a mentor to the officers. He thanked the Mayor
and City Commission for allowing him to give Officer Denham her 15 years plus
service pin. Officer Denham in receiving her service pin stated that she was at a loss
for words, that it is a shock, and she did not expect it, and she loves the City of Coral
Gables. As a recruiter for the past 10 plus years, she would have done her job
without pay because of her love for the city and her department. More importantly
she stated that it starts at the top and trickles down to senior staff and that is why they
are such a great department, and one of the best in South Florida. She then thanked
Police Chief Hudak. Mayor Lago stated that Officer Denham exuberates class and
dignity and the City Commission and everyone always has something nice to say
about her because she treats everyone with respect and a smile, always selling Coral
Gables and it is reflective of who they are as a community.

Commissioner Anderson: I would like to continue on with Dover Kohl and bring it on
the next agenda for discussion purposes.
Mayor Lago: It’s there. It will be there.

Commissioner Cason: Two things; one, at the LeParc café, there is still no sign there
that says its closed Monday. I was there yesterday interviewing somebody on the
tables outside and there were at least 50 people that came up, knocked on the door
and were frustrated, they had their kids and walked away. So, it seems to me that
you need to put a sign up, somehow get out the word that its closed, because these
people may not come back again, they get really upset when they get there and see its
closed. On the door it says open Monday through Friday.
Parks and Rec Director Couceyro: We put a temporary sign up yesterday. We will
get a permanent one up there.
Commissioner Menendez: And on that point, I know they have in the front, some are
regular, the menu. If they’re closed move that menu back inside, because just that
menu makes…
Commissioner Cason: Put the closed Monday up at the front, so when people drive
by, they don’t get out of their car, park - people like it, but they just get very
frustrated when they get to the door.
City Manager Iglesias: We will do that.
Commissioner Cason: The other thing is, remember when I was Mayor one of our big
campaigns we had with Craig Leen and the whole Commission approved was, getting
rid of what we called at the time the elephant turds, those giant blocks.
Mayor Lago: And I call them in constantly.
Commissioner Cason: Right - and we had a big campaign and we got rid of tons and
tons of them.
Mayor Lago: Yes.
Commissioner Cason: What you’re seeing now is people are very creative, they now
put flags everywhere; everywhere you go there’s red flags, there’s blue flags, there’s
rows, the reflectors. Sure, they should be there if you have fresh landscaping.
Mayor Lago: Fresh landscaping.
Commissioner Cason: But they’re not. I walk around the golf course and the same
ones they’ve been for six months. It’s the swale, it’s a city property. What people are
trying to say is that this is my swale, I don’t want those people to park in front of my
house and they are trying to do what we have prohibited many times. Code

Enforcement should really, I think, take one day and just go and clean them all out,
take them away. I think we discussed this legally, it can be done, just take them, there
is no need to discuss it.
Mayor Lago: What do we need to do to make this a reality?
City Manager Iglesias: We will do that Mayor. We’ve been allowing them just when
you plant new grass for a short period of time till the grass sets, but they are not
supposed to be there for over, I would say, two or three weeks.
Commissioner Cason: And if it’s a question they want something to grow there, we
have what, five or six of green matter that can be planted if that’s the question. It’s
just getting out of hand and there are more and more and more.
City Manager Iglesias: We’ve been removing them, but I think they put them back. I
think what we’re going to do is the second time we will cite.
Mayor Lago: And also, we need to be very careful, you’re seeing a proliferation of
crushed rock on the swales everywhere, remember the crushed rock is to be in areas
where there is not enough sunlight. If you go to North Gables now, its like, I’ve called
in and they always say, no they have a permit, they have a permit, and their entire
swales are becoming crushed rock. So, if that’s what we’re looking for, if that’s the
route we’re going, tell me, because I’m getting people are saying, listen, I’d rather put
artificial grass on the swale.,
City Manager Iglesias: That Mayor, should be by special permit, in areas where you
have so many trees that you cannot grow grass and that’s the idea of that. So, we will
make sure that that’s the case.
Commissioner Anderson: But we have a swale planting package with shade-loving
plants that are gorgeous.
Mayor Lago: I’d rather have that. I’d rather have that.
City Manager Iglesias: That is correct.
Commissioner Anderson: And that helps with drainage.
Mayor Lago: Commissioner Menendez.
Commissioner Menendez: Two things. One, my image up, there you go. Before I go
to that image, we had at the Miracle Theater, Indiana Jones Raiders of the Lost Arc
last Sunday and it was a packed house, and folks were so happy to see these classic

movies on the big screen. Mayor Dorothy Thomson and her husband, Jack attended.
They were super excited and when the movie ended, it was like a round of applause.
It goes to show you how much people like to come together and sort of enjoy these
types of things. So, at the Art Cinema, Gables Art Cinema, the other series that I’m
helping with, we have That’s Entertainment, which is basically a look at the Golden
Era of the movie industry, particularly MGM, especially the musicals. The movie is
hosted by Liza Minelli, Fred Astaire, Gene Kelley; Rotten Tomatoes has it scored a
100, and its considered one of the best movies of that nature. So, it’s basically taking
you through the Golden Era of Movies. Roger Ebert, which is my favorite critic of all
time, who passed away a couple of years ago, says the movie is fun from beginning to
end. Its not camp, its not nostalgia. It’s a celebration of a time and place in American
movie history when everything came together to make a new art form. So I encourage
folks to see it. Its incredibly entertaining movie, so I hope everybody can come out
and enjoy it. The only other thing I have that’s on a personal note, I want to wish my
dad a heavenly happy birthday. He would have been 101 and I just want to say that’s
for my dad.
Mayor Lago: Thank you. Vice Mayor. Mr. Clerk.
City Clerk Urquia: During the last Commission meeting we spoke about the April
election and early voting, and the Vice Mayor brought up that the Sunday prior to the
election is Easter Sunday. Perhaps it might not be a good idea to host early voting on
Easter Sunday.
Mayor Lago: What other options we have?
City Clerk Urquia: We can do it ten days before the election which would be the
weekend before that. Its actually Palm Sunday also.
Mayor Lago: Do we need to make a decision today?
City Clerk Urquia: We do not have to make a decision today.
Mayor Lago: Why don’t we think about it and we come back to the next
Commission meeting and we’ll make a decision.
Vice Mayor Mena: Just to be clear. Not necessarily opposed to having early voting.
My comment about Easter was more about broadly when we schedule the election at
certain years it falls on Easter week when everyone is traveling, kids are off from
school. That’s not something that’s going to get resolved for this April at this point,
but it was just kind of a bigger picture something for everybody to keep in mind
moving forward. Maybe there is something that can be tweaked at some point if
there’s ever a Charter review or something, to try to navigate that a little bit. I still

think it’s a good idea to have early voting the weekend before just to make it easier
for people, but I agree.
Mayor Lago: The more the merrier.
Commissioner Menendez: Can the administration, before it comes back just give us
some options and we can look at them.
City Clerk Urquia: Yes.
Commissioner Menendez: That way we can hit the ground running.
Vice Mayor Mena: But to have it ten days before and not have it that weekend, I
think is a little awkward.
Commissioner Menendez: I agree.
Mayor Lago: I think our choices have been made for us, but we’ll talk about it in the
next Commission meeting. I have one item, unless the Manager has anything you
want to add.
City Manager Iglesias: No Mayor.
Mayor Lago: Madam City Attorney.
City Attorney Suarez: I don’t have anything Mr. Mayor.
Mayor Lago: Congratulations on your first meeting, by the way.
City Attorney Suarez: Thank you.
Mayor Lago: You did a wonderful job.
City Attorney Suarez: Thank you.
Mayor Lago: We didn’t miss a beat. One item - dovetailing off the legislation that
was presented by the Vice Mayor. As I drove through the city this weekend, I
looked at City Hall, I admired its beauty and I noticed, the City of Coral Gables flag
is ragged, it needs to be replaced. Please, using the protocol of the Vice Mayor has
set forth, let’s replace the flag. Also, let’s look at all our existing flags. Make sure that
they are being reviewed as often as possible. I want to make sure that when we fly
our colors, we fly it with the dignity and respect that the flag deserves, and I’ve seen
the American Flag not look its best. And if you look at Coral Gables right now, the

flag outside here in City Hall, it’s in pretty bad shape.
City Manager Iglesias: We’ll take care of that right away Mayor.
Vice Mayor Mena: Before you move onto something else, while you’re on that topic.
I think Martha left, right. I don’t think I’ve seen anything either on our website or
anything promotional with respect to the flag program that was passed, so unless you
let people know it exists, it doesn’t exist.
Mayor Lago: Let’s put it on the next weekly advertisement.
City Manager Iglesias: We will.
Mayor Lago: I think people will take advantage of it, because we are seeing a
proliferation of people who are interested in putting up flags.
Vice Mayor Mena: I think it would be a good thing for Martha to create a simple
promotional video about it.
Mayor Lago: I have a flag at my house that needs to be replaced, and I will be
replacing it hopefully in the next few months, but I’d like to do it the right way. So,
with that being said, if there are no other further comments, anything from staff,

D. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
of one (1) hour, if the open public comment section of the meeting has not ended, it shall
end automatically, in order to proceed with the rest of the agenda.
E. CONSENT AGENDA
All items listed within this section entitled "Consent Agenda" are considered to be
self-explanatory and are not expected to require additional review or discussion, unless a
member of the City Commission or a citizen so requests, in which case, the item will be
removed from the Consent Agenda and considered along with the regular order of
business. Hearing no objections to the items listed under the "Consent Agenda", a vote
on the adoption of the Consent Agenda will be taken.
E.-1. 23-5182 A Resolution of the City Commission authorizing an Amendment to the Temporary
License Agreement between the City of Coral Gables and Ben & Giules, Inc ., with regard
to the premises located at 290 Miracle Mile, Coral Gables, Florida, 33134, extending the
term for twelve (12) months (April 1, 2023- March 31, 2024) increasing the License Fee to
$2,800.00 per month and the security deposit.

Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No .
2006-11, must register with the City Clerk, prior to engaging in lobbying activities before
city staff, boards, committees and/or the City Commission. A copy of the Ordinance is

Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
