The City of Coral Gables will be holding its Regular Meeting on Tuesday, February
14, 2023, commencing at 9:00 a.m.
Members of the public may participate in person, but are also able to participate via
the Zoom platform. Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To
speak prior to the City Commission taking action on an Agenda Item, please "Raise

The meeting was called to order at 9:07 a.m.

A.-1. 23-5253 Presentation of a Proclamation declaring February 2023 as "Black History Month" in
Coral Gables.

Mayor Lago introduced Agenda Item A-1 regarding the presentation of a
Proclamation declaring February 2023 as “Black History Month” in Coral Gables
and Vice Mayor Mena read the proclamation into the record. Mayor Lago then
introduced Carl Prime, who is an active member in the community. Mr. Prime
thanked the City Commission for the opportunity given each year in recognizing
“Black History Month” and the contributions made by African Americans to the City
Beautiful and City Hall, which has been the foundation and building block for the City
and asked that the City Commission remember them the rest of the year. In
responding, the mayor stated that it is impossible to forget the contributions of so
many people who have left an indelible imprint in the community, such as Ms.
Cooper, Ms. Prime who never failed and others in that community to contact him
whenever there was an issue. He remembers when Pierce Park had fallen into
disrepair and just last weekend a groundbreaking ceremony, and the City

Commissioners and City Manager agree that they need to deliver something great for
Pierce Park, an area that deserves this type of attention, and a world class park. The
groundbreaking was a great event with many residents attending, and there was good
food. The Mayor also thanked staff for putting together the event in the Bahamian
community that have played such an important role in getting the City and where it is
today. He also thanked everyone in McFarlane, Golden Gate and surrounding areas.
Mr. Prime noted that the park will be a gem in the neighborhood and thanked all
those who made it possible.

Medical Director.

Mayor Lago introduced Agenda Item A-2 recognizing the life of Dr. Jim Charles
Hirschman former Coral Gables Fire Department Medical Director and Fire Chief
Marcos de la Rosa made the presentation. Fire Chief de la Rosa stated that Dr.
Hirschman was a long-time resident of the City, serving as the Fire Department’s
medical doctor for 31 years, and he was someone who not only impacted his family
and friends, that he along with his coworker and close colleague Dr. Eugene Nagel
both worked for the University of Miami and theorized that people could be saved if
fire fighters learned CPR. Some of the interventions that they did as physicians were
only restricted to the hospital and chose firefighters because they are disciplined and
structured and because there is a firehouse in every community. They put what they
both learned from medical school training into what they thought firefighters needed to
know and created what is known today in Modern EMS which is widely modeled
throughout the world and the City of Coral Gables Fire Department is the first in the
country to transmit an electrocardiogram to the hospital from the back of a rescue
unit. Dr. Nagel’s hobby was electronics, and he was a radio operator in the Navy,
thereby utilizing the same technology. Dr. Hirschman who recently passed, is being
recognized for his contribution to his community, the Fire Department, their industry
as well as the incredible care they provide today, and which all started because of his
vision and courage to be at the forefront. He concluded that he also thought it fitting
because February is “Heart Month”. Mayor Lago thanked Fire Chief de la Rosa for
sheading light on this incredible individual who has served this community.

“Firefighter of the Month Award,” for the month of February 2023.

Mayor Lago introduced Agenda Item A-3 Congratulations to Lieutenant John
Stewart recipient of the City of Coral Gables “Firefighter of the Month Award,” for
the month of February 2023 and Fire Chief Marcos de la Rosa made the presentation
stating that Lieutenant Stewart is a tenured officer with their organization, the
embodiment of commitment to community, work and in command of his rescue truck.
Additionally, he and his family organized and operates a no kill shelter for neglected,
abused and abandoned dogs. It is because of his outstanding work ethic, dedication
to the Fire Department and selfless service rescuing dogs that he is being honored as
the “Firefighter for the month of February 2023. Lieutenant Stewart comes from a
family who serves, his late father served in the United States Marine Corps, as does
his son who is deployed in San Diego. In accepting his award, Lieutenant Stewart
thanked Firefighter Vargas for the nomination. He then spoke of his wife and their
love of dogs and having many of his own. He passionately spoke of seeing the
horrible neglect of dogs he rescued and felt led to do something about the problem.
Over a two-years period he has rescued over 250 dogs and have partnered with
other rescue agencies to combat this ever-increasing problem. Additionally, he stated
that while it is both taxing and rewarding, it is also financially challenging because of
the expenses. They welcome donations and have a 501C to aid with their rescue
mission. He loves what he does and reminded everyone that if they ever have need of
a dog to adopt, don’t shop. He then thanked the City Commission. Mayor Lago on
behalf of the City Commission thanked him for the great work he is doing.

Mayor Lago introduced Agenda Item A-4 Congratulations to Officer James
Coleman, recipient of the City of Coral Gables “Officer of the Month Award,” for the
month of December 2022 and Police Chief Edward James Hudak made the
presentation stating that Officer Coleman was awarded the Officer of the Month for
December 2022 because of an incident which occurred on December 7, 2022 in
which he responded within two minutes of being dispatched to an alarm call. While
checking around the home, he noticed a suspicious male wearing a face mask, hoodie
and gloves and immediately requested backup. The suspect upon seeing Officer
Coleman jumped the fence and fled on foot but was later captured by Officer Justin
Gonzalez and his accomplice was captured by Officer Alexander Engmann who also

responded to the request for backup. The first suspect’s vehicle was located across
from the residence they had burglarized. These individuals were found to have been
responsible for other burglaries in the City of Miami and Miami-Dade County.
Police Chief Hudak also noted that Officer Coleman is the officer who drives the
police vehicle bringing awareness to breast cancer, something that is personal to him
because his wife is a cancer survivor. Officer Coleman in addressing the city
Commission recapped the incident that occurred on December 7th and thanked his
fellow officers for aiding him in capturing the suspects. Mayor Lago thanked him for
his service along with his senior staff, and more importantly for his service as a marine
serving and giving of himself to this great country. Mayor Lago acknowledged
Officer Coleman’s wife in the audience in having good health and a good spirit which
is a beautiful thing. Continuing he said that the City Commission thank and support all
its police officers, they are blessed to have them because the police are the reason
they live in a civilized society. He then briefly spoke of the incredible things Police
Chief Hudak has done regarding technology which will be spoken of in the near future
to address and prevent crime as well as capture individuals who target this affluent
community by utilizing all the resources necessary to ensure a safe community and
thanked them all.

Mayor Lago: Thank you very much.
City Clerk Urquia: Mr. Mayor before you finish, just really quick. Wanted to give the
Commission an update on early voting. Since the weekend prior to the election is
Easter weekend, the recommendation would be to do early voting the weekend
before that, which will be the weekend of April 1st and April 2nd. We can also open
early voting the Saturday before Easter Sunday. So we can do an extra day, more
than what we normally would do.
Mayor Lago: Okay.
City Clerk Urquia: Keep in mind that based on the number of candidates we have,
we have to plan for a Run-off Election, as well, so we would have early voting the
weekend before Run-off Election as well.
Vice Mayor Mena: If you do it for one, you have to do it.

Vice Mayor Mena: You could on the second go around do the full weekend right
before.
City Clerk Urquia: Yes, I can, because there’s no holidays around that weekend.
Commissioner Menendez: I’m of the opinion, because at least from religious, one is
Easter Sunday, the other one is Palm Sunday and if you have to chose between the
two, I personally think Palm Sunday is the more least problematic, in terms of families
lives and their faith. I guess I’m more comfortable doing it Palm Sunday.
Vice Mayor Mena: I would do that whole weekend and I would also do the Saturday
as Billy mentioned.
Commissioner Cason: I agree.
Commissioner Anderson: I agree as well.
City Clerk Urquia: Okay. So just to be clear, we are going to do Saturday, April 1st,
Sunday, April 2nd, and Saturday, April 8th. If there is a Run-off Election, we would
do the 22nd and the 23rd of April.
Vice Mayor Mena: Agreed.

Mayor Lago: Works perfectly for us. No comments. Well, I’d like to again thank
staff, thank everybody for their hard work. I thank the Manager, City Clerk, City
Attorney, my colleagues, its been a long meeting. I hope everybody enjoys their
lunch. Thank you. And today was a beautiful display of democracy in action where
everybody can come and speak at the Commission and everyone can enjoy and
receive an answer, as long as its done in a very respectful manner. We can always get
to the bottom of an issue, and everyone comes to an understanding that the City of
Coral Gables, in my opinion and the opinion of many always does things in the best
interest of their residents and the business community. So thank you for allowing us

D. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
