Urquia, City Clerk City Commission Meeting Minutes February 28, 2023 The City of Coral Gables will be holding its Regular Meeting on Tuesday, February 28, 2023, commencing at 9:00 a.m. Members of the public may participate in person, but are also able to participate via the Zoom platform. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). City of Coral Gables Page 1 City Commission Meeting Minutes February 28, 2023 CALL TO ORDER The meeting was called to order at 9:07 a.m. LEGISLATIVE SUMMARY The following minutes summary includes all presentations made, and actions taken which is supplemented by the following exhibits on file in the Office of the City Clerk, and which are hereby made a part of the record herein: (a) Ordinance(s) adopted (Ordinance No. 2023-09 and Ordinance No. 2023-10) (b) Resolution(s) adopted (Resolution No. 2023-43 through Resolution No. 2023-46); (c) Video; (d) Audio Recording; (e) Minutes Folder with Agenda and background information, including items which were submitted at the meeting. ROLL CALL Present: 5 - Commissioner Anderson, Commissioner Cason, Vice Mayor Mena, Commissioner Menendez and Mayor Lago INVOCATION Pastor, Ryan Reed from Christ Journey Church gave the Invocation. PLEDGE OF ALLEGIANCE Commissioner Cason led the Pledge of Allegiance A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 23-5299 Presentation of a Certificate of Condolence to the bereaved family of Marian Fewell. Attachments: Certificate Speaker Cards A-1 Mayor Lago introduced Agenda Item A-1 regarding a Certificate of Condolence to the bereaved family of Marian Fewell and spoke at length of her life and philanthropic spirit in donating millions of dollars, being respected, giving guidance in funding museums, buildings, and parks. He believes that the city can never give the proper respect to the Fewell family during their loss. Carol Fewell, Marian’s daughter spoke of her childhood memories living in the home which was kept as is by her parents who bought it sixty years ago and now needs many renovations, and her mother’s love for Coral Gables. The mayor also thanked Ms. Fewell and her family for the park on Granada and Coral Way because it is a unique park filled with native plants and lots of ground coverings, which is indicative of how Florida used to be, and that is a jewel which needs to be preserved. Continuing, he stated that this is something dear to the City Commission in advocating for more greenspace and that this family has placed this multimillion-dollar property into a public trust that the city could not afford, and City of Coral Gables Page 2 City Commission Meeting Minutes February 28, 2023 this family’s name elevates the standards in Coral Gables. Ms. Fewell said that it would be her pleasure to assist the city in any way with maintaining the park. Commissioner Anderson stated that Ms. Fewell’s dream came through because 35 years ago when she had her children, she used the park to sit, and enjoy it and now there are native host plants with butterflies and agreed that the plants need some sprucing-up and thanked her. Commissioner Menendez stated that he can relate on many levels of the work that Ms. Fewell’s family has done and jokingly reiterated about the family home being 60 years, and that he is also 60 years old and needs daily renovation (laughter). Continuing he said that her family represents the Coral Gables he grew up in and like her family, he was always in awe of a vision that they could be and could do, and the difference between her family and others with a vision is that they do it. He hopes that their family legacy inspires current families, the ones that grew up in Coral Gables to come back and give back and hopefully take it to another level. On behalf of the Mayor and City Commission he thanked her and her family who have been an inspiration in how the City has benefited. Ms. Fewell thanked the City Commission for their thoughtfulness and kindness in presenting her family with a Certificate of Condolence. A museum representative thanked the City Commission on behalf of the museum as well as thanked Marian and Carol Fewell who have been like guardian angels always encouraging them in matters dealing with the museum and who recently donated a substantial amount of money to assist with upgrades for the museum and thanked the Fewell Family for continuing the legacy. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-2. 23-5353 Presentation of "Moon over the Gables" by the Coral Gables Community Foundation. Attachments: Moon Over the Gables City Commission Presentation_ Mayor Lago introduced the item and Mary Snow, President and CEO of Coral Gables Community Foundation and Belkys Perez, Director of Economic Development presented the item. The mayor stated that he is very excited about this project which speaks volumes regarding the City stepping-up regarding culture and driving people from all over to the “City Beautiful” to enjoy all the amenities, restaurants and a clean downtown, all credited to staff. It is overall another opportunity to enjoy the “City Beautiful”. Ms. Snow in addressing the City Commission stated that she is happy to be partnering with the city, and they are the team that brought Umbrella Sky. She then showed slides of the project, provided a background of the artist Luke Jerram and all the places the art has been shown throughout the world. Show during the slide presentation was a rendering of what the inflatable moon would look like when on display in Ponce Circle Park. This project is anticipated to bring increased economic and cultural opportunities for the city which is City of Coral Gables Page 3 City Commission Meeting Minutes February 28, 2023 in keeping with the strategic goals of the city. This event is free, family friendly and open to the public. They have partnered with Books and Books, and there will be moon pies on the first night with book readings, Coral Gables Art Cinema, and Sanctuary of the Arts will perform a ballet on one evening. Overall, they have several family friendly events planned, and thanked the City Manager and Ms. Perez for their assistance with the project. The schedule for the moon landing is as follows: March 9-11th; March 16-18th and March 23-25th. They will also be hosting Crystal Academy and will have a special afternoon for them, their students and families and they are trilled about the entire project. Ms. Perez thanked the City Commission for their support and that the moon will have a lighting from within, and just as with the tree lighting, they hope to have a plug-in lighting. Commissioner Menendez expressed concerns regarding the public travelling along Ponce and seeing for the first time the floating moon. Commissioner Cason asked about the advertising of this event and Ms. Snow indicated that a private firm, newspapers, other social platforms as well as the city will be advertising this event. Mayor Lago thanked all the city departments involved in this event and the City Manager. The message being sent here is that the city is open for business. Additionally, the City Commission discussed plans to protect the floating moon from vandalism and staff stated that was already taken care of. Vice Mayr Mena spoke of hiring security which Ms. Snow agreed on doing. Fred Couceyro, Director-Community Recreation will be meeting with other departments to address the security concerns for children on the cross walks. City Manager Iglesias indicated that all city events include police. Pictures will also be taken to re-showcase the downtown. Ms. Snow has created a website “Moon Over the Gables” which will be their landing page for this project. All pictures taken will be shared with the City Commission for their media page. Commissioner Cason inquired about the availability of trolleys during the floating moon event and Commissioner Anderson requested that instructional information utilizing all media be used regarding parking availability, crossings, etcetera. Is my poster ready? There it is. Saturday is going to be an exciting day for Coral Gables. You have the Carnival on the Mile, you have the Farmers Market and if you want to get out of the sun… Mayor Lago: And the wing eating, and the wing eating. Commissioner Menendez: No, no, that’s if you want to eat well or a lot, then you go with the Mayor for sure. So, at noon at the Art Cinema, I’m showing 1974, I think its one of the funniest movies in the 70’s, Barbara Streisand, Ryan O’Neil and Madlyn Conn, “What’s Up Doc”. I describe it if Mel Brooks, the Marks Brothers and Woody Allen had a baby, it would be that movie. So its free, free popcorn, free soda, even free beer, I’ll throw that in, but if you want to see a good movie and laugh for a while, you’re welcome to join us. Commissioner Anderson: The price, oh my God, I don’t know if I can. Mayor Lago: Its expensive. Commissioner Anderson: It is. It is. Commissioner Menendez: I’m charging the Manager’s office. Mayor Lago: Commissioner Anderson. Commissioner Anderson: I participated in the BCC challenge and overall we raised $8.4 million dollars to fight cancer, and it was really good for weight loss, so if they City of Coral Gables Page 14 City Commission Meeting Minutes February 28, 2023 had gluten-free wings I would take you up on it and put the weight back on. Mayor Lago: Thank you for representing the city in the Dolphins Challenge that was great. UM is a great recipient and they do a lot with that money saving people’s lives, and obviously where the research is incredible. Commissioner Anderson: Very well run. I have no complaints about it. You have gluten-free wings available? Mayor Lago: Mayor. Mr. Vice Mayor. Vice Mayor Mena: Really quick actually. Billy, can you put up the photo I sent you. City Clerk Urquia: I’ll put it up now. It’s up. Vice Mayor Mena: That’s in Naples, just to kind of give an example. I’m not saying we’re going to have that kind of light fixture, because that’s another whole other project, although I think we should endeavor to that one day, but in the meantime you could do something that I think that’s more up to our standards that what the Mayor showed earlier. Commissioner Cason: I like it. Mayor Lago: Yes. Yes. So thank you Vice Mayor. City Manager Iglesias: We are going to replace them, we should look at upgrading them. Mayor Lago: Thank you Vice Mayor for bringing that to our attention. I think that this, again, these are the little things like what we’re doing with the sidewalks, what we’re doing with our landscaping, as you can tell in the downtown, where Code Enforcement is dealing with facades, with our alleyways, really cleaning up, really putting our best foot forward to make sure that, again, people come and enjoy our city and businesses are proud to do business in our city, and I think that would be just another detail that we stack on top of it; our trolleys on Saturdays, supposedly I think we are starting trolleys on Sundays soon. My understanding that was part of the TPO money. City Manager Iglesias: We’re looking at that Mayor. Mayor Lago: There’s a bunch of things that we’re doing, along with the art and I think that we’re stepping up our game in regards to our downtown. This is just one of the small components. So, I want to thank everybody for joining us today on the Commission meeting for February 28th. Again, I will reiterate what I said in the beginning, this is a public forum for anyone that would like to come and speak about issues. They are welcome. If you cannot make a Commission meeting, you cannot make a Town Hall meeting, I welcome you to please join us every Friday starting at 2 o’clock, you can either visit myself or you can visit one of my colleagues who are there, and we will be more than happy to meet with you, along with the Manager, the City Attorney, and the City Clerk and all our staff, which are here, we do our best to City of Coral Gables Page 15 City Commission Meeting Minutes February 28, 2023 make sure that we uphold our standards and we address your issues.
