The City of Coral Gables will be holding its Regular Meeting on Tuesday, March 14,
2023, commencing at 9:00 a.m.
Members of the public may participate in person, but are also able to participate via
the Zoom platform. Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To
speak prior to the City Commission taking action on an Agenda Item, please "Raise

The meeting was called to order 9:05 a.m.

Mayor Lago introduced Agenda Item A-1 regarding Firefighter Nicole Morales
recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month
of March 2023 and Fire Chief Marcos de la Rosa made the presentation. Fire Chief
de la Rosa stated that Firefighter Morales has been with the department almost two
years and during her short tenure has made a profound impact in her department as a
firefighter paramedic, mentor to her classmates, firefighters hired after her as well as
the city’s cadet program which she has taken over. As a mentor to high school
children the goal is to impact these children by best preparing them for a career in the
fire service and/or whatever chosen endeavors they desire. It is for her commitment
and making a difference in their department she was awarded “Firefighter of the
Month”. Firefighter Morales thanked the City Commission and her department for the
recognition and award and said it is an honor to help new firefighters and she is
grateful for the opportunity to do so and vowing to do her best. Fire Chief de la Rosa

in his closing statement stated that it has been his experience while interviewing
prospective candidates to be told what he wanted to hear. However, with Firefighter
Morales, if was different, she has lived up to every commitment she made during her
final interview, so she backs up whatever she says.

Mayor Lago introduced Agenda Item A-2 regarding Captain Mark Bernhardt,
recipient of the City of Coral Gables “Firefighter of the Year Award,” for 2022 and
Fire Chief Marcos de la Rosa made the presentation. Fire Chief de la Rosa stated
that Captain Bernhardt is a great contributor to their organization, serving in numerous
capacities as a senior officer, and mentor to younger supervisors and others who have
just entered that position. Captain Bernhardt is admired by all regardless of the station
he oversees, and everyone wants to be at work there. He is a wonderful father and
husband and was selected for his commitment to this community and to the youth. He
has spearheaded the Big Brothers and Sisters in Red program of which the city is one
of several fire departments throughout the country that participate in this program
serving in a leadership and mentorship capacity. Captain Bernhardt meets with high
school students from Coral Gables High School at least once a month imparting life,
career advice and education while using that opportunity to mentor and develop the
youth in our community and that is why he is the “Firefighter of the Year”. Captain
Bernhardt is also a great golfer. Mayor Lago, in congratulating Captain Bernhardt
stated that it is well deserved. Captain Bernhardt in accepting his award, thanked
Fire Chief de la Rosa, Fire Chief Jones, and Fire Chief Fernandez for bringing the
program to the city and supporting it, the 16 other firefighter mentors, Nicole and
Giselle for supplying the equipment needed and others including city departments who
have welcomed them and shared their stories/experiences with them. He was
thankful and appreciative of the support of the American Legion and for honoring him
and the Police Officer of the Year last Saturday. He thanked his family for always
supporting him, and especially his wife, without whose support he would not be able
to do all he does. He then spoke of the program’s inception beginning with 12
students all of whom have become CPR certified in having a crash course in life
saving emergencies. Over the year while working with the students he realized that
the focus is on college with no emphasis geared toward trades and careers and have
focused in these areas with them and implemented this by having the students visit
various departments, thereby getting a crash course in what it involves having a
career in government, the salary, and becoming a firefighter. It is his hope that the
City of Coral Gables Page 3

students will be able to utilize the lessons learned in their lives and when they join the
workforce. Additionally, he hopes with the department and city’s support to grow the
program and thanked everyone. Mayor Lago on behalf of the City Commission
thanked him for his efforts in mentorship as they too have used mentorship as a tool to
expose young children who are heading on their way to college in their professional
careers through the PAGE program for years and has also been mentoring young
men as they transition from seniors to college and the benefits he has derived from
doing so, and what Captain Bernhardt is doing is amazing and he takes his hat off to
him.

Mayor Lago introduced Agenda Item A-3 regarding the Operator Amy Avila,
recipient for the City of Coral Gables “Operator of the Year Award,’ for 2022 and
Police Chief Edward James Hudak made the presentation. Police Chief Hudak
stated that Communications Operator Avila began her career with the city in 2019
and during which time, she has proven to be an asset in the technical services division
and has become a certified training officer, and an acting supervisor on the midnight
shift running the entire communications system. She exhibits exceptional verbal skills,
grasps new concepts quickly and is part of the advisory panel on how they will
continue leading the way in emergency situations throughout the city. She has
seamlessly entered the role of supervisor and has been doing an outstanding job. It is
always his pleasure to see someone that young with intuition and the abilities to
demonstrate senior mentorship above her years. Communications Operator Avila
thanked the Mayor and City Commission, Police Chief Hudak, co-workers and
supervisors for allowing her to be the operator she is today.

Mayor Lago introduced Agenda Item A-4 regarding Sergeant Gordon Dickinson,
recipient of the City of Coral Gables “Officer of the Year Award,” for 2022 and
Police Chief Edward James Hudak made the presentation stating that Sergeant
Dickinson is being honored because as everyone is familiar with his achievements and
unbelievable career and especially this past year receiving twice, Officer of the
Month, for July and November 2022. Sergeant Dickinson is a Jack of all trades, long
time canine officer, highest ticket writer when he was an officer leading to his
promotion to Sergeant over the canine unit. He exemplifies what it means to be a
Coral Gables officer. Chief Hudak then noted the numerous police cases in which
Sergeant Dickinson played an integral role in the arrest of individuals committing
crimes in the city. He is seen as a one-man crime fighting machine, Sergeant
Dickinson continues to prove himself as an Officer of the Year every year of his law
enforcement career continuing to supervise his shifts and keeping the city’s residents
safe and in accepting his award thanked the City Commission to which Mayor Lago
stated that it was well deserved. Sergeant Dickinson continued his acceptance
speech by also thanking Police Chief Hudak and everyone who assisted him in all the
incidents Police Chief Hudak referenced and who continues to do so because he
could not do any of it without their support. Mayor Lago thanked him for his hard
work and mentioned the sponsors of the award, the Kiwanis Club of Coral Gables
who oftentimes he has failed to honor them for sponsoring the awards and their
support to the community. He also reflected that he too has remembered that
Sergeant Dickinson have been before him numerous times receiving an award or
recognition doing it with a lot of humility and he is a shy professional, he respects that
and thanked his parents who couldn’t be there to see him accept his award,
acknowledged his wife and daughter in the audience and his son who was at school
because without their support he would not be able to do what he does.

Non 23-5535 Presentation of a Resolution of Condolence to the family of Kay Fahringer.

Item
Mayor Lago read into the record a Resolution of Condolence to the family of Kay
Fahringer. Ms. Fahringer was born on August 1, 1922 in Philadelphia, Pennsylvania
and was 100 years old and a longtime resident of the “City Beautiful” at the time of
her untimely passing. She is being remembered for her love of service and community
and commitment to the advancement of women in business and community. As a
successful businesswoman she excelled in becoming the first woman
President/Chairperson of numerous professional organizations and earned the
“Outstanding Citizen of Miami-Dade County” and Mayor’s Pioneer Award for her
dedicated service. She was the first female President of the Country Club of Coral
Gables, served as the Chairperson of the city’s Board of Adjustment and Vice
Chairperson of the Senior Citizens Advisory Board, and together with Ann Slesnick
Lydall founded both the Granada and Biltmore Women’s Golf Clubs. When not
serving others, Kay loved spending time with friends, playing golf and bridge and
tending to her orchids.
Mayor Lago reflected upon spending time with her and her family about a month ago
and seeing the family she created in the City of Coral Gables. He thanked former
mayor Slesnick who brought her passing to the attention of the City Commission in
recognition of her outstanding work in the community. The Resolution of Condolence
will be forwarded to the family in their absence.

D. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
of one (1) hour, if the open public comment section of the meeting has not ended, it shall
