City of Coral Gables Page 1 City Commission Meeting Minutes November 14, 2023 CALL TO ORDER The meeting was called to order at 9:04 a.m. ROLL CALL Present: 5 - Commissioner Anderson, Commissioner Castro, Commissioner Fernandez, Commissioner Menendez and Mayor Lago LEGISLATIVE SUMMARY The following minutes summary includes all presentations made, and actions taken which is supplemented by the following exhibits on file in the Office of the City Clerk, and which are hereby made a part of the record herein: (a) Resolution(s) adopted (Resolution No. 2023-322 through Resolution No. 2023-345); (b) Video; (c) Audio Recording; (d) Minutes Folder with Agenda and background information, including items which were submitted at the meeting. INVOCATION Reverend Archpriest Ayman Kfouf from the Saint George Antiochian Orthodox Cathedral gave the Invocation. PLEDGE OF ALLEGIANCE Parking Enforcement Supervisor Carlos Gutierrez led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 23-6559 Congratulations to Bugatti Bistro on receiving the Keep Coral Gables Beautiful 2023 Commercial Beautification Award. Mayor Lago introduced Agenda Item A-1 congratulating Bugatti Bistro on receiving the Keep Coral Gables Beautiful 2023 Commercial Beautification Award and Solanch Lopez, Marketing Manager - Economic Development made the presentation to the winner and owner of Bugatti Bistro, Carlos Amasifuen, not before showing pictures of the business and giving him his plaque and window decal to display on the window of the business. Matthew Anderson, Assistant Director-Mobility and Sustainability/Public Works Department also congratulated Mr. Amasifuen and continued by saying that it is an honor to recognize small businesses in the city, and that they are the backbone of the community. Mr. Amasifuen thanked the city and for their support during Covid and stated that they are the oldest family restaurant, being in Coral Gables for the past 38 years. Commissioner Menendez stated that he has patronized the restaurant for 38 years and it is pristine inside and outside, the quality of the food has always been exceptional and was happy he tried the lasagna having not done so for over 37 years, concurring with the mayor who stated that the lasagna City of Coral Gables Page 2 City Commission Meeting Minutes November 14, 2023 is exceptional. Mr. Amasifuen stated he has worked at the restaurant for 22 years and when the previous owners retired during the pandemic, he kept the business the same way, and it is an American dream come true. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 A.-2. 23-6575 Presentation of a Proclamation declaring November 15, 2023 as "America Recycles Day" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-2 declaring November 15, 2023, as "America Recycles Day" in Coral Gables, Vice Mayor Anderson read the proclamation, Matthew Anderson, Assistant Director-Mobility and Sustainability/Public Works Department and Solanch Lopez, Marketing Manager - Economic Development Department addressed the City Commission regarding this item. They discussed the second annual business recycling drive-thru occurring on December 2nd in the City Hall parking lot beginning at 9:00 a.m. until 12 noon for local Coral Gables businesses for electronic recycling and paper shredding. They have partnered with Suited for Success, a chamber member for professional clothing donations for their organization. Mr. Anderson stated that they had a successful resident recycling business event on November 4, 2023, with over 400 plus cars and 800 people passing through. To date they have collected over 9,000 pounds of electronics, 10,000 pounds of shredded paper, 1,300 pounds of clothing to donate to Camillius House and he is awaiting the amount of household hazardous waste which he estimates to be over 10,000 pounds. They had incredible feedback from the residents who loved the event and he thanked his team, Ms. Lopez, numerous city departments, and the First United Methodist Church which allowed them access to their parking lot over the years. The next event is scheduled for May 15, 2024, and are excited to continue the program and thanked everyone for the continued support. Also, he has met with numerous cities who are interested in the city’s program. Vice Mayor Lago then discussed the program further. They will also be launching tomorrow their sixth location for battery recycle drop-off at the Adult Activity Center. Vice Mayor Anderson said that while this is a good entry, they have a lot to do yet. Commissioner Menendez complimented him on the work being done. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 4 City of Coral Gables Page 3 City Commission Meeting Minutes November 14, 2023 A.-3. 23-6597 Presentation of a Proclamation declaring November 25, 2023 as "Small Business Saturday" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-3 declaring November 25, 2023 as "Small Business Saturday" in Coral Gables. Mark Trowbridge, President and CEO of Coral Gables Chamber of Commerce and his team, Belkys Perez, Director of Economic Development were present to receive the proclamation. Sara M. Hernandez, Chair of the Board, thanked the Mayor and City Commission and stated that it was their 12th year supporting small businesses sponsored by Amex and the “City Beautiful” and spoke about the historical background of the organization. Lillian Ser of Ser and Associates gave a statistical account of all the existing small businesses in America, that the kick-off will be at Books & Books beginning at 10:00 a.m., on Saturday November 25, 2023 and outlined the details of that day. Mr. Trowbridge thanked everyone for their support and the mayor then read the proclamation. The mayor spoke highly of the events which each year have gotten better, thanked the Chamber and Ms. Perez. Commissioner Fernandez also thanked the small business owners for investing in their community, and they have the Commissions’ support. Mayor Lago also reminded everyone about the free parking. Vice Mayor Anderson chimed in requesting that reminders signs of the event be placed throughout the city. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-4. 23-6532 Presentation of a Proclamation declaring December 7, 2023 as "Miracle Theatre Day" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-4 declaring December 7, 2023 as “Miracle Theater Day” in Coral Gables and Commissioner Menendez before reading the proclamation stated that the recognition is long overdue and thanked Barbara Stein, Executive Producing Director-Actors Playhouse at the Miracle Theater and her team who over the years have been enriching the lives of so many throughout Miami-Dade County and the work they have done is exemplary and expounded on it in terms of entertainment, culture, and live theater. Ms. Stein thanked the present and past City Commission for their partnership since 1995 with the Miracle Theater, to save and renovate this historic site to Coral Gables own three-stage performing center and gave the history of this iconic landmark. They are grateful and thankful for the city’s support over the years and dedicate their commitment to continuing being a fiscally stable organization with an endowment of over $1,000,000 for the future and will continue to keep growing, maintaining the building with capital improvements and assisting the city with thousands of people coming to Coral Gables. David Arisco, City of Coral Gables Page 4 City Commission Meeting Minutes November 14, 2023 Artistic Director stated that it is exciting that he has been able to present in the children’s theater and main stage for the past twenty-seven years and reminded all that is was the 75th anniversary of the building, an iconic site and they are happy to be a part of it. Ms. Stein then introduced her team and spoke of the upcoming attraction at the theater “Blue Goats and Senoritas” and a video of Richard Blanco, co-author read a poem about the community which they will have professionally made into a plaque for the city. Lastly, she introduced her husband, Larry Stein, who in 198 founded the Actors Playhouse. Commissioner Menendez then read the proclamation. Attachments: Cover Memo, FF of the Month, November 2023 FF of the month ltr Nov. 2023 Mayor Lago introduced Agenda Item A-5 Congratulations to Lieutenant Ishmael Roig recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of November 2023 and Fire Chief de la Rosa accompanied by Division Fire Chief Jones made the presentation. Division Fire Chief Jones stated that, Lieutenant. Roig is a picturesque portrait of what it means to be dedicated and take initiative and lead from the front. He has started an initiative designed to provide fitness department-wise for all firefighters he is involved with in the cadet program and some of them will be serving on the military base in Santiago. These cadets visited Lieutenant Roig with their parents who thanked him for his positive impact on their children. Lieutenant Roig stated that he has been with the department for over 10 years, he is a Coral Gables alumni, former firefighter cadet since the age of 16, he is grateful for all the city has done for him and the fire department has given him his entire life. He then went on to describe the fitness program called “Fire Fitness Fridays” which entails a workout to better serve and protect the city and thereby reducing on-the-job injuries and promote health and wellness through firefighters’ career and thanked Fire Chief de la Rosa and his department for making it possible. Mayor Lago stated that the City Commission, City Manager and City Clerk should challenge the Fire Department to do a workout together on a Saturday because it would be a great bonding experience and something that everyone could participate in. Fire Chief de la Rosa jokingly stated that he doesn’t do jujitsu. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 City of Coral Gables Page 5 City Commission Meeting Minutes November 14, 2023 A.-6. 23-6545 Congratulations to the Coral Gables Fire Department for receiving the American Heart Association's "Mission Lifeline" Award. Attachments: Cover Memo Mission Lifeline Award Mayor Lago introduced Agenda Item A-6 Congratulations to the Coral Gables Fire Department for receiving the American Heart Association's "Mission Lifeline" Award and Fire Chief de la Rosa requested that Division Fire Chief Jones make the presentation. Division Fire Chief Jones stated that the “Mission Lifeline” award is given by the American Heart Association which highlights the treatment modalities as well as transport and response times. In addition to the award, they also received the Gold Standard, which is the highest standard. There has been an increase in cardiac arrests care given. He showed a picture on the screen of an individual who was running and had an unfortunate cardiac arrest event and the paramedic and firefighter crews arrived on the scene and did CPR and brought that individual back to life. All of this is due to the great care that continues to advance via telemedicine, LifeNet and numerous other initiatives that they are taking that should anyone ever have a cardiac arrest, Coral Gables is the place they want to have it. Chief de la Rosa also recognized Chief Jones who oversees their EMS Division in which all the training that is done to ensure that responders are effective, is managed by his division, and recognized his division. Continuing he said that American Heart has a saying called “The Chain of Survival” and each link along the line is crucial to having the successes. The 911 System in which they are providing prearrival instructions, police officers are first on the scene providing CPR and the firefighters providing advanced life support care. It is a community-wide effort and thus the yearly recognition by American Heart and recipients of the Gold Standard. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 7 A.-7. 23-6599 Congratulations to the City of Coral Gables recognized as one of the world ’s top seven intelligent communities of 2023 by the Intelligent Community Forum (ICF). Mayor Lago introduced Agenda Item A-7 Congratulations to the City of Coral Gables recognized as one of the world’s top seven intelligent communities of 2023 by the Intelligent Community Forum (ICF) and complimented Raimundo Rodolfo, Director-Innovation and Technology Director and his team for their efforts and leadership in technology which is a testament of their hard work and commitment to the city. Director Rodolfo thanked Director Perez-Economic Department and Assistant Director Anderson-Mobility and Sustainability who helped him, and his team, Asst. Director Nelson Gonzalez, Alejandro Gaimundi, IT Systems Specialist II, Jean Paulson-IT Network Analyst II who met with the founder of the Intelligent Community Forum who have been doing this for the past 20 years, and they presented the accomplishments of the community in different areas and explained the City of Coral Gables Page 6 City Commission Meeting Minutes November 14, 2023 process in depth. Assistant Director Anderson stated that it was an honor to present with Raimundo and Belkys to the group and highlight the work that they are doing as a city and their cohesive collaborative efforts in being able to show the great work the city has been doing for the past 8-10 years and thanked the City Commission for their leadership and trust they placed in them putting the projects together and roll them out to the community, state, country and internationally. The city receiving this international recognition is great. Director Perez stated that it was a rigorous process and she is proud of their accomplishments. She also referenced a delegation from Ecuador who wanted to speak to Director Rodolfo who is known worldwide, and they are fortunate to have him. Mayor Lago also reminded all that Director Rodolfo is a famous singer and musician, multifaceted and thanked the entire team. Commissioner Menendez concurred and said that each time Director Rodolfo addresses them he learns more of what his team does and encourages him to stay in Coral Gables. Commissioner Castro also congratulated the team. Attachments: Officer of the Month Bianca Torres Officer of Month Nomination for September 2023 – Officer Bianca Torres_Redacted Mayor Lago introduced Agenda Item A-8 Congratulations to Officer Bianca Torres, recipient of the City of Coral Gables “Officer of the Month Award,” for September 2023 and Police Chief Hudak made the presentation. Chief Hudak stated that Officer Torres is being recognized because of an incident which occurred on September 1, 2023, around 6:47 p.m. Officer Torres started following the vehicle which had a Florida Transporter tag and when she ran a FCIC/NCIC query of the license plate it was discovered that the vehicle was registered to Xpress Transport, Inc. She stopped the vehicle and in questioning Mr. Perez, he stated that he was transporting the vehicle from California to Miami, however upon further questioning, he could not provide the necessary paperwork to substantiate ownership of the vehicle and in running the VIN it was revealed that the vehicle was reported stolen on June 30, 2023 by Garden Grove Police Department located in California. Officer Torres contacted the owner of the vehicle and informed him that his vehicle had been recovered and was in good condition. It is because of Officer Torres’ diligent actions that an individual who had an extensive criminal history was arrested. Officer Torres, in accepting her award thanked the City Commission and Chief Hudak for always speaking highly of her and supportive of the younger officers. She also thanked Sergeant Rodriguez and her fellow officers, which makes the shift easier and her family who are supportive of her and she wants to make them proud. Chief Hudak says that she has been with the police department for one year and that’s the face of City of Coral Gables Page 7 City Commission Meeting Minutes November 14, 2023 the department going forward and the future of the department long after he is gone. Mayor Lago thanked her for going the extra mile and what makes this department ahead of other departments in Miami-Dade County and the State of Florda and commended her and assured her that the City Commission supports the police department and will continue to give them the resources necessary to do their job at the level they are doing it. Commissioner Castro congratulated her as well as Vice Mayor Anderson told her to always trust her gut instinct, to which Officer Torres concurred.
