City of Coral Gables Page 1 City Commission Meeting Minutes December 12, 2023 ROLL CALL Present: 5 - Vice Mayor Anderson, Commissioner Castro, Commissioner Fernandez, Commissioner Menendez and Mayor Lago CALL TO ORDER The meeting was called to order at 9:01 a.m. INVOCATION Deacon Jose S. Chirinos from St. Augustine Catholic Church gave the Invocation. PLEDGE OF ALLEGIANCE Commissioner Castro led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 23-6744 Recognition of the life of long-time Coral Gables resident George Volsky. Mayor Lago introduced Agenda Item A-1 Recognition of the life of long-time Coral Gables resident George Volsky. He then welcomed former Mayor Jim Cason who gave an outstanding tribute of the adventurous and fascinating life of his friend George Volsky, who encouraged him to run for political office. He had numerous achievements, interests, a great career, adventurous travels, married the love of his life, his wife Mercedes Rovira Volsky (deceased), and his love for his family. A video was then shown of an interview with Mr. Volsky where he described arriving in Miami in 1947 and how he ended up residing in the City Coral Gables for most of his life. At the end of the video Mayor Lago read the Resolution of Condolence. Mr. Volsky’s son (same name, George Volsky) emotionally in addressing the Mayor and City Commission thanked them for the recognition and remembrance of his father. He stated that his father was a resident of the city for over 50 years who dedicated his life in making the city a better place to live for all its residents through ensuring good governance and having its elected officials act in a transparent and responsible way and always in the best interest of the city and its residents and hopes that it prevails. Dr. Alexander Volsky, grandson of the late George Volsky, stated that while City of Coral Gables Page 2 City Commission Meeting Minutes December 12, 2023 his grandfather was a watchdog in making sure that people did their jobs appropriately with respect and passion, he (tearfully) remembers his grandfather as someone who taught him how to drive, take him to soccer practice when he was little, teach him about the arts, play classical music and make him figure out whether it was Mozart, Beethoven and Stratus all of the famous composers, instilled the desire to ask questions, constantly learn to be the best version of himself, and he speaks on behalf of his brothers and thanked them all, his seven great-grandchildren and they will miss him deeply. The City Commission expressed their interaction with Mr. Volsky as well as their sentiments when a loved one has passed on that they leave cherished memories to help deal with the loss and Mr. Volsky will be sorely missed. Attachments: Cover Memo, FF of the Month, December 2023 December 2023 FF of Month Letter Mayor Lago introduced Agenda Item A-3 Congratulations to Firefighter David Diaz a recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of December 2023 and Fire Chief de la Rosa made the presentation. He stated that Firefighter paramedic Diaz is a SWAT paramedic who was a member of Rescue 2 when they responded to a victim choking at one of the residents when a male in his 60s choked during his dinner. His son attempted to do the Heimlich maneuver and was unsuccessful and attempted with the assistance of a bystander to do CPR until paramedics arrived. Firefighter Paramedic Diaz was assigned to manage the airways of this individual using specialized equipment to dislodge a large piece of meat from the patient’s airways who was conscious and alert upon arriving at the hospital. It is for his competence and expertise, ability to work under pressure he was nominated by his peers for this award. SWAT Firefighter Paramedic Diaz thanked the Mayor and City Commission, Fire Chief de la Rosa, responding crew and his command staff for their support and training required for stressful situations and anyone on duty at the time could have done what he did because they all have the same expertise and training, it was just happened to be his role on that day. He then thanked his family who accompanied him to share in this achievement on his special day. Mayor Lago thanked him and said he had the pleasure of meeting his parents who are extremely proud of him and City of Coral Gables Page 3 City Commission Meeting Minutes December 12, 2023 thanked him for his hard work and his department. The budget is now available to proceed with Sections 2 and 3, along University Dr. between Riviera Dr. and Bird Rd and along Riviera Dr. between Anastasia Ave and University Dr. and this new Resolution will allow, the existing contractor, Allen City of Coral Gables Page 23 City Commission Meeting Minutes December 12, 2023 Architectural Metals, Inc. to continue with the restoration and replication of the historic poles on those sections. The original poles were designed in the 1920s by Phineas Paist, Coral Gables Supervising Architect, and Denman Fink, the Artistic Director for the City. Constructed of cast iron, the poles have highly decorative bases and were designated as Local Historic Landmarks in 1981. Because the pole locations are owned by FPL, as the poles have failed, they were replaced with their standard, inappropriate poles. The City is in the process of acquiring the pole locations for Sections 2 and 3 of the corridor, which will allow for the restoration of the remaining poles and also for the replication of the historic poles to return to their original locations. This will be done in phases and the infrastructure to rewire and ground the pole locations on Section 2 has already been completed. Allen Architectural Metals, Inc. provided the lowest proposal and has successfully performed the conservation work in Section 1 as inspected and approved by the Historic Resources Department.
