The City of Coral Gables will be holding its Regular Meeting on Tuesday, January 9,
2024 commencing at 9:00 a.m.
Members of the public may participate in person, but are also able to participate via
the Zoom
platform. Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so
that any individual who does not wish (or is unable) to use Zoom may listen to and

The meeting was called to order at 9:06 a.m.

A. PRESENTATIONS AND PROTOCOL DOCUMENTS
A.-1. 23-6764 Presentation of a Proclamation declaring December 16, 2023 as "Coral Gables
Congregational United Church of Christ Day".

Mayor Lago introduced Agenda Item A-1 Presentation of a Proclamation declaring
December 16, 2023, as "Coral Gables Congregational United Church of Christ Day"
and Vice Mayor Anderson read the proclamation which was scheduled for the
preceding City Commission meeting but because the pastor was unable to attend it
was presented at this meeting. Reverend Dr. Laurie Hafner thanked the City
Commission for the honor and expounded on the church’s history and its service to
the community.

A.-2. 23-6792 Recognition of Coral Gables Fire Department Rescue 4 Crew by the City of Miami Fire
Department.
Mayor Lago introduced Agenda Item A-2 Recognition of Coral Gables Fire
Department Rescue 4 Crew by the City of Miami Fire Department and Fire Chief de
la Rosa spoke of the incident in which the city’s firefighters on December 3rd
responded to an inner facility transfer request to Coral Gables Hospital involving a
City of Miami Fire Department employee. The City of Miami Fire Rescue Chief
Joseph Jadallah spoke at length regarding what the City of Coral Gables Firefighters
did to assist them. This incident involved a City of Miami heavy equipment mechanic,
whose son is a City of Miami firefighter, and who had undergone training to become a
firefighter to work alongside his son, and while he did an excellent job shortly
thereafter felt disoriented, but managed to call his department for assistance giving as
best he could his location. Because of the urgency of his condition, he was
immediately taken to the closest hospital, Coral Gables Hospital, and shortly
thereafter, his heart stopped beating and everything was done to save his life. Coral
Gables Fire Rescue was called for assistance and assisted in the cardiac arrest. He
commended Firefighter Carlo Milito who controlled the room, was calm in the face of
potential chaos, assigned and instructed individuals on what to do and in so doing
saved a life. The individual successfully began breathing again and was transported to
Jackson Memorial Hospital. This was in large part because of the capability and
quick actions of the City of Coral Gables crew, and he is so happy to reunite victims
with rescuers, and it is the reason for them being at the meeting and thanked the city
because the Coral Gables family saved theirs. Fire Chief Jadallah asked Jose Estrada
who survived the cardiac attack to meet him at the podium and said that dying was
easy, but now he must read the plaque. Mr. Estrada thanked the City Commission
and Coral Gables Firefighters for saving him and for all their hard work in bringing

back to life a husband, father, and grandfather to his family for the holidays and in so
doing he was able to see his youngest son graduate. He then recognized his oldest
son a firefighter sitting in the audience and was glad these firefighters were the ones
that showed up and for God putting them in his path and thanked God He did,
because he would not be there to honor them, and it could have been a different
celebration and thanked them again. Upon reading the words inscribed on the
plaque, Fire Chief de la Rosa handed out the plaques to members of the rescue team,
namely Lieutenant Carlo Milito, Firefighter Christina Muslera and Firefighter Emilio
Martinez and as their names was read Mr. Estrada hugged each of them.
Fire Chief Jadallah then recognized Mr. Estrada’s wife (a Jackson Hospital nurse), his
mother, and his son, all of whom were in the audience. Then all the City of Miami
Firefighters in the audience stood up and stated their name and title. Mayor Lago
commended Fire Chief de la Rosa, the city’s firefighters, for their professionalism and
adherence to the City’s Code, and their selfless service, and said that Mr. Estrada has
been given a new lease on life and he should make the most of it. Fire Chief Jadallah
thanked the Mayor and said that he learned vehicle extrication from Coral Gables
Fire Rescue and their relationship does run deep. In closing Fire Chief de la Rosa
stated that he does not take things for granted but that he, like Fire Chief Jadallah, is
blessed to have a job they love and wouldn’t do anything differently if he had to start
all over again. He then made the analogy of an orchestra with numerous instruments
in which the sound is predicated on everyone doing exactly what they are supposed
to do at exactly the right time to achieve a beautiful sound. They are blessed to
experience the significance of the team working together with efficiency, competency,
and knowledge, and thank both cities. He then asked Firefighter Muslera to meet him
at the podium at which time he said it was the last day he would call her firefighter
because she has been promoted to lieutenant.

“Firefighter of the Month Award,” for the month of January 2024.

Mayor Lago introduced Agenda Item A-3 Congratulations to Firefighter Nicholas
Balsera recipient of the City of Coral Gables “Firefighter of the Month Award,” for
the month of January 2024 and Fire Chief de la Rosa requested Director Raquel
Elejabarrieta-Human Resources, Labor Relations and Risk Management join him in
making the presentation. He continued by saying that the Fire Department
demonstrates the words inscribed on their fire trucks “committed to our community”
and their service goes beyond responding to the 911 calls. Firefighter Balsera is a
shining example of theirs and the city’s brand regarding participation within the
community. He is a member of the Firefighters Benevolent Association who every
year dresses up as Santa Claus and delivers candy canes to those children in the
community with special needs and challenges, making sure that they experience
Christmas and Santa Claus by doing special visits. Director Elejabarrieta said it is an
honor to give Firefighter Balsera this award and he has been doing this for the past
three years. In accepting his award, Firefighter Balsera thanked Fire Chief de la
Rosa, the Firefighters Benevolent Association, and the City Commission for the
award. He continued by saying that the program was started by retired Deputy Fire
Chief Dean James and others giving gifts at Christmastime to both special needs and
their siblings in each household and he intends to keep the program going and is
hopeful that in years to come it will continue getting better. Mayor Lago thanked him
for all he and the firefighters are doing and encouraged staff to join them in this effort.

Vice Mayor Anderson introduced Agenda Item A-4 Congratulations to Officer
Michael Aleman, recipient of the City of Coral Gables “Officer of the Month Award,”
for October 2023 and Assistant Police Chief Hanlon made the presentation.
Assistant Police Chief Hanlon stated that it is a pleasure to recognize officers who
love what they do and oftentimes go unnoticed. Officer Aleman is being recognized
because he responded to an alarm which went off in a business on Southwest 8th
Street in which he was the first responding officer. Officer Aleman’s keen
observation in noticing a suspicious individual in the parking lot of a different business
in which an alarm had gone off earlier. Detectives later determined that a rock had
been thrown into these businesses, and it was also discovered that in neighboring
cities similar break-ins and thefts had occurred. Arrests of the responsible individuals

were made, and it is all because of Officer Aleman’s quick response and keen
observation skills. Officer Aleman thanked the City Commission, Assistant Police
Chief Hanlon and his fellow officers for the honor of being recognized and all those
who assisted in the arrest because he could not have done it alone. He also
recognized his family in the audience and thanked them for their support. Mayor
Lago also congratulated him on receiving the award for all his hard work and service
to the city.

with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,

addressing the Commission, shall be barred from further audience before the

Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
