PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 24-8036 Congratulations to Passport Director Grethel Salas and passport office team for receiving a perfect score on the Acceptance Facility Audit Report from the U .S. Department of State. Mayor Lago introduced Agenda Item A-1 and Director Salas in addressing the Mayor and City Commission thanked them for their recognition. Director Salas’ entire team could not be present, but those who came joined her in accepting the recognition because of their hard work and dedication and they look forward to continuing their efforts together. She also thanked City Clerk Urquia who oversees the Passport Office for his leadership and support. City Clerk Urquia stated that every two years the US Department of State conducts inspections of their operations and practices such as revenue collection, passport applications and how they are tracked. Last year the team processed over 24,000 passports, which, other than the Omni Agency in downtown Miami, is one of the busiest passport facilities in South Florida and all the while providing excellent service. They are a five-star business according to Goggle reviews and these are some of the individuals who make the city look great every day because of their hard work and dedication. Commissioner Fernandez stated that he had the opportunity to tour their facility in their new location, it is a great asset to the city and while the application process can be a bit complicated and cumbersome for some people, the attention to detail and service given is incredible and was impressed by the number of passports they process yearly, and thanked them for all they do for the city. Vice Mayor Anderson also chimed in to thank the passport office staff and the City Clerk for all they do. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-2. 24-8118 Presentation of a Proclamation declaring October 14, 2024 as "E-Waste Day" in Coral Gables. Mayor Lago introduced Agenda Item A-2 and Assistant Director Matthew Anderson-Mobility & Sustainability Services Department and Marketing Manager Solanch Lopez-Economic Development made the presentation. Asst. Director Anderson acknowledged a young environmental activist Anya Gupta who brought the proclamation to their attention last year. He then updated the City Commission on the activities of the program thus far regarding E-Waste on the recycling drive-thru events, they have had 19 in the past eight years with the next one scheduled for Saturday, November 9th; the battery recycling program has collected over 3600 pounds of batteries at city facilities. He then recognized the city’s IT department, because they also practice what they preach internally by processing all IT waste with electronic recycling companies and are leading in that effort in South Florida. The proclamation serves to highlight those efforts, and what they do for the businesses through their business drive-thru recycle event. It is a team effort and recognized his team Diego and Nicole for their efforts and Business Manager Lopez indicated their City of Coral Gables Page 3 City Commission Meeting Minutes October 8, 2024 third one will be on Saturday, December 7th. Asst. Director Anderson said that through those events they have recycled over half a million pounds of waste. Anya is in West Palm Beach accepting a proclamation and through an email said that she is most impressed by what Coral Gables has done in leading the way from speaking with other cities. He then thanked the City Commission for passing the proclamation and for continuing to support their efforts when it comes to sustainability. Commissioner Fernandez stated that it is a great event and team effort, including the Solid Waste team and numerous other departments that participate in sending staff out on that day to ensure that it is a smooth process. Each year more and more people participate, including volunteers, and Marlin Ebbert has been instrumental in this effort. He then read the proclamation. Mayor Lago congratulated them for their efforts. Vice Mayor Anderson stated that she had a request from two individuals, one elderly and the other with disabilities who reached out to her and suggested that they come up with a plan whereby people with disabilities can sign-up for someone to pick up their recyclables and take them to the site. Asst. Director Anderson said that it is something he is working on with the new E-Waste company and expressed the challenges that will be faced by someone going onto someone’s property but will get back to her regarding this matter. Vice Mayor Anderson suggested that staff be tasked with this function because there are only a handful of people that can’t drive to the site. Asst. Director Anderson said he will work with Solid Waste on this matter. Vice Mayor Anderson said that she has been doing it for some people and it should be advertised on ENews for those needing assistance with this service to sign-up. Mayor Lago thanked them for their efforts. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 Agenda Items A-3 and H-1 are related A.-3. 24-8063 Presentation of a Proclamation declaring October 2024 as "Disability Acceptance Month" in Coral Gables. Mayor Lago introduced Agenda Item A-3 and Director Raquel Elejabarrieta-Human Resources and Risk Management made the presentation. Director Elejabarrieta stated that each year the City’s Disability Affairs Board selects an individual or an organization that has made an impact on people with disabilities to receive the proclamation and she could not think of anyone more qualified than Debbie Deeds who is a Coral Gables resident and who has spent over 20 years advocating for people with disabilities. She is the executive director and founding member of the Disability Independence Group (DIG) whose mission is to expand opportunities for participation, education, employment and acceptance for persons with disabilities through advocacy, litigation and training and under her leadership developed the Wallet Card to assist those with disabilities the tools, training and resources that impowers them and aids police officers to have safe and effective interactions with each other, and the city’s police department has partnered with DIG in this initiative. City of Coral Gables Page 4 City Commission Meeting Minutes October 8, 2024 A member of the Citizens Advisory Board, she continues to share her knowledge, suggestions and insights to ensure that individuals with disabilities are heard and prioritized in the city’s decision-making process. By celebrating October as Disability Acceptance Month and honoring Debbie Deeds with the proclamation, it is celebrating her exceptional contributions but also affirms the city’s commitment to fostering an inclusive environment for all residents. She then introduced Justine Chichester, who is a member of the city’s Disability Board and an employee of DIG as the Development Director. Mayor Lago welcomed Ms. Chichester who suffered a spinal cord injury in 2014 having lived 39 years of her life as an able-bodied person, and upon entering society, the workforce was a unique and challenging experience and never thought she would work again. Debbie gave her a job which was a safe space to find her place in society again as a disabled individual and in so doing helped her find her voice and purpose and she is grateful to her and DIG and thanked her. Ms. Deeds thanked the Mayor and the City Commission and after seeing so many receive this award over the years it means the world to her. They love the work they do and working closely with the city and their next event is November 11th and they are having a karaoke dance party and would love for the City Commission to join them and learn more about the work they do. Vice Mayor Anderson said that she appreciated the work that they do and have worked with various groups trying to bring accessibility to more areas, but employment is probably the most challenging and in detail described the many challenges involved in workplace acceptance. She thanked them and read the proclamation. Mayor Lago mentioned former City Attorney Craig Leen, Raquel and members of the Disability Board for paving the way and engaging in being the leader in Miami-Dade County ensuring that everyone has an opportunity in Coral Gables in all facilities to engage with the Commission ensuring that everyone has a voice. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 A.-4. 24-8119 Presentation of a Proclamation declaring October 2024 as "Domestic Violence Awareness Month" in Coral Gables. (Sponsored by Mayor Lago) Mayor Lago introduced Agenda Item A-4 and asked the representatives to speak on the importance of shing a bright light on domestic violence and thanked them for being there. Miami-Dade County Domestic Violence Oversight Board- Cecile Houry-Chair, Isabella F. Corzo, Vice Chair and Elizabeth Regalado, Executive Director. Ms. Corzo gave the background of the board which started in 1994 and serving in advisory and oversight capacity to the Miami-Dade Board of Commissioners. Two of the main aspects involve is to develop a plan for the use of a portion of the food and beverage tax for the construction and operation of shelters and currently the board covers the funding for two of the shelters, and secondly to ensure that they have a continuum of care for victims; that they know of it and have access to it, and this is an essential work because domestic violence is an epidemic City of Coral Gables Page 5 City Commission Meeting Minutes October 8, 2024 everywhere and when you look at the numbers, one in three women will suffer domestic violence and one out of four men. She then went in depth as how it affects families. This month honors the victims and brings awareness to this problem, how to reduce it and where victims can go. She thanked the mayor for affording them the opportunity to speak about the item and of upcoming events. Ms. Regaldo thanked the City Commission for having them and as a committee they are conducting outreach and meeting the victims and service providers where they are in different neighborhoods and welcome the opportunity to meet with them through the community and learn what they need from them. Mayor Lago would like to meet with them and the Mayor of Miami-Dade County to discuss or through an email, potentially offering employees and residents the ability to come in and speak to someone, especially with employees because you don’t know the full complexity of their background and he believes that this service and what their organization is offering. The idea of outreach can be confidential, and it can be offered through Director Elejabarrieta who does a great job in Human Resources but again just to put it out there and he believes it would help personally and professionally. Ms. Corzo stated that as she saw Debbie Deeds accept her proclamation that one of their roles is to work with partners and it is their go-to-person when they are planning events and getting advice because domestic violence is everywhere, and it reminded her of the interconnectedness of issues and the necessary input they need to get from everyone. They have made a recommendation for the County to look at its domestic LEAF Policy aka Safe LEAF Policy and Commissioner Higgins has sponsored it, and they look forward to the changes because currently it doesn’t strengthen the protection for employees. They look forward to meeting with the City Commission and making some noise about domestic violence and the importance of awareness. Mayor Lago then read the proclamation into the record. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 A.-5. 24-7871 Presentation of a Proclamation declaring October 2024 as "National Arts and Humanities Month" in Coral Gables. Mayor Lago introduced Agenda Item A-5, Arts and Culture Specialist Catherine Cathers-Historical Resources then introduced Geannina A. Burgos Vice Chair for the Cultural Development Board to make the presentation. Ms. Burgos stated that they are excited to be honoring it in Coral Gables and thanked the City Commission on behalf of the Cultural Board in understanding the vital role that cultural arts brings to the community and hope with the proclamation that they will continue to support the arts through funding to bring these organizations to the city. Art strengthens the economy, drives revenue for local businesses, strengthens mental health and well-being of a community, drives tourism, improves academic performance for those who are participating, sparks creativity and innovation and improves health. The theme nationally is “Art Within You” to inspire active participation and fostering positive change to create a vibrant and inclusive society through the arts. She then City of Coral Gables Page 6 City Commission Meeting Minutes October 8, 2024 asked the Principal Managing Director Rafi Maldonado-Sanctuary of the Arts say a few words, introduce a special dance and accept the proclamation on behalf of all art organizations that provide meaningful, cultural art experiences in the City Beautiful. Mr. Maldonado thanked the City Commission for recognizing the month of October and for all the cultural organizations that work in the city. It affirms that they understand the value of the arts in the city and what an artist rich community stands for. There is a tagline for Sanctuary of the Arts, “Great civilizations are recognized by the art and culture they leave behind” and he hopes that will be the mantra for the City Beautiful. He also thanked them for what they have done financially to support the Arts and Cultural Grant program, and they have grown tremendously because many organizations can now apply for cultural grants. He then thanked Vice Mayor Anderson for the resolution and the unanimous voice of support of the City Commission to include the focus on arts and culture. They have also created the Coral Gables Arts Alliance which are directors of the arts organizations who are here and want to work with the city to ensure there is a strategic plan to meet real needs. Their third State of the Arts Coral Gables is on the second Tuesday in December, and he will be contacting the City Commission regarding it. He then introduced his professional dancers to perform for the City Commission and again thanked them. Mayor Lago congratulated Mr. Maldonado on a world-class facility, having attended with his parents there and it is like being on Broadway but even better and what he is offering the young people is incredible and he has put the city on the map in regards to art. Mr. Maldonado thanked the city for their support. In partnership to help make an even bigger festival, the tree lighting ceremony on December 6th, the Cleveland Orchestra will be performing December 5th they are going to attach it to December 6th and New World Symphany will leave the Beach to do their broadcast here and that is the way they are going to be celebrating and working with the city to ensure that the city’s events are tripled, anything they can do to support. Commissioner Fernandez thanked him for the leadership he has brought to the city regarding culture and it is incredible and the Alliance was a brain child of his and a way to not just help culture in Coral Gables but to help other organizations struggling with finances since everyone’s finances has been cut in Tallahassee, and it is an opportunity to cross market themselves and ensure that everyone has the resources they need and hats off to him for doing that. He had toured the facilities for a couple of hours talking about all the ideas Rafi has and the work he has been doing around the world and bringing different cultural events from throughout the globe to Coral Gables and he appreciates all the work he is doing as their “Cultural Czar”. Commissioner Castro then read the proclamation. Hernandez Officer of the Month - Peter Hernandez REDACTED_Redacted Mayor Lago introduced Agenda Item A-6 and Police Chief Hudak made the presentation to Officer Peter Hernandez. Police Chief Hudak introduced the Crime Suppression Team which will expand because of the work they have been doing throughout the city. On July 11, 2024, at approximately 5:20 p.m. Officer Hernandez upon receiving the BOLO was looking for an individual matching the given description when he observed the individual on Alhambra Circle and Salzedo Street at which time he informed the rest of his team and with their assistance, were able to apprehend the individual. Upon questioning and providing his full name and identification, it was determined that the individual was wanted in three additional cases in Coral Gables. The individual had stolen property from two different locations, in his back was narcotics, a pipe and fentanyl. The individual, after being read his rights, confessed to what he did and what he had stolen. The stolen property was then documented and returned to Publix and the Dollar Store in the Gables where it was stolen. Officer Hernandez is recognized for his amazing work, quick decisive action and clearing five additional cases which included wanted on a warrant for $10,000 and drug possession. It is because of his actions that he is the Officer of the Month for July 2024. Officer Hernandez upon accepting his award thanked Police Chief Hudak, the Mayor and City Commission and the City Manager. Humbly he said that it was a collective effort, and all the credit goes to his team and gave special recognition to Officer Bianca Torres, his training supervisors, for their support and commitment and providing them with the tools, resources and training necessary to be efficient and effective and it is greatly appreciated. Mayor Lago congratulated Officer Hernandez and thanked him for his hard work on behalf of the City Commission, residents and businesses in making the city safe. Commissioner Castro also congratulated him.
