The City of Coral Gables will be holding its Regular Meeting on October 22, 2024
commencing at 9:00 a.m. Members of the public may participate in person, but are
also able to participate via the Zoom platform. Members of the public may join the

The meeting was called to order at 9:08 a.m

The following minutes summary includes all presentations made, and actions taken
which is supplemented by the following exhibits on file in the Office of the City Clerk,

A. PRESENTATIONS AND PROTOCOL DOCUMENTS
A.-1. 24-8035 Legislative update from Senator Alexis Calatayud.
Mayor Lago introduced Senator Alexis Calatayud who thanked the Mayor and City
Commission for the opportunity to address them and the community. She began her
presentation by stating that they are now in preparation not for just what was passed
in the legislative session but focusing on the priorities they have for Coral Gables to
ensure they are able to champion them in the next legislative session. Topics
discussed included having reserves for things like what happened to our friends in the
West Coast, resiliency, water quality, septic to sewer and her goal is to make sure
that the priorities aligned for Coral Gables are able to maximize their capacity to bring
those resources back home and support their work in making sure that the residents
of Coral Gables have the best. They were able to pass 10 pieces of legislation and
one that is dear to her heart involves individuals with disabilities making it easier for
them to acquire jobs as well as a tax credit for employers and continued by listing
additional legislation adopted as well as the funding received. Mayor Lago thanked
her for the update and advocacy on behalf of the city and always availing herself when
they need to speak to her about any issues and he is looking forward to visiting her in
Tallahassee. He brought up his concern about the double digit increase in insurance
cost and what can be done. Senator Calatayud in her response stated a part of her
priority in this legislative session is going to be unaffordability for the residents and
having to project out what type of name storms they may have costing billions of
dollars consistently coupled with the cost of living and inflation that is astronomical
and particularly for fixed income homes. Vice Mayor Anderson addressed the lack of
a windstorm building code in the rest of Florida with improper strappings and having
proper inspections done on homes, because when losses occur, it impacts everyone
with higher insurance rates and reduces insurance carriers willing to do business with
the state, and if building new, then let’s build it right, and thanked her for being there.
Commissioner Fernandez also thanked her for being a gracious hostess during their
trips to Tallahassee this year and for the attention given to them goes a long way and
they could not have a better champion than her in doing everything possible to get
them 1.8 million dollars this year and they appreciate all the effort she and her staff did
for the city and they are in great hands with her representing them. Commissioner
Menendez concurred with Commissioner Fernandez stating that she truly represents
the city in Tallahassee, they know that she will give her all in every session and just
being able to reach out to her for guidance and suggestions on how to proceed on
many issues and the residents are blessed to have her represent them. Commissioner
Castro also thanked her for her update, and it is a pleasure working with her. As
someone who once practiced psychology, when it comes to children with disabilities,
she was a life coach, taking them to interviews and if she can be of assistance to her,
she can be counted on and look forward to meeting with her on the 28th. Mayor
Lago once again thanked Senator Calatayud.

A.-2. 24-7971 Congratulations to Maíz y Agave on receiving the Keep Coral Gables Beautiful 2024
Commercial Beautification Award.
Mayor Lago introduced Agenda Item A-2 and Asst. Director Anderson-Mobility &
Sustainability-Parking Department and Solanch Lopez-Manager-Economic
Development Department made the presentation. Asst. Director Anderson
congratulated the winner Maiz & Agave and thanked the Sustainability Advisory
Board who votes on the businesses, determining the winner from the applications
received from different departments and the public. Manager Lopez gave a
background on how the business is chosen and that this business has gone above and
beyond the normal call in maintenance and beautification in their area and while they
are relatively new to the area, they have done a beautiful job of completely
transforming the space and keeping it clean and tidy. Members of their ownership
team Hector Ivan and Santiago Roberts accepted the plaque and window decal. The
gentlemen thanked the Mayor and City Commission for the award and said the
project was about all things Mexico, because they wanted everyone in Miami to have
a piece of Mexico by having an opportunity to visit Mexico here in Miami and the
entire project was made through their family’s foundation with profits to help the
people in Mexico and it was all made with love and thinking about their country which
is important to them. The mayor thanked them for their efforts, the project, the
amazing quality of their food and events they have, their philanthropism and is looking
forward to their engagement in Dia de Muertos/Day of the Dead which he believes
will be beneficial because the restaurant is a stones throw from the location and
congratulated them on a well-deserved award.

A.-3. 24-7624 Presentation of a Proclamation declaring October 22, 2024 as "Dan Finora Day" in Coral
Gables.
Mayor Lago introduced Agenda Item A-3 and Commissioner Menendez made the
presentation. Commissioner Menendez, in acknowledging Dan Finora’s
contributions, stated that as the years go by, they have come to appreciate those
constant pillars in their lives and community. Those people that make a difference in
the lives of others especially the youth because over time they become them. Mr.
Finora began his career in 1958 with Coral Gables High School selflessly giving his
time and life, and to him it wasn’t work because he felt he was doing what he was
supposed to be doing. He has held numerous positions at the school which included
typing teacher, athletic department and school’s business manager and counsellor
where he had one on one dealings with the students, making an indelible impact in
their life, some of whom came from troubled homes thereby changing their trajectory
for the better. He knew him when he attended Gables High and as a dad when he

coached Dan’s son at the Youth Center. Marlin Ebbert said she and her family
moved to Coral Gables 36 years ago and her daughter started as a new 10th grader
and was asked to attend a meeting for 10th graders when the group was introduced
to Mr. Finora and remembers him as a lanky, good-looking man. She admires his
humility and is delighted that the city recognizes him and thanked them. Even today
she remembers the words he said, “if you are where you are supposed to be when
you are supposed to be there doing what you are supposed to be doing you will do
well at Gables High School” and spoke of his positive interaction with all her children.
City Manager Rojas, Jr., also remembered being taught by Mr. Finora in basic
accounting and thanked him for the lessons learned. Vice Mayor Anderson said that
he was also the counsellor for her two daughters and thanked him for his impact on
their lives and both did exceedingly well. City Clerk Urquia also said that he was also
taught by Mr. Finora. Commissioner Menendez jokingly said that since they left
Gables High under Dan’s tutorage that things have gone downhill ever since. A video
was then shown with Mr. Finora narrating the journey of his personal life and work
history with Coral Gables High. Commissioner Menendez said that Dan never retired
because of all the young people he touched who grew up and became parents and
grandparents and all the life lessons they learned from him they carried on for
generations and generations, so he never really retired. Mr. Finora thanked
Commissioner Menendez and the City Commission and spoke about his love for
Coral Gables, having a great life and how he ended up teaching and being fortunate to
have five mentors who helped pointing the way. Coral Gables is unique and in all his
years of living in the city it is a beautiful place, and he represents them all the time and
it is the first time he has been to the commission chambers and being there is a
humbling experience. He continued with joyous nostalgia of his school in 1967
beating Miami High and in 1964 beating Tampa Robinson football team.
Additionally, he knows that while change is upon us, he seldom emails, has a flip
phone and landline, he can be reached at Burger Bob’s/Birdie Bob’s, Bagels
Emporium or Coral Bagels down behind Crook and Crook where anyone can get in
touch with him. He doesn’t go out of his zip code and stays in his lane. In closing, he
said he is surrounded by 16 story buildings, something he never thought he would
ever see and thanked everyone. He was also presented with a proclamation.

"Florida City Government Week" in Coral Gables.
Mayor Lago introduced Agenda Item A-4, Commissioner Menendez read the
proclamation and Fernando Weiner, Governmental Affairs Manager accepted the
proclamation on behalf of all city employees and state employees at large in
celebration of “Florida City Government Week” and thanked the Mayor and City
Commission for the honor. He also invited all city employees in celebration of this
week to partake of free ice cream on this Thursday.

A.-5. 24-8200 Congratulations to the City of Coral Gables for receiving the Voice of the People Award
for Excellence in Online Outreach.
Mayor Lago introduced Agenda Item A-5 and Solanch Lopez-Business
Manager-Economic Development made the presentation. Business Manager Lopez
spoke regarding the city receiving the award in which she stated that the award was
given to the city by Polco, the company that the city uses for its community,
transactional surveys and various online outreaches in collaboration with International
City County Management Association (ICMA) and it celebrates the city’s
commitment to innovative resident engagement and data driven decision making. They
are in their 16th year and is the only national award recognizing local governments
based on resident feedback. She then went into the various aspects of the projects
that the city has engaged in with Polco and noted that departments such as the Police
Department and Development Services have also taken advantage of this service to
acquire feedback from residents, restaurants, and businesses after city events to
determine what they are doing right and what needs to be improved. The Holiday
Window project was well received with 24,000 residents feedback and a case study
was done because of it. Mayor Lago congratulated her and the team regarding all
they did, which reflects their hard work. The certificate was then displayed.

“Firefighter of the Month Award,” for the month of September 2024.

Mayor Lago introduced Agenda Item A-6 and Fire Chief de la Rosa and Deputy Fire
Chief Hernandez made the presentation to Driver Engineer John Jensen.
Fire Chief de la Rosa stated that the recipient exemplifies a great work ethic,
dependability and mentorship. Deputy Chief Hernandez said it was a privilege to
introduce Driver Engineer Jensen who is a 24-year veteran and is considered a “go to
firefighter”, a subject-matter expert in numerous topics related to and outside of the
fire service and is a walking encyclopedia with a vast knowledge on anything you can
think of. Nominated by his peers for several reasons; he was instrumental in equipping
and mounting the equipment on their two new fire trucks and creating inventory sheets
for his fellow firefighters to do daily checks of the trucks. They have a robust air
technician program and while they don’t have a lead for the program, because of
John’s vast knowledge everyone considers him as the lead. A recent incident in a
city’s parking garage which made national news when a vehicle crashed and was
hanging off the garage in which a tree saved the vehicle from falling to the ground

beneath it, John was the MVP of that incident working behind the scenes. He was
the one who created the rig/grip hoist to lower the firefighter that was able to execute
that rescue, and everywhere you looked he was there doing something instrumental to
make that rescue successful. It is for all those reasons and more that John is the
firefighter for September 2024, and he is happy to introduce him. Driver Engineer
Johnson humbly thanked Deputy Hernandez for all his kind words and stated that
they train to do what they did that day for the driver and every day that he does
something for the guys in the department, it is because he wants to make the job
easier and pass on the knowledge to them so they have a great career for the rest of
their lives and thanked the Mayor and City Commission for the award at he
appreciates it. Mayor Lago on behalf of the City Commission congratulated and
thanked him for receiving his well-deserved award.

C. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak

NOTE
Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No .
2006-11, must register with the City Clerk, prior to engaging in lobbying activities before
city staff, boards, committees and/or the City Commission. A copy of the Ordinance is
available in the Office of the City Clerk, City Hall.
Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
Any person who needs assistance in another language in order to speak during the
public hearing or public comment portion of the meeting should contact the City ’s ADA
