The City of Coral Gables will be holding its Regular Meeting on January 28, 2025
commencing at 9:00 a.m. Members of the public may participate in person, but are
also able to participate via the Zoom platform. Members of the public may join the
meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone
line will be available so that any individual who does not wish (or is unable) to use

The meeting was called to order at 9:02 a.m.

Agenda Item A-1 was introduced by City Clerk Billy Y. Urquia and assisted by City
Attorney Cristina M. Suàrez. City Clerk Urquia requested that Mr. Alberto N.
Parjus place one hand on the bible and raise the other hand while repeating the Oath
of Office administered the City Clerk. Newly sworn in City Manager Parjus thanked
everyone for the opportunity to serve.

Agenda Item A-2: Presentation of the 2024 Holiday Window Contest Winners was
introduced by Mayor Lago and Belkys Perez, Economic Development Director gave
background information about the contest and congratulated the winners of the
contests. At the time of the presentation, none of the owners were there to accept
their certificate(s). John Martin’s Irish Pub and Restaurant won the Community
Choice Award and The Rose Tree Cottage won the Most Original and Best Overall
Award. A PowerPoint showing of the beautifully decorated businesses was shown
at this time, and Costazul won Best Use of Lights. Director Perez then thanked the
judges for the part they played in judging all the businesses that participated. The
Mayor thanked her for the great job she and her team does with the city buildings and
that the Fink Building looks amazing, and it has never looked better and
congratulations on all the decoration great work.

the City of Coral Gables “Operator of the Quarter,” for the second quarter of 2024.

Mayor Lago introduced Agenda Item A-3: Emergency Dispatch Operator Lawanda
"Candace" Isaac, recipient of the City of Coral Gables “Operator of the Quarter,” for
the second quarter of 2024 and Police Chief Hudak made the presentation to
Emergency Dispatch Operator Isaac who on April 7, 2024 received a call from a
woman who stated that she was home with her four-year old daughter and felt that
she was having an epileptic seizure. The caller stated that she had doubled her
medication to avoid an epileptic seizure, and the child’s father was not at home, and
she was scared for the safety of the child. While calming the caller, Dispatch
Operator Isaac assured her and the child that the fire rescue was on the way, and
after a few minutes they could both hear the sirens. It is because of her skillfulness in
de-escalating the situation and contacting fire rescue that she is the recipient of the
award. Emergency Dispatcher Isaac stated that she appreciates the recognition and
that she and her co-workers work hard every day to ensure they have the best
outcome with every call and thanked everyone who assisted her that day.

of the Quarter,” for the fourth quarter of 2024.

Police Chief Hudak made the introduction and presentation for Agenda Item A-6:
Congratulations to Detective David Grigg, recipient of the City of Coral Gables
“Detective of the Quarter,” for the fourth quarter of 2024. Police Chief Hudak stated
that Detective Grigg the recipient of the “Detective of the Quarter,” for the fourth
quarter of 2024. works in the Economic Crimes Unit and has had an exceptional
performance in going above and beyond in the fourth quarter working on a
sophisticated credit cards scamming scheme which had spread throughout the country
by an individual who had been successfully identified and extradited from Denver,
Colorado and booked into Miami-Dade County jail. This individual entered the
country illegally from Romania and had defrauded several individuals from Colorado
and numerous states using credit card scheming devices which lead to his conviction
in 2016 for bank fraud, a federal prison sentence and deportation by U.S.
Immigration and Customs Enforcement (ICE) back to Romania. In February 2023
he returned illegally to the United States and continued to defraud the citizens of
Florida. Detective Grigg using facial recognition and other identifying techniques was
able to identify the individual as the perpetrator and then proceeded to obtain an
arrest warrant. He sent out a BOLO to fellow law enforcement agencies and this
individual was finally arrested in Colorado. His arrest cleared numerous credit card
theft cases and Detective Grigg went to Colorado to testify in the trials against the
individual and it was all because of his meticulous investigation and compelling
testimony. The Chief Judge found that the individual violated his supervised release
and sentenced him to an additional nine months in federal prison. Detective Grigg
expressed his gratitude to the Mayor and City Commission, the Selection Committee,
Police Chief Hudak, Major Atherley, Lieutenant Lanz, Sergeant Garcia for their
exceptional leadership and appreciation to his fellow detectives in the Criminal
Investigation Division and especially his partners in the Economic Crimes Unit. He
went on to express gratitude and appreciation to all the law enforcement agencies
who assisted with the capture of the individual. He then thanked his wife and family
for their unwavering support and who serves as the bedrock of his life and thanked
everyone. Vice Mayor Anderson commended Chief Hudak and spoke of her
experience with his Criminal Investigative Division for their dedication in helping to
stop an individual who had stolen her $8,000 insurance check payment, and if they

catch the perpetrators early on, who are repeated offenders, it saves many other
people the hardship they go through and thanked them on behalf of the residents.

of the Month,” for the month of November 2024.

Chief Hudak made the introduction and presentation for Agenda Item A-6:
Congratulations to Officer Peter Hernandez, recipient of the City of Coral Gables
“Officer of the Month,” for the month of November 2024 who is part of the Crime
Suppression Team which started last year. He is honored for his capture of an
offender who fits the description of a previous burglary suspect that they were looking
for in the north end of the city. In pursuit of the individual, he proceeded with his
surveillance in his unmarked vehicle and was later joined by fellow officers. The
victim was eventually taken into custody, not before attempting to get away from the
officers, and without incident. In the individual’s bag they found cocaine, eight pills,
clear bags of methamphetamine, a 40-caliber magazine loaded with 40 bullets, and a
loaded black Taurus gun. This is what is on the streets every day and these fine men
and women deal with to stop it before the residents’ become victims, and Officer
Hernandez along with his team has continually shown this dedication along with other
officers and detectives. Officer Hernandez, in accepting his award, thanked the
Mayor and City Commission for taking time to recognize members of the City’s
Police Department. He is grateful for the nomination and being selected for the Officer
of the Month award by the Awards Committee and all the credit goes to the men and
women of the Crimes Suppression Team as a whole and for the hard work and
dedication of each member resulting in outcomes such as this. He then listed the
members, detectives of the Special Investigative Section and the Crime Scene Unit,
Miami-Dade County Sherrif Robbery Intervention Detail and the City of Miami
Technical Unit, and that the training techniques and intelligence sharing practices
learned from neighboring agencies have made a direct impact on the development and
effectiveness of their unit. He also thanked Chief Hudak, Asst. Police Chief Hanlon
and Major Hoff for their continued support of the Crime Suppression Team and by
providing the necessary tools and resources to be successful.

"Part-Time Employee of the Fourth Quarter Award", for, 2024.

Mayor Lago introduced Agenda Item A-7: Congratulations to Matthew Gonzalez,
Community Recreation Department recipient of "Part-Time Employee of the Fourth
Quarter Award", for, 2024 and Jose Rodriguez - Assistant Director -Human
Resources and Risk Management made the presentation. Assistant Director
Rodriguez stated that he nominated Matthew because of the excellent service given to
him when he celebrated his son’s birthday at Salvatore Park and both he and his
guests had a wonderful experience. Mr. Gonzalez, upon receiving his award, spoke of
his gratitude for being selected and thanked Director Couceyro, Deputy Director
Vester and others because he could not have gotten where he is without them. He
thanked God that he didn’t have to save more than one person at the Venetian Pool.
He thanked the firefighters at Station 2 for showing him the job opportunities in
becoming a lifeguard at the Venetian Pool, his family for supporting him every step of
the way and the lifeguards for making every shift a good shift. The award means a lot
to him because of his aspirations to one day become a doctor. Being a City of Coral
Gables lifeguard and fire cadet places him in a position to fulfill his life’s mission to
impact people’s lives and hope to see them at the Venetian Pool once it reopens.

introduced Agenda Item A-8: Congratulations to Alexander Bustelo, Public Works
Department recipient of "Employee of the Month Award", for December 2024. Mr.
Bustelo was greeted with applause from his co-workers. Deena Bell-Llewellyn-
Assistant Director of Public Works / Greenspace Management Division stated that
everyone knows Alex in Public Works. He has been with the city’s Public Works
Department for eight and a half years and is instrumental in keeping it functional, clean
and green - he keeps it going. He is the team leader for almost all the divisions in
Public Works, always there to pitch in and get it done. He’s the get it done guy. He
worked in Sewers, Solid Waste and for two years she is proud to have him in
Greenspace. In Greenspace he is a foreman for all the historic landmarks. He has a
very important job in landscaping, and she listed the landmarks he oversees. She
thanked his family and team for coming out and supporting him. Mr. Bustelo thanked
God because he wouldn’t be there without him, his family, team and the Mayor and
City Commission. He thanked everyone for the opportunity which means the world to
him, the city has been nothing but great to him. The Employee of the Month is not

only for him because he couldn’t do it without his team, because he leads them, and
they make him look good. Raising the award plaque, he said that it is for everybody,
his team/division. He thanked Stanley Oliver, Landscape Coordinator, for everything
and for always supporting him and Deena who is always behind him, giving him ideas
and keeping him going. Thank you and raising the award plaque and looking toward
his team he said that it is for all of them [applause]. Mayor Lago commended him on
leading by example and of Daisy, the female security guard who brought to his
attention how beautiful the flowers and the landscaping in the 427 Biltmore
Way/Development Services building is turning out and spoke of he and Alex close
relationship concerning matters of the city and Alex’s sense of pride and commended
him and his amazing team. Continuing, the Mayor said that Alex defines what the
“City Beautiful “stands for and congratulated him. Mr. Bustelo stated at that point that
he could not do what he does without the support of his wife and thanked her, saying
she is the head of the family, and he won’t be there without her and that he loves her
and sent her a kiss.[applause] Commissioner Fernandez stated that what impresses
him most about Alex is that he always has a smile on his face regardless of the time of
day and he is happy to be here doing his job. He spoke of a slogan used by Bustelo
for many years which reminds him of Alex which he said in Spanish, and that his team
is phenomenal, and he grateful for all the work that they put in the “City Beautiful” and
thanked them for all they do.

C. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
of one (1) hour, if the open public comment section of the meeting has not ended, it shall

Map Amendments,” to create a conceptual review by the Planning & Zoning Board for
applications proposing land use or zoning changes prior to the preliminary Board of
Architects approval; and providing for a repealer provision, severability clause,

recognize the transfer of funds from the Art in Public Places reserve as revenue and

the Cultural Development Board approval/denial vote: 7 to 0); authorizing the City
Manager or his or her designee and City Attorney to negotiate an agreement with The
Underline and any other required entity.

with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
