Joanne Meagher, a member of the Coral Gables Merrick House Governing Board, gave a brief presentation on the “Merrick Minute,” highlighting the history of Coral Gables in anticipation of the city’s centennial. She then proceeded to read an excerpt from the journal of George Merrick. A motion was made by Mayor Lago, seconded by Vice Mayor Anderson, that this motion be adopted by Resolution Number 2025-22 . The motion passed by unanimous vote. Mayor Lago introduced Agenda Item A-2: Presentation of a Proclamation declaring February 17, 2025, as "Garden Club Day" in Coral Gables and Vice Mayor Anderson made the presentation. She welcomed the numerous members of the Gaden Club present at the meeting and then read the proclamation. Bonnie Syke, President of the Garden Club spoke highly of the presidents who preceded her and informed the City Commission that they are about to install a sculpture in the Butterfly Garden and have had events all year to celebrate the centennial and listed upcoming events. Commissioner Fernandez stated that it is an honor for him to be a member of the Garden Club and thanked Vice Mayor Anderson for sponsoring his membership two years ago and spoke of the importance of the club and all its members playing instrumental roles throughout its history. Commissioner Menendez stated that his wife is a member of the Club and like her the members take great pride in giving back to the community, of the tireless work that goes into it and wanted to recognize not only the fruits of their labor but their labor which makes the “City Beautiful”. Commissioner Castro stated that she looks forward to becoming a member, they do an exceptional job and congratulated them. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 A.-3. 25-8613 Presentation of a Proclamation declaring February 2025 as "Black History Month" in Coral Gables. Mayor Lago made the presentation regarding Agenda Item A-3: Presentation of a Proclamation declaring February 2025 as "Black History Month" in Coral Gables speaking of the profound contributions that African Americans have made to the city and the nation. It is with pride to honor the people who shaped this community, ensuring that their legacies continue to inspire future generations and informed listeners that through the Centennial Sunday series on the city’s social media channels they will be highlighting four remarkable individuals whose dedication, service and leadership helped to make Coral Gables what it is today. Their stores speak of the city’s history, which is rich, diverse and built on the perseverance of those of the past. Some of which include the residents of the MacFarlane Homestead and Golden Gate neighborhoods past and present whose contributions have strengthened the foundation of Coral Gables. He encouraged everyone to take part in learning, sharing, and honoring the stories told of those who helped shape their community and by building a future that honors their shared history. He then read the proclamation. Clarise Cooper, daughter of William A. Cooper thanked the Mayor and City Commission for the honor, and to accept the proclamation on behalf of her family and other families in the community - MacFarlane and Golden Gate. She is proud of the fact that this year’s national theme for Black History Month is “African Americans in City of Coral Gables Page 3 City Commission Meeting Minutes February 11, 2025 Labor” and as the city celebrates its centennial this year, that George Merrick the founder of this great city, most of his labor force was from their communities MacFarlane and Golden Gate and they were migrants from the Bahamas and also the American South who played a vital role making this city gain its status as the “City Beautiful” and thanked the City Commission for that. The mayor spoke of a project that the commission was working on, a sculpture honoring their legacy and while George Merrick was the visionary, and the sculpture will be located in Merrick Park across from City Hall, because they brought Merrick’s vision to life and they are proud of the community as a whole, and of who they are in 2025. It’s about bringing people together and never forgetting their history and thanked the city staff for making sure that this project came to fruition. Carl Prime accepted the proclamation on behalf of the Golden Gates and MacFarlane neighborhoods represented by the Lola B. Walker Homeowners Association and expressed special thanks to Martha Pantin, the city’s Communications and Public Affairs Director, for her efforts and time in assisting them. They are grateful for the recognition as the city celebrates its centennial, they are grateful for the Black Americans and Bahamian pioneers who settled in Coral Gables, built its infrastructure and were instrumental in it becoming the world class city it is today and thanked them for not forgetting the rich history and contributions of the Golden Gates and MacFarlane communities. Each commissioner was then given the opportunity to speak at this time. Vice Mayor Anderson spoke on their contributions in the past as well as from their neighborhood toward the forward movement of the city in embracing and recognizing everyone. It is a special day and thanked the mayor for the proclamation. Commissioner Fernandez, in reference to the art pieces in front of City Hall, it is finally recognizing the work that the community played in the history of Coral Gables. The Baker, Cooper, Prime families have been extremely active in the city for years holding the commission’s feet to the fire ensuring that they are doing what they should for their community, and they appreciate them doing that. The William B. Walker Foundation plays an important role for their community, he has attended meetings in the past and looks forward to attending another. Their community created Coral Gables while George Merrick had the vision and George Fink designed it but at the end of the day, it was their community who brought it to what it is today and thanked them for the role that their families played and all they do for their community. Commissioner Menendez reflected on attending community meetings when he spoke about scholarships for young people, the next generation but also providing meals for those who could not afford it, Christmas trees, he was always giving back and that’s a symbol and sign of a strong community of rich tradition of giving back and wished many parts of South Florida would follow his lead and thanked him for everything he does. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 City of Coral Gables Page 4 City Commission Meeting Minutes February 11, 2025 A.-4. 25-8548 Congratulations to Emergency Dispatch Operator Monica Dinescu, recipient of the City of Coral Gables “Operator of the Quarter,” for the third quarter of 2024. Dinescu Police Chief Hudak introduced Agenda Item A-4 and made the presentation to Emergency Dispatch Operator Monica Dinescu, recipient of the City of Coral Gables “Operator of the Quarter,” for the third quarter of 2024. Police Chief Hudak spoke of an incident which occurred on September 24, 2024, on the afternoon shift when ED Dinescu received a call from Miami Police Department regarding a stolen medical van with medical supplies stolen from Mercy Hospital that was tracked to a location in the city. She monitored the calls from Miami Police Department and dispatched our city officers to the known location. The city’s Crime Suppression Team requested that she re-assign the call to them and that marked units stay out of the area. To escape capture the suspect struck a building, rammed responders’ vehicles and crashed into an unsuspecting motorist. During the process of being arrested, the suspect suffered a medical event not related to the arrest and was brought back to life by Emergency Rescue personnel. ED Dinescu reacted quickly and decisively sent emergency assistance to the officers and all the while maintaining a calm and professional demeanor. She is a reliable, outstanding, highly driven individual, someone who goes above and beyond, and an exemplary employee amongst her peers. It is for this reason and others that she deserves this award. In accepting her award ED Dinescu thanked the Mayor and City Commission; her Communication Team and said it is an honor working for the city for the last eight years because she has grown and learned a lot of things, and serving the citizens has been an honor. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 7 City of Coral Gables Page 5 City Commission Meeting Minutes February 11, 2025 A.-5. 25-8619 Congratulations to Officer Anyelinna Ferrufino, recipient of the City of Coral Gables “Officer of the Month,” for October 2024 and December 2024. Ferrufino Oct 2024 Officer of the Month Ferrufino- Dec. 2024 Police Chief Hudak introduced Agenda Item A-5 and made the presentation to Officer Anyelinna Ferrufino, recipient of the City of Coral Gables “Officer of the Month,” for October 2024 and December 2024. Officer Ferrufino (Neighborhood Team Leader) is being recognized because of an incident involving a subject pulling a knife at a security guard. This incident occurred on October 30, 2024, and she was dispatched to the call for help by the security guard located at 800 Douglas Road. She was able to determine whether the subject could either be on the City’s Trolley on Galliano Street or had taken a Miami-Dade County public transportation bus on Douglas Road, and upon verifying with dispatch it was determined that it was the county bus. The subject was now on a public bus with civilians and armed with a knife. Officer Ferrufino waited for backup before boarding the bus and proceeded to look for the suspect who fit the description given to her from the BOLO. The subject was identified sitting at the back of the bus and with the assistance from Officer Gordillo they approached the subject who was positively identified by the security guard. This individual was arrested and charged with many offenses and during that time it was also determined that he had an open felony fugitive warrant from Santa Clara, California and a past of attempted murder with a knife. Additionally, in December, as they got into their 2024 holiday operation plan, she continued to work with their local retail partners and one of their biggest issues was shoplifting at that time of the year. It is because of her team-building approach working with local businesses she was able to build a relationship with the security personnel. On December 16, she received a call from our partners at Target and was able to stop an individual who was stealing merchandise from the store and before he could escape into his vehicle was taken into custody. It was further determined that the individual had an extensive criminal past of stealing including six convictions for shoplifting which is a felony. She was also able to apprehend this individual’s accomplice who was wanted for questioning by Coral Gables Detectives regarding multiple theft incidents. It is because Officer Ferrufino’s constant dedication to the businesses, its citizens and the operations of the Police Department that she was selected for both Officer of the Month for October and December 2024, and it is one of their proud moments to have one of their officers recognized by their peers. Officer Ferrufino greeted the Mayor and City Commission and thanked Police Chief Hudak, Asst. Chief Hanlon and the Command Staff with whom she has had the pleasure of working with during her last seven and a half years. She then thanked her family --- three children and husband and her colleagues who were there to support her. She concluded her acceptance speech by saying it is a pleasure to work for the city and do what she does. Commissioner Castro stated that she is not bias, but the city has the best and most exceptional police department in the world and congratulated the officer. Police Chief Hudak thanked her. Vice Mayor Anderson concurred that they are all biased City of Coral Gables Page 6 City Commission Meeting Minutes February 11, 2025 regarding that because they feel safe walking at night where they wouldn’t feel safe walking in the City of Miami during the same time. Attachments: Cover Memo, FF of the Month, January 2025 FF of the month January 2025 ltr Mayor Lago introduced Fire Chief de la Rosa who made the presentation to Battalion Chief Alex Garces recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of January 2025 who he said took it upon himself to redo their department’s entire Policy and Procedures Manual to ensure that it was vetted to meet the industry’s standard, making it a practical, well-informed document that serves as the cornerstone for their firefighters to provide an effective and safe response. It is for his dedication to their department in enhancing and professionalizing it, he is their firefighter of the month. Battalion Chief Garces in accepting his award acknowledges the Mayor and City Commission, City Manager, City Attorney and City Clerk and thanked them for the opportunity. Additionally, he thanked Fire Chief de la Rosa for the recognition and for the opportunity to work on such an amazing project and feel it is important. It his 32 years in this career he has dedicated his life to training, education and sharing what he learned with his colleagues and the younger… the people behind him. With that said he looks at his career in phases. In Phase I you are eager, coming in very educated and highly trained, but you don’t know a lot and you are eager to learn. Phase II you educate yourself, you train hard and you gain a little bit of wisdom and Phase III you educate yourself, training hard and you earn a little bit of wisdom and with that said, he is toward the last two years of his career and he looks for every opportunity to share what he has learned in those 32 years with his colleagues and especially with the young people who recently got hired and this project was a great opportunity to do that and thanked Fire Chief de la Rosa and Deputy Fire Chief Hernandez who were working alongside him to brainstorm and help make this policy a really tight and great product for the guys and it is going to be long lasting what they provided for them, and closed by thanking his wife Linda for her constant support and patience for the many hours away from home studying all the projects, and she is the most important person, so thank you sweetheart. He stated that the Fire Department has a lot of symbolism, from the color of their helmet, the bugles on their badges they are all symbols of positions you hold in the Fire Department, but it doesn’t necessarily recognize leadership and if they were to define leadership and dedication to an organization Driver Engineer John Jensen is emblematic of that because his dedication to their department, to the development of their less tenured firefighters, to the design and making sure that every item is perfect on every truck. He does a good job at all times whether he is being watched or not. He sets an example and a very high standard for himself and those who are part of his crew. It is for his leadership and dedication to the department going back for many years, he is their Firefighter of the Year for 2024 and congratulated him as did the mayor. Driver Engineer Jensen, in accepting his award laughingly said ditto to what Fire Chief de la Rosa said [Laughter]. He thanked the Mayor and City Commission, Fire Chief de la Rosa and got emotional and teared-up as he thanked his dad who was a firefighter for 30 years with the City of Miami for his work ethic. He tries to do his best, and while he is here for 24 hours, he gives it his all for the 24 hours and he gets calls at home also and thanked everyone again.
