City of Coralville Board of Adjustment Meeting September 16, 2013 Staff: Jim Kessler, Building & Zoning Official & Dee Marshek, Administrative Assistant Item #1: Meeting called to order 6:00 PM Item #2: Member present: Szczech, Rice, Nicola, Wells and Boucher. Others present: Jason Thrasher & Craig Albright of New Pioneer Cooperative Item #3: Approval of August 20, 2013 Minutes. Motion to approve by: Szczech 2nd by: Nicola Motion carried: 5-0 Item #4: Public Hearing request by New Pioneer Cooperative Society is for a Variance to Section165.28 (6) (B) front yard setback. This property is located at 1101 – 2nd Street in Coralville. Public Hearing Opened: Jason Thrasher Project Manager with New Pioneer Cooperative briefs the members on the request. The goal is to build a back-stock food storage freezer and cooler onto the southeast corner of the building. The project would extend the existing retention wall at the loading dock area on the east and have no impact to parking . Thrasher adds that the store is in need of more retail space, added seating space, and the future remodel and addition would better service our customers. Craig Albright Operations Manager with New Pioneer Cooperative reiterates the stores need for more storage. The store was built in 2001; it has grown and now produces over 13 million in sales per year. This location is in need of space and an updated remodel. Public Hearing Closed: Rice states that the New Pioneer Cooperative has had a previous 10 ' setback variance request in the past. 1 Kessler Yes, that was to southwest or the loading/unloading dock area. That was done through the PUD process, and this would be an extension of that retaining wall to the east so that the cooler and freezer wouldn’t be visible to the street or the public. Members discuss landscaping, acceptance from the property owner and neighboring properties, and the previous accepted variance request. Kessler adds the only requirement is that the extension of the retaining wall, berm and landscaping look like the existing retaining wall of the building. Kessler states this is the only area or direction that the store would be able to expand and not directly affect parking. This addition would be cohesive with the rest of the store and a continuation of the previous variance. One business inquired about the project and was determined there would be no site obstruction to any neighboring businesses. The City and Staff have no objections with this request and recommend approval. Boucher announces his conflict and abstention from voting. Motion to approve contingent to the design being a continuation of the existing building by: Nicola 2nd by: Szczech Vote /Motion carried: 4 ayes – 1 abstention (Boucher) Item #5: Motion to Adjourn Motion by: Szczech 2nd by: Boucher Motion Carried: 5-0 Meeting Adjourned 6:14 PM Respectfully submitted, Dee Marshek 2
