City of Coralville Board of Adjustment Meeting July 21, 2014 Staff: Jim Kessler, Building & Zoning Official and Dee Marshek, Administrative Assistant Item 1: Meeting called to order 6:00 PM Item 2: Member present: Rice, Nicola, Wells and Szczech. Absent: Boucher Others present: Nick Halfhill with Kum & Go Item 3: Approval of June 16th, 2014 Minutes. Nicola: Motion to approve. Szczech: Motion Seconded. Motion carried: 4-0 Item 4: Public Hearing request by Kum & Go, LC/Nick Halfhill will be for a Variance to Section 165.35 (11K) Parking Standards. The request is for a reduction to the required parking spaces for a proposed Convenience Store located at 205 2nd Street, Coralville, IA 52241 Public Hearing open: Nick Halfhill with Kum & Go in Des Moines mentions that the site plan has not changed from the previous request which was approved approximately 18 months ago. Kum & Go had an issue unrelated to the City’s approval process and had abandoned the site at that time. Kum & Go has the property back on contract and are again requesting a parking variance. Halfhill explains that Kum & Go has exhausted all possibilities for other sites in Coralville and this packet is supplying additional information to better explain this variance request. The parking requirements are 1 space 150 sq. ft. of building or 34 spaces. The plan shows 21 available, with 16 in front and 6 on the side, which is13 spaces short of the City’s requirement. Halfhill states the letter presented explains 30% or 10 of the spaces pull up to the pumps. The building space is approximately 3,000 sq. ft. that the customers can occupy which would calculate to 20 spaces. He compares the way customers use the store or site as the canopy or pumps being parking stalls. Boucher arrives at the meeting. Halfhill details other building sites and the fact that Kum & Go knows its business model and believes the site will perform well. He also explains how the transport trucks will unload and circulate on the site and the overall parking standards and navigation at this site. Kessler: States that the City asked Kum & Go to change the location of the fill caps so the fuel tanker trucks can pull up alongside the curb line and not block the drive isle or the site circulation. Halfhill: Yes, by changing the location of the fill caps for the fuel tankers this will improve site circulation and it helps the situation for this variance request. Kum & Go appreciates the Boards consideration once again. Rice & Sczcech: Does this satisfy the City’s requirements, and is Staff OK with this? Kessler: Yes Members and Kessler discuss the site location and the proximity to the Clear Creek floodwalls, easements and the pump station located at the backside of the site. Members briefly continue to discuss code requirements. Public Hearing closed: Kessler: Staff has looked at the demographics of the store operations. With the improvements to Hwy 6; and the shared access points, we’re happier with the underground tanks and the tanker unloading situation. The site is tight, but we believe the site will work considering the additional information provided. a) Consider approval of the Variance. Nicola: Motion to approve. Wells: Motion Seconded.
