City of Coralville Board of Adjustment Meeting June 15, 2015 Staff: Jim Kessler, Building & Zoning Official and Dee Marshek, Administrative Assistant Item 1: Meeting called to order 6:00 PM Item 2: Member present: Nicola, Szczech, Boucher, Wells and Knudson. Others Present: Anthony and Caroline Burrier, owners of Fount Plaza Mike McCain, owner of Capanna Coffee Roasters Item 3: Approval of May 18, 2015 Minutes. Nicola: Motion to approve. Knudson: 2nd Motion Motion carried: 5-0 Item 4: Election of Co-chair. Wells volunteers to service as co-chair for 2015. Szczech: Motion to nominate Wells as co-chair 2015. Knudson: 2nd Motion Motion carried: 5-0 Item 5: Public Hearing by Fount Plaza, LLC is requesting a Conditional Use Permit for a drive-up facility as required by section 165.28.4A of the City’s Code of Ordinance. This property is located at 2441 James Street. Public Hearing Open: Tony Burrier introduces himself as the owner of Fount Plaza and Mike McCain as the owner of Capanna Coffee Roasters and both are available to answer any questions or concerns. Knudson addresses Burrier and McCain and acknowledges receiving and appreciating the letter filled with helpful information from McCain. (This letter from McCain, owner of Capanna Coffee was included in this month’s packet). He states that he is familiar with the North Liberty site and hasn’t noticed or experienced any issue using that location. He also asks if this Conditional Use is granted does it always stay with the business at this location. Kessler states this Conditional Use Permit goes with the business. Szczech comments or opinion would be that this will be busier than the North Liberty location. Burrier states that what he has been done to rectify any concerns at this location is to have a two window system, one pay window and one pickup window. The property also has a front and rear entrances; dispersed onsite parking, and it includes a bypass lane which should help traffic flow around the building. Nicola questions the number of entrances into the building. Burrier states the site has two entrances, but no building entrance on the drive- thru side of the building. Kessler asks about location of a menu board, and the double window system and the stacking at North Liberty. Burrier add there will be more staff because of the double windows. Kessler ask about how many cars are stacked at any time in North Liberty? McCain comments, it’s usually never more than three cars. Kessler adds this drive-thru /Conditional Use Permit is conditional upon operating sufficiently, if not, in the future it can be brought in front of the Commission again for review. Public Hearing Closed: Nicola comments that the Boards questions have been adequately answered. a) Consider approval of the Conditional Use Permit. Knudson: Motion to Approve. Wells: Motion 2nd.
