City of Coralville Board of Adjustment Meeting March 16, 2020 Staff: Jim Kessler, Building and Zoning Official and Dee Marshek Item 1: Meeting called to order 6:00 PM Item 2: Member present: Nicola, Wise, and Nesbett Absent: Borde and Pearl Item 3: Approval of January 27, 2020Minutes. Nicola: Motion to approve. Wise: Motion 2nd. Motion carried: 3-0 Item 4: Public Hearing request by John Ward of MLY InvestmentsLLC for a Conditional Use Permit for a drive-thru window/lane requested as a new tenant located at 610 2nd Street. Public Hearing Open: Public Hearing Close: a) Consider approval of Conditional Use Permit. Nicola: Motion to approve. Wise: Motion 2nd. Kessler explains a Conditional Use is associated with the owner of the business and because of new ownership Mr. Ward was required to apply for a new Conditional Use Permit. Kessler states the location of customer parking, the drive-thru, and window/message board all remain the same. Motion carried: 3-0 Item 5: Public Hearing request for a Conditional Use Permit for a Lawn and Garden Center for Hy-Vee located at 2008 8th Avenue. Public Hearing Open: Public Hearing Close: a) Consider approval of Conditional Use Permit.  Wise: Motion to approve. Nicola: Motion 2nd. Kessler states this is in the same location as in the past several years and seems to work well for the store. Motion carried: 3-0 Item 6: Public Hearing request for a Conditional Use Permit for a Lawn and Garden Center for Theisens located at 100 Westcor Drive. Public Hearing Open: Public Hearing Close: a) Consider approval of Conditional Use Permit. Nicola: Motion to approve. Wise: Motion 2nd. Kessler states this is in the same location as previous years and the traffic flow seems to work well. Motion carried: 3-0 Item 7: Public Hearing request for a Conditional Use Permit for a Lawn and Garden Center for Wal-Mart located at 2801 Commerce Drive. Public Hearing Open: Public Hearing Close: a) Consider approval of Conditional Use Permit. Wise: Motion to approve. Nicola: Motion 2nd. Kessler adds this is also in the same location as in the previous years. Motion carried: 3-0 Item 8: Public Hearing request for a Conditional Use Permit for a Lawn and Garden Center for Lowe’s Home Improvement located at 2701 2nd St. Public Hearing Open: Public Hearing Close:  a) Consider approval of Conditional Use Permit. Nicola: Motion to approve. Wise: Motion 2nd. Kessler states this is also the same as last year. Lowes usually applies to extended their permit for an additional 90 days, so this year we are doubling the fee for a total of 180 days.
