Coralville Citizen's Community Policing Advisory Board

CIVIL SERVICE COMMISSION Minutes of April 16, 2013 Present: Commission Members Eve Casserly; Johnnie Sims; and Josh Schamberger; Police Chief Barry Bedford; Human Resource/Risk Manager Mike Funke; Meeting was called to order at 9:00 AM. Approve Agenda: Motion by Schamberger; Second by Sims; Motion passed all ayes. Sergeant Promotional Process: Chief Bedford and Funke explained the changes in the draft of the sergeant promotional process. Other than a few maintenance items and timeline changes, the biggest change is in the testing. The written test will be created in-house as opposed to purchasing a standardized test. The questions will are directly related to the role of Sergeant within the Coralville Police Department. Also, it is anticipated that 10-12 members of the department could apply to take part in the testing process. The top 8 scores and ties will advance onto the assessment center process. Motion to accept the Sergeant Promotional Process as written: moved by Sims; Seconded by Schamberger; Motion passed: All Ayes. Lieutenant Promotional Process: Chief Bedford and Funke explained the Lieutenant Promotional Process changes as being mainly maintenance and timeline related. Some of the maintenance items included adding language in item #1 that is consistent with the language in the Sergeant Promotional Process that had just been approved. Motion to accept the Sergeant Promotional Process as written: moved by Schamberger; Seconded by Sims; Motion passed: All Ayes. Certification of Police Officer Hiring List: Funke presented the Police Officer Hiring List to the Commission as created by the interview committee of Funke; Lt. Kron; Sgt. Droll; Officer Swank; and citizens Kelly Wenman and Florence Johnson. A brief summary was given by Funke. He indicated the committee was very consistent with who was placed on the list explaining all with the exception of one had current law enforcement experience or education related to law enforcement. Motion to certify the Police Officer Hiring List as submitted: moved by Sims; Seconded by Schamberger; Motion passed: All Ayes. Other Business: Chief Bedford went over the timeline for three separate hiring processes. He also gave a brief bio of Tom Wardlow former Police Chief and later City Administrator of Newton, Iowa who will be leading the Lieutenant assessment center.
