CIVIL SERVICE COMMISSION Minutes of May 10, 2013 Present: Commission Members Eve Casserly; Johnnie Sims; and Josh Schamberger; Human Resource/Risk Manager Mike Funke; Meeting was called to order at 10:28 AM. Approve Agenda: Motion by Schamberger; Second by Sims; Motion passed all ayes. Approve Minutes of April 16, 2013: Motion by Schamberger; Second by Sims; Motion passed all ayes. Certification of Lieutenant Promotional List: Funke gave the Commission members the results of the scoring by both the assessment center and the staff interview board. He indicated there were no special comments in addition to the scores they had before them. Funke presented the Commission with a list of three names (Summers; Clarahan; McCoy), in rank order, for their certification. Motion by Sims to certify the list as presented. Seconded by Casserly. Discussion followed with Schamberger asking for clarification as to whether or not McCoy was stills a Sergeant and if not, why he is no longer. Funke informed the Commission that McCoy is not currently a Sergeant and that he had voluntarily stepped down for personal reasons. Asked for further information Funke only reported that in the staff interview board time, McCoy indicated that he felt it was best at the time to step down to address family issues and in hindsight believes he absolutely did the right thing. Funke also stated that although McCoy is not currently a Sergeant, he does meet all of the qualifications for the position of Lieutenant. Schamberger indicated he was not comfortable with a police officer jumping over Sergeant and into the Lieutenant position and that in the case of McCoy, he should once again test for Sergeant. Funke reiterated that McCoy does meet the minimum qualifications for Lieutenant, however McCoy did not apply to take part in the Sergeant testing that is coming up. Sims commented that she believed if McCoy has the minimum qualifications and that nothing is written that indicates a candidate must currently be a Sergeant, then she feels McCoy is worthy of making the list. Casserly commented she believes McCoy to be a fine person and a good officer but agrees with Schamberger about not wanting to see an officer jump to the rank of Lieutenant and also the distance of the scoring has her concerned. Ayes: Sims; Nays Schamberger; Casserly. Motion fails. Motion by Schamberger to certify an amended list of two names: Summers and Clarahan. Seconded by Casserly. Discussion followed with Sims again indicating that she believes because McCoy meets the minimum qualifications that he should be included on the list. Ayes: Schamberger; Casserly; Nays: Sims. Motion passes. Other Business: The Commission would like it noted that the next time the process for Lieutenant is discussed and/or amended, that language referencing must be a current Sergeant be discussed.
