CIVIL SERVICE COMMISSION
Minutes of February 13, 2019
Present: Commission Members Eve Casserly; Josh Schamberger; and Lauren
Merritt; Human Resource/Risk Manager Mike Funke; Police Chief Shane
Kron.
Meeting was called to order at 12:17 PM.

Consider Decertification of the Police Officer Hiring List
Funke and Chief Kron requested the Commission decertify the current certified list which
is set to expire May 31, 2017. Of 11 on the list, 7 have been hired by the City of Coralville.
Chief Kron reported that the remaining 4 on the list failed background investigations and
considered not eligible per department standards. The remaining 4 did receive a letter
informing them of this Civil Service meeting, the intention to decertify the list, and their
right to appeal. Nothing has been received nor did any of the 4 show up to appeal.

Consider Approval of the Police Officer Hiring Process:
Funke and Kron presented the selection process to the commission and noted two main
differences to the past process. The signing bonus for certified police officers is being
removed. In its place is the advancement on the pay plan not to exceed $63,800 which is
the 24 – 42 month step on the pay plan. The goal is to attract more experienced, certified
officers that can help the department much sooner than one that must go through the
academy. Merritt asked if this also applied to out of state certified officers. Kron replied
yes however they would receive their pay once they have successfully completed their
Iowa certification. The second change is not requiring current Iowa certified officers to
participate in the physical agility and POST written test. Those who are Iowa certified
would be immediately eligible for an interview. Funke noted they would still need to pass
a post offer, pre-employment physical.
Merritt asked about the timeline and that was presented to the Commission. Kron
explained he has an ILEA spot reserved for April 29 which is why the timeline is
aggressive but manageable. Funke asked the commission members to keep their schedules
open March 25 – 27, 2019 for a meeting to certify a hiring list.
