Coralville Parks and Recreation Commission Meeting Minutes January 25, 2016 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:00 p.m. Present were Commission Members Eve Casserly, Marti Mount, Alex Taylor and David Thayer, Council Member Laurie Goodrich, and Parks and Recreation Director Sherri Proud. Citizen Comments Parks and Recreation Director Proud shared the revisited inquiries related to trail snow removal for the Iowa River Landing Trail and Clear Creek Trail. Proud noted that this question is one raised annually by one or two people. Alternate routes were given for the two trails. Commission Members conversed about the current trails, sidewalks, winter exercise locations, and school access as they relate to the city and policies that they reviewed during last winter. Approval of Minutes Commission Member Taylor made the motion to approve the meeting minutes from December 21, 2015 with the correction edits; Commission Member Thayer seconded the motion; unanimous approval. State Revolving Fund Opportunity Proud shared information related to the Waste Water Improvement Project which will include both improvement and expansion at the present site. The Iowa Department of Agriculture and Land will also support related infrastructure projects that support storm water practices and infiltration. The study will correlate with filtration of water before it arrives in creeks and rivers by slowing the water and lessening erosion. At application is being prepared by HRG Consultants to apply for funding. The City is eligible for up to $2.7 million and two park projects are being considered as part of the list. 2004 Master Plan for S.T. Morrison Park – Project will include reshaping the pond, shelter space, and event space. The work on the pond will also include evaluation of the Silver Lily art structure, vegetation and plantings, floating islands to promote nitrate and sulfate substructure for vegetation and plantings, and structure review of the drainage which crosses the City campus along 5th Street and outlets into the pond, and pervious paver event space for Farmer’s Market. This project would also include the City of Coralville’s commitment to replace the shelter in this location. Central Park Improvements Concept Plan – Project will target the eroded landscape, widening of the creek, and foundational work of Biscuit Creek. Building creek side aesthetics and including play features in this location will also be highlighted. Additional focus and projects within the Central Park Improvements Concept Plan may be considered in congruent efforts which will decrease costs in the earth work. Alternate projects may also include structure green roof work, improvements to Morrison Creek, and storm water work near the old Movie Gallery building. Customer View Visioning Exercise Proud shared that the exercise has been completed with staff. She entertained that the feedback provided by the Commission would also be worthwhile. What does Coralville Parks and Recreation stand for as a City department and what is our shared purpose? Who are our most important customers? What is this customer group expecting from CP&R? What is CP&R providing to the customer set that is working? What is CP&R providing that we feel is not working or could be improved? What is CP&R not currently providing that we believe we should be providing? Council Report Council Member Goodrich announced that the second reading and approval of the West Land Use has passed. The two thousand acres plan will be projected over a 30-35 year span. The Council continues to focus on affordable housing with a Johnson County work group. The group is focusing on definitions related to rental and ownership. Commission Members also discussed how salary incomes related to gross monthly costs may impact this definition. Director’s Report Proud noted that the Clear Creek Trail negotiations with IDOT are occurring with the contract being scheduled for completion in February. The City of Coralville is working with the Iowa Rockets mentoring staff for youth volleyball tournament on March 6. Proud shared that the Sounds of Summer is returning to the S.T. Morrison Park for 2016. This event will include featured city resources targeting services and activities, social service organizations, and city services. Commission Member Marti Mount Commission Member Mount suggested that marketing including schedules and information for bus connections for people using the Megabus that travels from the area to/from Chicago be featured at the intermodal site as well as signage for it. Adjournment Commission Member Thayer moved to adjourn at 8:37 p.m.; Commission Member Mount seconded the motion; unanimous approval.
