Coralville Parks and Recreation Commission Meeting Minutes February 22, 2016 Call to Order Commission Vice Chairperson Eve Casserly called the meeting to order at 7:00 p.m. Present were Commission Members Alex Taylor and David Thayer, Council Member Laurie Goodrich, and Parks and Recreation Director Sherri Proud. Commission Chairperson Fevold also joined the meeting. Citizen Comments Parks and Recreation Director Proud noted that the agenda items will be adjusted to meet the early departure of Council Member Goodrich. Council Report Council Member Goodrich shared that the public hearing will be held for the 2017 budget at the City Council Meeting 2/23/2016. She continued to note that sidewalk repairs in designated block areas will occur this spring. Amending a residential and business zoning targeting the area south of Hwy 6 of Mormon Trek and west to Tallgrass will be reviewed. The motion from Planning and Zoning was voted 3-2. Parks and Recreation Director Proud noted that an initial concern with this area would be busing for students across Hwy 6 and isolation of children in an area with little green space or amenities. Goodrich announced that the Movies to Go building will be removed and used for the staging of the flood mitigation. A presentation regarding the current Coralville signage ordinance will be held at West Bank over the lunch hour. A collection of ideas will be reviewed by the business owners regarding signage requests and needs. Introductions of Community Members and Commission Members o Vicki Struzynski Olson, Coralville North Corridor Rotary Club, 2446-260th Street NW, Tiffin 319-626-3030 o Judy Joyce, Coralville North Corridor Rotary Club and Take A Kid Outdoors, 310-2nd Street, Coralville 319-358-2542 Approval of Minutes Commission Member Taylor made the motion to approve the meeting minutes from January 25, 2016 with the correction edits; Commission Member Thayer seconded the motion; unanimous approval. Shelter Proposal - Coralville North Corridor Rotary Club Community Member Joyce explained about the nonprofit organization Take a Kid Outdoors Program related to previous offerings, desired program outcomes, and specifics related to events. Joyce and Struzynski Olson, from North Corridor Rotary Club, shared a proposed design of a shelter for Rotary Camp Park. The duo wanted to secure approval for the shelter plan and secure additional comments for the pursuit of grants, in kind contributions, and volunteer contractors. The proposal included the structure and additional phases which will be completed depending on secured donations and related funding. Amenities for the shelter were discussed with pros and cons. Roofing and sidings would correlate with other structures already established in the area. The stonework was identified as a structure cost and may be matched by the City if there is a specific preference. It was noted that a natural stone which is sustainable will be prioritized. Proud noted that seating including benches would be preferred over railings. Consideration with STEM projects may connect additional sponsorships and partnerships for specific shelter additions. An independent masonry may also be able to assist. Commission Member Thayer made the motion to accept the shelter proposal for Rotary Park meeting the standards and specifications as designed by the City of Coralville Parks Department. In addition, the City Council will need to approve the acceptance of the shelter as a gift from the Coralville North Corridor Rotary Club. Proud recommended putting this before Council before it is constructed. After receipt of the gift, the City of Coralville will maintain the shelter at Rotary Park. Commission Member Casserly seconded the motion; unanimous approval. Proud noted that signage at Rotary Park needs to be secured and projects identified respectively. Customer View Visioning Exercise Proud led the Commission Members through additional questions specific to the exercise that was started in January 2016. Director’s Report Parks and Recreation Director Proud reported that the community garden registrations began with previous gardeners. Parks Staff Aaron Tebockhorst has completed the necessary garden prep soil amendments during the off season and the gardens just need to be tilled and laid out. Proud announced the creation of the new newsletter which staff have designed using LucidPress, an online newsletter program. This will include newsletter highlights, programming opportunities, and department showcase. This will replace the older newsletter fliers which were included in the virtual backpack features for school based patrons only. Determining how to activate membership enrollment will be the next step to include patrons across the community. Commission Comments Commission Member Fred Fevold Commission Member Fevold confirmed that the North Ridge Park loop was cleared of snow. These efforts were met with positive comments from patrons. Commission Member David Thayer Commission Member Thayer noted reminded Proud that the Thayer Conservatory will need to be mowed. At this time, the ground is hard enough to chop the foliage short. Proud confirmed that notification to property neighbors will be secured before the prairie is cut.
