Coralville Parks and Recreation Commission Meeting Minutes October 17, 2016 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:02 p.m. Present were Commission Members Eve Casserly, Marti Mount, Alex Taylor (arrived 7:25 p.m.) and David Thayer, Council Member Laurie Goodrich, Parks Superintendent Alex Buhmeyer, and Parks and Recreation Director Sherri Proud. Citizen Comments None Approval of Minutes Commission Member Mount made the motion to approve the meeting minutes from September 12, 2016. Commission Member Thayer seconded the motion; unanimous approval. Disc Golf Course Report Jeff Harper, local disc golf course professional and designer, was present for the discussion related to the Disc Golf Course design promoting leisure and an amateur friendly course which was initially presented in July. Additional conversations related to the expansion of the disc golf course to include more features than a one item park. With a variety of users targeting varied interests would increase use and decrease the potential for vandalism. Considerations include: an archery range, bocce ball, horse shoes, concrete ping pong tables, or other similar events. Other sites in the area were reviewed reflective to this site and the varied differences – Turkey Creek Course, Sugar Bottom and the Peninsula. Commission Members discussed the changes which have been highlighted from the initial design. In addition, transition from port- potties to compost or permanent toilets, driveways, parking spaces, ADA usage and accessibility (target available 1/3 of the park), electrical considerations, erosion considerations, locations of benches and garbage cans, property perimeters, tree and grass plantings, and landscape features which includes valleys, ravines, elevations, were topics discussed. Parks and Recreation Director Proud noted that some of the considerations for the current land usage related to grading and replanting of vegetation have not been specifically sighted within the purchase agreement and corrections many need to take place. The City of Coralville will assume land occupancy in January 2017. Other features which were also discussed related to the budgeted funds in FY 2017 and what to ask for in FY 2018. Commission Members felt the land usage design promotes reasonable costs which are cost effective for multigenerational usage. Future Eagle Scout projects at this site will also be considered. Tournaments, sponsorship, and vendor special events were also considered with the project. Commission Member Thayer made a motion to approve and recommend to Council the Disc Golf Course design. Commission Member Mount seconded the motion; unanimous approval. Single Track Trail Parks and Recreation Director Proud posed to the Commission the task of naming the single track trail. At this time, Proud would like to move forward with the dedication and the road signs. Commission Members discussed names of surrounding areas, trails, and trailheads. Commission Member Taylor made a motion to rename the trail the Thayer Trail for the preservation and dedication of service to the Commission and community as presented by Commission Member David Thayer. Commission Member Casserly seconded the motion; four ayes and one abstained from the vote. City Council Report Council Member Goodrich shared that the Senior Luncheon associated with the exercise class included more than fifty people. Given the high number of interest in the exercise classes, consideration of relocation of the classes, increased purchase of additional equipment, and the purchase of a microphone are being considered. Director’s Report Parks and Recreation Director Proud reported that given the great weather, golfers continue to take advantage of being able to play additional rounds while the outings are wrapping up. DIVOTS will provide a limited menu until their closing November 13.  Proud shared that the Recreation Center and program staff continue to feature special events and activities for after school 5th – 8th grade youth. One such special event is Bagels and Books which includes a designated time that allows students to get a snack and work on homework or reading in the lounge. Staffing to support the clientele in the morning before school has been a challenge. Proud noted that the Center staff promotes engagement and attendance while letting visitors know that loitering outside the front area will not be tolerated. Training has been identified with focused efforts by the Recreation Center Staff, Police Department, and the Council. In addition, utilizing the invested attendance of youth to now employees has been an asset. Proud reported that over two hundred people attended the 5th Birthday Celebration of the CCPA. Proud shared information specific to Joe Hughes request to planting along and on city property along Muddy Creek Trail. The trees will be receipted as a donation on city property. Commission Comments Commission Member Thayer – No comment Commission Member Casserly – Commission Member Casserly reported that she is on a council and is interested in gathering ideas from senior service agencies and Medicaid programs regarding current needs and future needs related to how services vary and what resources are needed to access these kind of resources. Casserly noted that the difference between this council and the Johnson County Task Force varies by the role as defined by the Board of Supervisors and the respective invite for participation.
