Coralville Parks and Recreation Commission Meeting Minutes
September 12, 2016
Memorial Dedication Parks and Recreation Commission Members, Parks Superintendent Alex Buhmeyer,
Council Member Laurie Goodrich, Council Member Mitch Gross, Parks and Recreation Director Sherri
Proud, and David Stoos were present for the planting of a tree and dedication of a memorial rock in
North Ridge Park honoring previous Commission Member Marcia Stoos.
Call to Order Commission Chairperson Fred Fevold called the meeting to order at the North Ridge Pavilion
after the Memorial Dedication. . Present were Commission Members Eve Casserly, Marti Mount, Alex
Taylor and David Thayer, Council Member Laurie Goodrich, and Parks and Recreation Director Sherri
Proud. Guests were Sam Ross and his father.
Citizen Comments None
Approval of Minutes Commission Member Taylor made the motion to approve the meeting minutes from July
18, 2016. Commission Member Thayer seconded the motion; unanimous approval.
Eagle Scout Project Presentation Sam Ross, Eagle Scout Troop 207, addressed the Commission
regarding building a suspended memorial container for the ashes of the retired flags from the Coralville
community. A prototype of the plaque which would adhere to the container was also provided to the
Commission. Flags are honorably burned and this will provide a vessel for the ashes which would be
suspended by the three poles. Ross, who secured the support of the American Legion, provided an
example of the metal box which would be utilized. He paralleled the symbolic representation to both the
flag, military representation, and the scout badge. Commission Members shared their concerns about
the project as well as their support for the project. Commission Member Casserly made a motion to
support the Eagle Scout project as proposed. Commission Member Thayer seconded the motion; four
agreed to the motion, one opposed the motion. Motion passed.
Council Report Council Member Goodrich shared the activities of the final flood mitigation project which
includes demolition of the strip mall by Clear Creek and refurbishing the river beds. In addition,
Bandanas restaurant will be taken down and Perkins will be remodeled.
Goodrich shared that policies related to short term rentals are being addressed. There are
approximately sixty locations in Coralville. Recommendations have been gleaned from West Des
Moines. Implementation of the policies target minimal intrusive means as a fine will only result if the
police are called and the owners are not in compliance.
Director’s Report Parks and Recreation Director Proud introduced Parks Superintendent Alex Buhmeyer
who provided a history of his connection with the department, his education, and his relocation to
Coralville.
Proud reviewed recent department activities which have included notification of tree and shrub heights
for ordinance compliance to residents in Zone 1 of the sidewalk replacement program, a street dance
event held in August, and the City’s role and involvement with FryFest, The department intern
continues to photograph and catalog the limestone, trail locations supporting a comprehensive trial map,
and pursuit of a community biking survey and completion of the application to secure Coralville as a
bicycle friendly community. Proud commented on the bicycle rating and how this may influence and
affect city policies.
Proud highlighted the Center for Performing Arts upcoming five year birthday party.

Commission President Alex Taylor Commission Member Taylor reported that additional measures
to ensure patrons have exited at closing time are important providing the events that his wife had been
locked in after swimming at close and staff had left the building. She was able to get out the side door
but it raises a concern of making sure all patrons have left the building. Taylor also praised the
department for their service and accomplishments even when not fully staffed.
Commission Member David Thayer Commission Member Thayer will connect with Proud for a walk
through of Refresh.

Commission Member Thayer moved to adjourn at time 8:40 p.m.; Commission Member Taylor
seconded the motion; unanimous approval.
