Coralville Parks and Recreation Commission Meeting Minutes July 18, 2022 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:02 p.m. Present were Commission Members Kevin Goulding, Mackensie Graham, Marti Mount, and Dhuha Tawil, City Council Liaison Keith Jones, Aquatic Supervisor Faron VanNostrand, Recreation Superintendent Amy Erickson, and Parks and Recreation Director Sherri Proud. This meeting began at the City Hall and then included a tour of the Coralville Aquatics Center. Citizen comments Parks and Recreations Director Proud shared about a patron’s reaction to the cancellation of state tournament due to weather. The patron from Washington, Iowa, was upset that actions were not taken to ensure that play could happen at the Youth Sports Park, which was drenched and unplayable. The call was made between tournament organizer and Parks and Rec staff to focus on Creekside, where the sand seam drainage helped to allow the fields to be playable earlier in the day. There was still a three hour delay at Creekside. Unfortunately, the on side tournament staff member was not communicating with their own tournament director so he was not sharing accurate information which made the City look like staff weren’t trying their best. She proceeded to write a lot of letters and post negative comments on social media. A follow up letter will be sent to her. Introductions with the newly appointed Council Liaison Introductions of the Commission Members and Staff were provided with Keith Jones, Council Member, joining as the Council Liaison. Approval of Minutes from the May 16, 2022 meeting Commission Member Mount made the motion to accept the meeting minutes from May 2022. Synopsis and Discussion of Draft Plans for 5th Street Civic Space Master Planning Process Parks and Recreation Director Proud revisited the Fifth Street Master Plan. Bidding for the street renovation for 5th Street adjacent to this plant will be in February. Proud noted that staff will work to contact businesses and individuals about gifting components of the civic spaces master plan for the Coralville’s 150th Birthday Celebration. The sidewalk projects will include changes that will include but are not limited to angle parking, landscaping, and bio retention cells. The boards shared included images and updates ranging from the library lawn to the fire station to the police station. The police station showcase will include a statue and a welcoming area. The City Hall outdoor open space will include a perimeter and internal focus while S.T. Morrison Park will enhance the pond vibrance, open space area, and trails. The Silver Lily, erected in the S.T. Morrison pond since 1992, will be retired and may be maintained in the park in a different format. The recirculation of the pond water currently includes stocking of grass carp and usage of a vegetable based, pond dye to decrease algae. Activity centers may include fitness stations, shelter play areas, water wading walking areas, and event lawn features. The baseball field will be rotated to the north and facility parking options will be altered. This Master Plan was initiated in January 2022 and has continued through the summer. Questions were prompted by Commission Members about site features and proposals related to facility access and patron usage. Master Plan Committee Members continue to explore these site features and proposals as well. Public entrances were highlighted to ensure that the areas are accessible and welcoming. Skateboarding has been included in the Master Plans for areas including the old Hawkeye Redi Mix area with parking options. It also includes locations to pout in kayak and the installation of restrooms and playground features.  Additional Commission Member questions include whether a botanical garden feature may be included in the plan to promote inside walking options and whether areas will support additional senior citizen options. The Fifth Street Master Plan will be included on the Coralville city website when finalized. Council Report Council Liaison Jones shared that at the Joint Meeting of cities, county, and school district, the pickleball group shared information of the varied municipalities within the area including outdoor courts. Brown Deer Coop has built two pickleball courts. The City of Coralville has supported the recreational support by painting pickleball courts on the tennis courts and providing indoor courts at the Recreation Center during certain hours in the gym. It was noted that a challenge has been the netting at the outdoor site. Director Report Parks and Recreation Director Proud reported that the City Circle rental space for props and costume storage will be torn down and the operations have been moved to 860 Quarry Road, the old location of the Johnson County Historical Museum. The newlocation includes a lobby, a classroom, and two breakout spaces. Additionally, a huge space will be utilized as a rehearsal area. Proud reported that communication and guidance has occurred with the Pine Hill Estates property owners. The city does not own nor maintain the pine tree conservation easement. With the property and easements, patrons may not build or store in this area. The lots are rather shallow and require at least a thirty foot setback depth for home additions and decks. The City Forester references the recorders website which identifies the conservation easement. Proud reviewed the impact of ash tree removals on private property. The City of Coralville is unable to aid financially or manually for the removal of the trees. The review of ash tree removals will occur similarly to the zone targets which are completed in a rotation. Ash tree removals will start with arterial and connector streets. Other zone targets that will occur sequentially in year rotations will include street and sidewalk compliance and tree encroachment over sidewalk areas. Proud noted that the City of Coralville is in their fifth year of the tree encroachment program. Commission Comments Commission Member Fred Fevold Commission Member Fevold commented on his appreciation of the reference and union of the memorial campus. Commission Member Kevin Goulding Commission Member Goulding commented on the Firefighter Memorial and the stunning aesthetics of the design, flowerbeds, and park resulting in a European mall feeling. Proud shared information of the annual memorial event in June which embraces the hallowed feeling represented by the sacrifice embraced in the line of duty. Commission Member Mackensie Graham No comments Commission Member Marti Mount No comments Commission Member Dhuha Tawil Commission Member Tawil shared her interest in exploring the indoor opportunities for patrons. She cited the love of botanical gardens for serene beauty. She noted that she recognized this may not be an immediate project but encourages Coralville to strive for these kinds of standout features. She welcomes continued discussions related to these possibilities and opportunities. Aquatic Walking Tour Proud, Erickson, and VanNostrand led a walking tour of the Coralville Community Aquatic Center. This year, new lockers were purchased and a new location identified. The walls for the outdoor showers were taken down and rebuilt and the entire locker room and restroom building was power washed and resealed. The roof leaks were repaired and walls stabilized and painted in the guard office. In the fall, the orange space bowl slide interior will be refurbished.
