City of Coralville Parks & Recreation Commission Meeting January 22, 2024 Staff: Sherri Proud, Sarah Horning, Rich Vogelzang (City Council) Item 1: Meeting to order at 7:06 PM Roll Call Present: Tawil, Graham, Mount (via Zoom) Item 2: Citizen comments No citizens were present. He shared that he his and his wife recently moved back to Coralville after several years in Minnesota and is excited to be involved in Coralville government. The next council meeting is scheduled for 1/22/24 and that the Clear Creek watershed project will be on the agenda. Item 6: Director’s Report  Bids for the Clear Creek Stream Mitigation project have been submitted and opened and ranged between $6,100,000 being the highest and $2,553,469 being the lowest.  2024 budget presented to city council on 1/22/2024.In December 2023, the proposed budget was $100,000 over budget. Proposed cuts to bring the budget in line include, holding off on implementing the sign master plan completed in the fall, delaying maintenance for the aquatic center, possible delay or scale-down of North Ridge Park playground project (perhaps construct it in phases). With funding reduced by a new state law which reduces the amount a city can grow and benefit from those tax dollars, budgets will continue to be lean.  Recreation Center master plan vision sessions is scheduled for February 8 at the Tyler building on the ACT campus. It will include a presentation of the plan and the city is looking for representatives to take part, with a 2nd meeting in April. Item 7: Commission Comments Graham praised the organizers of Winterfest for their hard work and congratulated them on a successful event. Item 8: Commission Tour of Recreation Center Meeting room  Built in 1972  Used for summer camps, staff meetings, rec classes.  Available to rent for community meetings but not parties with food.  Renovated 20 yrs. ago.  New counter tops in 2022. Game Room  Original to the building, only game room left in the area at Recreation Centers.  Mural painted by community members on MLK Day 2024. Game Room Comments  Proud shared that she would like to keep the game room and that we are the only rec center in the area that still has one. She stated that she feels it gives kids a place to come and congregate and helps them build independence.  Graham stated that she feels the game room is a positive thing and that she would like it to remain in place. 2 Lounge  Added in 1988.  Available for event rentals (birthday parties, showers, etc.).  Also used for summer camp and for other rec classes. Location for all the swim team meals.  Would like to add a projector and large screen. Mini Gym  Added in 1988  Used primarily as a teaching gym (Tae Kwon Do, Zumba, etc.).  Is a nice overflow space if the Big Gym is being used. Exercise Room  Open to the public. $2 per visit ages 16 and up. Exercise Room Comments  Should an exercise room be included in rec center renovations? (Proud)  Should the city be in competition with area gyms? (Proud)  Either expand exercise room or drop it completely. (Graham)  Gyms are expensive to run. (Tawil) Racquetball Court  Part of the 2004 master plan. Office space (off game room)  Former equipment checkout desk.  Converted to offices for staff. Current shortage on space. Some staff use cubicles in the game room for office space. Locker rooms  Requesting gender-neutral locker rooms near the gyms and in the pool area. Big gym  Built in 1972  Has the original ceiling.  Painted walls a bright white to brighten up the area.  Added air conditioning 2006.  Floor sanded, restriped and refinished in 2022.  Is there a way to add space to accommodate Pickleball? (Graham)  Is there room for a soft play area could be added for small children? (Tawil) Big Gym Comments  Graham stated that she likes the idea of expanding option for Pickleball.  Mount stated that pickleball is one of the most popular sports today and that private facilities are opening across the country and people are charged a premium to use them. She said that in Arizona prices range from $30/hr. Monday-Friday to $40/ hr. on the weekends. 3  Big Gym Wish List  Replace current curtain (pushed to the side) with a drop -down curtain.  Replace the fixed baskets on both ends of the gym (east/west walls) with powered baskets that can be raised and lowered. Old Racquetball Court (off big gym)  Converted to much needed storage.  Supports nine program supervisors and stores items for the city (coolers). More storage is still needed. Indoor Pool  Built in 1988.  ICCSD paid 1/3 to build and 1/3 of operating expenses.  Would host 30 plus swim meets a year for Northwest & North Central Junior Highs and West & Liberty high schools.  Rehab of filter systems are due soon.  Current gutter system that is in place is no longer made and is in need of replacement.  Painting of the pool every 5 years at a cost of $110,000.  Hot tub has a lot of maintenance issues. Hard to balance the chemicals and needs frequent maintenance.  Pool has been maintained well for being 35 years old. Possible Updates to Indoor Pool  Blow-out east wall (cannot expand west due to pipeline).  Keep original pool & add competition pool.  Add lazy river, slides, etc.?  Add door to separate areas.  ICCSD likes the designs of the competition pools at Linn- Mar & Marshalltown. Master Plan Proud stated that the city is implementing a community survey to gauge the wants and needs of the community. The survey can be filled out online and in-person at the rec center. The rec center will also send the survey information out via email to their 42,000 subscribers.
