City of Coralville Parks & Recreation Commission Meeting March 18, 2024 Staff: Sherri Proud, Sarah Horning, Rich Vogelzang (City Council) Item 1: Meeting to order at 7:08 PM Roll Call Present: Tawil, Graham, Goulding, Gissendanner Item 2: Citizen comments No citizens were present. Item 3: Approval of minutes from the January 22, 2024 meeting. Motion to Approve: 1st: Graham 2nd: Goulding Motion Carried: 4-0 Item 4: Update on North Ridge Playground Purchase Planning Proud showed the design and features for the proposed North Ridge Playground Replacement project. She showed the different types of play and different energy level areas. She also showed the flow and different zones of play. The choices include elements for upper body strength, spinning, jumping, rolling, climbing, swinging, and working on vestibular system for balance. The current layout shown has a 2 – 12 year old structure on the south end and 5-12 year old structure towards the north end split by a zip line area. Proud recommended moving the 5-12 structure near the 2-12 structure and work with the company to include this structure in the poured in place rubberized surfacing. The two structures would be in an area of poured in place rubberized surfacing along with an accessible group spinner, spring riders, and balance steppers. There will also be two zip riders and swings including regular swings, facing rider swings, toddler/parent swing, toddler swing, and accessible swing. Two outdoor ping pong tables are also included in the plan. At the north end, an area has been saved for a project that is also being planned called Kim’s Corner. Some features that have been tabled until a future project is shade over several areas, reduction in floor level amenities, and a musical notes play system along the pond sidewalk. 1 Commission discussed connecting north end of playground to the main trail with a sidewalk and agreed with Proud that the 5-12 year old structure should be moved south so that children weren’t running through the zip line area to get from one structure to another and so that poured in place areas can be combined. Current budget for project is at $400,000 and presented items totaled $382,313 with remaining funds to be used towards concrete for setting the structure and removal costs. Funding will come from playground reserves, TIF funding, and $10,000 in fundraising for the project. Motion to Approve: 1st: Goulding 2nd: Gissendanner Motion Carried: 4-0 Item 5: Annual Report: Proud presented an overview of the 2023 annual report for Coralville Parks and Recreation. Report will be posted online on the first page of the Parks and Recreation pages on the website. Item 6: City Council Report  New council member Rich Vogelzang introduced himself to those who had not met him yet and spoke about his time on the Fire Service board in Minnesota. Item 6: Director’s Report  Tree removal is currently being conducted for the Clear Creek Stream Mitigation project and excavation has begun on Becky’s Creek Reach. The trees all have to be down by March 31. The biggest change that can be seen right away is the large removal of trees in Reach 1. The trees that are being removed in this reach are damaged, broken trees that are detrimental to the flood zone in this area. When the creek excavation and realignment has been completed and the stabilization structures are in place, trees will be planted back along the high sides out of the slopes.  Proud reported that the 5th Street Social will be back this year after a one year hiatus due to the 150th and RAGBRAI celebrations in 2023. It will be on August 10. She is also working with Houses Into Homes on a recreation event and fundraiser for the scholarship fund and for HIH. Item 7: Commission Comments Gissendanner: Reported that he attended the first Community Visioning meeting for the master plan process where many ideas were generated. He reported that the group was very excited to participate and looks forward to the next meeting. Graham: Recently went to the state capitol as part of the Greater Iowa City delegation to attend joint policy meetings and a legislative reception. 2 Goulding: Had the opportunity to meet one of the park seasonal staff members, John, who takes care of blowing off the trails. Goulding was impressed with how much pride he could tell he took in his work just be the conversation.
