City of Coralville Parks & Recreation Commission Meeting April 15, 2024 Staff: Sherri Proud, Director of Parks and Recreation, Kelly Hayworth, City Administrator, Shawn DeGood, Forestry Coordinator Item 1: Meeting to order at 6:35 PM (special time for tour) Roll Call Present: Tawil, Graham, Goulding, Gissendanner, also present was Council Person Goodrich. Item 2: Citizen comments No citizens were present. Item 3: Approval of minutes from the March 18, 2024 meeting. Motion to Approve: 1st: Graham 2nd: Gissendanner Motion Carried: 4-0 Item 4: Commission Comments Gissendanner: Reported that it’s exciting to see everything started to bloom and things looking ready for spring and summer. He complimented staff on everything looking good. Graham: Reported that she has friends that use the singletrack network in Coralville a lot and they have glowing reports about it. She thanked the staff for keeping it up and asked if Commission could get a new use report sometime this summer. Proud will work with MPOJC to see if a counter can be set up. Goulding: No comment. Tawil: She is excited about the summer sports that her kids are signed up to participate and her son will attend SPARK. Item 5 : Tour the Clear Creek Stream Mitigation Bank A walking tour was taken of the stream mitigation bank project. The group started at Reach 3 which is at Altmaier Family Park. Grading operations were underway at this site. 1  All trees that were in the plan to be removed have been removed. Some of those trees will be used in the toe wood treatments, which look like two trees stuck into the banks crossed over each other and then dirt is backfilled into the voids. Then live tree stakes are inserted to vegetate the bank. The contractor is starting on the additional curves that will be added and a large backfill area will take place. So far, the project is on time. The group then moved to Creekside Sports Park parking lot and walked to Reach 1 on the Clear Creek Trail. At this area, the grading operations have not began but the tree removal and sorting was evident. Proud was able to show where the trail detour will be. There are cameras that run 24/7 documenting the stream mitigation bank process and can be observed on the webpage on the City website. The US Army Corp of Engineers has released the first 15%, or 11,284 credits and the City has sold all of those credit. The next credit release will take place after the construction phase is done. Credits will then be released per yearly bank performance including vegetation growth and bankful water events. The last credit release is anticipated in 2030. Proud manages the credit tracking and sales, budget of the project and for the seven year bank distribution, and serves as the project construction liaison for the City. When concluded, any funds in excess of construction can be used for other parks and recreation projects or to help fund construction on Reaches 4, 5, and 6. Item 6: City Council Report • Vogelzang was unable to attend but Goodrich thanked everyone for their service on the Commission. She also added that she served on the Commission before running for Council and then served as liaison so she knows how many different areas are discussed and taken note of for the Parks and Recreation Commission. Item 7: Director’s Report • Staff are working on development of Upcycle Throwdown. • Staff are working with two land owners to get temporary trail easements for the area of the Clear Creek Trail north of I 80 in order to detour around the Clear Creek Stream Mitigation Project. • Staff are preparing for spring planting and evaluating medians and spirea headlight screening. • The master plan open house for the Recreation Center and Indoor Pool will be Tuesday, June 11 from 4:30 – 6:00 pm. at City Hall.
