City of Coralville Parks & Recreation Commission Meeting May 20, 2024 Staff: Sherri Proud, Sarah Horning, Amy Foster, Shawn DeGood Guests: Charles Gisselman Item 1: Meeting to order at 7:06 PM Roll Call Present: Tawil, Gissendanner, Mount Item 2: Citizen comments No citizens were present. Item 3: Approval of minutes from the April 15, 2024 meeting Motion to Approve: 1st: Gissendanner 2nd: Mount Motion Carried: 3-0 Item 4: Overview of Summer Events Parks & Recreation have seen a significant increase in Special Event applications. Amy Erickson is the point of contact for the city and reviews the applications before they are submitted to other department heads. These events often require staffing by the City (police, streets dept., etc.) and include overtime hours. Criteria as to whether to approve an event is safety driven. Is there enough city staff available, etc. 2024 special events submitted to date include: Iowa City Coffee & Cars night (alternates sites with Iowa City & Coralville). Meets monthly in Westcor Area in Coralville. (May) Asian Fest 7/13 Cycling event put on by Life Church. 9/28 Walk to end Hydrocephalus City sponsored events: 4th Fest 6/29 5k race & youth Cross park Race 7/3 Treasure Hunt 7/3 Free concert Yacht Review 7/4 Kiwanis Pancake breakfast at the rec center. 7/4 Spot Shot contest 5th St. Social August 10th 4-10 pm Seeking vendors, $50 application fee. Item 5: Update on Recreation Center & Indoor Pool Master Plan Director Proud stated that a Community vision meeting was held on 4/4. The input came from formed committees that represented City of Coralville, the Coralville community and the Iowa City Community School District. Two designs will be brought forth for public consideration and an open house will be held for the community at City Hall on June 11th. Residents will be able to view the two proposals and discuss them with City staff. The final two proposals presented are: Add-on/ renovate current rec center SQ FT: 117,7000 COST: $52-$56.2 million New Construction: SQ FT: 109,700 COST: $50-55.4 Million Proud noted that that the above proposals both include leisure & competitive pools, as well as seating for swim meets (competitive pool). Commission member Marti Mount asked if both pools were needed. Proud responded yes and stated that the Iowa City Community School District has pledged up to $17 million to help pay for the new competition pool. Proud also shared that ideally the new rec center would have at a minimum of two gyms and ideally would have three, at a cost of $2.5 million each. Item 6: City Council Report Council member Vogelzang shared the following: Council Approvals  Plan to move overhead power lines & utilities underground in the older parts of town.  Parks & Recreation budget for the 2024/2025 fiscal year was approved. Other News The new mixed-use recycling bins are being delivered to residents in phases. Residents have the option of keeping their old bin or they may return it to the city. Item 7: Director’s Report  The trail detour to Westcor has been agreed upon and will use Westcor Drive and Westcor Circle to bypass the closed section of the Clear Creek Trail between I80 and I380.  City staff took part in in in Coralville’s Community Project Day. 53 trees were planted (areas included right-of-ways along 8th St., the area near the tennis courts & Dovetail recreation area). 206 bushes were also planted, including the replacement of Spirea bushes along Highway 6. That area was down a total of 1630 bushes and now 206 have been replaced, with more to come in the future.  5th Street Social: Hoping to expand the event to run from 6th-12th Ave. this year.  Uptown Throwdown: A furniture transformation fundraiser runs July 11-14. www.coralville.org/upcyclethrowdown. The live and silent auction furniture event and competition will take place Sunday, July 14, 2024, 4:00-7:00 pm (at 860 Quarry Road in Coralville's Iowa River Landing   Parks & Rec is looking to purchase some new benches made from old wind turbines. Would cost approximately $27,000 for the benches with total project including art similar to the Herky process for $50,000. Most of the funding is already in place. The benches would primarily be placed along the Clear Creek Greenbelt. Item 8: Commission Comments Commission member Gissendanner stated that he enjoyed the tour of the stream mitigation project and that he was able to share the information and explain the process to his family. Eric also earned his MBA from Iowa this past spring. Congratulations Eric! Shawn DeGood from the parks department shared that their busy season has begun. The department has been busy with many things, including mowing public spaces and trails, marking Ash trees for removal and sending Limb-Up notices to residents. Rec Center Superintendent Amy Erickson shared that pool staff has been busy with lifeguard training and other training of Aquatic Center staff. Mount asked Erickson what the status on the lifeguard situation looked like for summer. Erickson stated that they are in good shape overall, with a number of staff members returning from last year.
