That the City Council: a. Accept grant funding from the California Library Literacy Services of $65,396 for the Corona Public Library’s Adult and Family Literacy Grant Project. 2  FINAL b. Authorize an appropriation and estimated revenue increase in the amount of $65,396 ($33,352 Adult Literacy Services and $32,044 Family Literacy Services) to the Community Services Department’s operating budget in the Adult and Family Literacy Grant Fund 442. c. Authorize the City Manager or his designee to adjust the budget accordingly if the grantor distributes additional funds to grant participants. 7.5 FISCAL YEAR 2024 YEAR-END BUDGETARY ADJUSTMENTS This Budgetary was approved. That the City Council: a. Authorize an appropriation in the amount of $1,121 from the General Fund 110 to the City Hall Whole Building Energy Efficiency Operating & Maintenance Project No. 73790 due to additional staff time spent on the project. b. Authorize an appropriation in the amount of $22,889 from the Residential Refuse/Recycling Fund 260 to the Waste Disposal and Recycling operating budget for an increase in costs in the franchise agreement. c. Authorize an appropriation in the amount of $4,692 from the CFD 2016-3 Zone 18 Corona Interchange Commerce Center Fund 264 to the Public Works Department’s operating budget for special district administration costs. d. Authorize a total appropriation in the amount of $65,564 ($62,838 from the LMD 84-1 Lighting Fund 446 and $2,726 from the Eagle Glen HOA Streetlight Fund 473) to the Public Works Department’s operating budget due to additional electric utility costs in those areas. e. Authorize a total appropriation in the amount of $722 across multiple CFD maintenance districts (see breakdown in the Analysis section) to the Community Services Department’s operating budget due to an increase in administration costs. f. Authorize an appropriation in the amount of $83,467 from the Fleet Operations Fund 682 to the Public Works Department’s operating budget due to an increase in costs relating to fuel, parts/labor on city vehicles, prevention & maintenance materials, and interest expense. g. Authorize an appropriation in the amount of $1,635,655 from the Workers Compensation Fund 683 to the Legal and Risk Management Department’s operating budget to adjust for a entry related to the updated value of projected claims. 8. COMMUNICATIONS FROM THE PUBLIC Bobby Spiegel, resident, addressed the Council to provide a brief overview and thank staff for their help with the September 11th Remembrance. Maddy Paxton, resident, addressed the Council and thanked everyone who participated in the September 11th Remembrance. She also thanked all Fire Fighters who helped with the current fires. 3  FINAL Lamondo Greer, YMCA, addressed the Council to provide an update on the YMCA's Summer Programs. Terri Siegert Jaggers, Friends of the Library, addressed the Council to announce the Corona ReaderCon on September 28, 2024. Joe Morgan, resident, addressed the Council and expressed his concerns with the time of the Study Session. The following residents addressed the Council and expressed their concerns with the athletic field use fee: Ian Miller, Sarah Dobiesa, Al Vigil, and Rosa Casado. 9. PUBLIC HEARINGS None. 10. ADMINISTRATIVE REPORTS 10.1 REQUEST BY COUNCIL MEMBER SPEAKE TO HAVE THE CITY CONSIDER STUDYING AS INCLUSIONARY HOUSING ORDINANCE FOR MULTIPLE FAMILY RESIDENTIAL DEVELOPMENTS Joanne Coletta, Planning and Development Director, provided a report. The Council provided comments and requested that the item be brought back to a future meeting. Joe Morgan, resident, addressed the Council and expressed concerns with the proposed item. That the City Council provide direction on whether it wishes staff begin undertaking the necessary steps necessary to consider the preparation of an inclusionary housing ordinance. 10.2 REQUEST BY COUNCIL MEMBER CASILLAS FOR STAFF TO RESEARCH THE CITY’S PARTICIPATION IN THE CALIFORNIA SERVICE CORPS PROGRAM Patrick Mann, City Management Fellow, provided a report. The Council provided comments and staff direction. That the City Council provide direction on the city's potential participation in the California Service Corps (CSC) Program. 11. LEGISLATIVE MATTERS None. 12. That the City Council: a. Take no action, thereby affirming the Planning and Housing Commission’s action granting V2020-0003, based on the finding contained in the staff report and conditions of approval. OR b. Set the item for review at a subsequent meeting. 12.2.b CONDITIONAL USE PERMIT 2024-0002 The Council agreed to take no action. That the City Council: a. Take no action, thereby affirming the Planning and Housing Commission’s action granting CUP2024-0002, based on the finding contained in the staff report and conditions of approval. OR b. Set the item for review at a subsequent meeting. 12.2.c AFFORDABLE HOUSING DENSITY BONUS 2023-0001 Joanne Coletta, Planning and Development Director, provided a report. The Council provided comments and had inquiries. Ms. Coletta, the developer, and Dean Derleth, City Attorney, provided comments. Adopt the Mitigated Negative Declaration with the Mitigation Monitoring and Reporting Program and approve Affordable Housing Density Bonus Agreement 2023-0001 as recommended by the Planning and Housing Commission. 5  FINAL b. Authorize the City Manager to execute the Affordable Housing Density Bonus Agreement between the City of Corona and Warmington Residential. c. Notwithstanding Corona Municipal Code 17.87.090, direct the Affordable Housing Density Bonus Agreement to be recorded in the Official Records of the County of Riverside before the recordation of Tentative Tract Map 38495. CITY ATTORNEY'S REPORTS AND COMMENTS Dean Derleth, City Attorney, noted that he had a reportable action for Closed Session Agenda item 1.3 – the City Council unanimously authorized the City to file a lawsuit against the City’s insurance carriers regarding the City’s claim for the Biosolids Dryer Facility explosion and to extend the Professional Services Agreement with our special legal counsel, Saxe Doernberger & Vita, P.C., sufficient to handle the litigation and/or resolution of the City’s insurance claim. 14. CITY MANAGER'S REPORTS AND COMMENTS Jacob Ellis, City Manager, announced the upcoming Household Hazardous Waste event. The event will be held at City Hall on September 28, 2024 and September 29, 2024. 15. CITY COUNCIL MEMBERS' REPORTS AND COMMENTS Council Member Daddario provided an update on the RCA meeting of September 9, 2024. Council Member Speake announced he is the Chair for Cal City Housing Community Development 2025. He provided a brief overview on the work being done by Cal Trans on the 15 freeway. He also thanked Cal Trans and RCTC for painting the pavement. Mayor Richins provided a brief overview on the September 11th Remembrance. He also acknowledged the passing of Darlene and Wilson Flagg. 7  FINAL 16. FUTURE AGENDA ITEMS 17. ADJOURNMENT The next scheduled meeting of the Council is on October 2, 2024.
