MINUTES OF JANUARY 29, 2015 MEETING OF THE SALES TAX CITIZENS OVERSIGHT COMMITTEE Town Manager David Bracken called the Regular Meeting to order at Town Hall Council Chambers, 300 Tamalpais Drive, Corte Madera, CA on January 29, 2015 at 12:02 p.m. 1. CALL TO ORDER, ROLL CALL Committee members Present: Committee members Costa, Flahive (via telephone), Greenbaum and Howard Note that Committee member McHugh resigned to accept an appointment to the Planning Commission and the Town Council will consider appointment of Karen Gerbosi to the Committee at the February 3, 2015 Town Council meeting. Ms. Gerbosi is in attendance at this meeting to observe the proceedings. Councilmembers Absent: None Staff Present: Town Manager/Town Engineer David Bracken Director of Administrative Services/Town Treasurer George T. Warman, Jr. Town Clerk/Assistant to the Town Manager Rebecca Vaughn SALUTE TO THE FLAG: Town Manager Bracken led in the Pledge of Allegiance. 2. OPEN TIME FOR PUBLIC REGARDING NON-AGENDA ITEMS - None 3. COMMITTEE MEMBER INTRODUCTIONS The Committee members introduced themselves and stated their reasons for their interests in participating on the Committee. 4. DISCUSSION ITEMS 4a. Discussion of Purpose of Committee Town Manager Bracken discussed the purpose of the Sales Tax Override Measure. Administrative Services Director Warman explained that the override does not apply to automobile purchases where the buyer does not live in Town. However, if a Corte Madera resident purchases a car elsewhere, the Town gets the Sales Tax Override. 4b. Organization of Committee: Selection of Committee Chair and Vice Chair Sales Tax Citizens Oversight Committee Minutes 2 January 29, 2015 Michael Costa volunteered to serve as Chair of the Committee and Steven Flahive volunteered to serve as Co-Chair. The nominations were approved by the Committee. 4c Establishment of Goals and Objectives Town Manager Bracken discussed Ordinance 934, the Ordinance that was approved by voters to enact Measure B, the Sales Tax Override. He also discussed Resolution 01/2014 which established the Sales Tax Citizens’ Oversight Committee, and the duties of the Committee members. Administrative Services Director Warman explained that that tax went into effect on April 1, 2014 and the first payment was received July 1, 2014. The State Board of Equalization distributes the revenue, advancing funding every three months, and reconciling in the fourth month, deducting administrative charges and miscellaneous items. He then showed the Committee where to find the applicable information on the Town’s website, and stated that no funds have been spent yet, and that one of the objectives of the measure was to build up cash reserves. 5. FUTURE AGENDA ITEMS At the next Committee meeting, staff will provide the group with sample reports to consider for use as templates for development of their annual reports. Administrative Services Director Warman stated that there will be a special section in the budget where items funded using Sales Tax funds will be listed. The first annual report will be for Fiscal Year ending June 30, 2014 showing the cash accrued and then the committee can do a second one in September of this year, for Fiscal Year ending June 30, 2015. 6. DISCUSSION OF NEXT MEETING DATE AND ADJOURNMENT The meeting was adjourned at 1:05 p.m. to the next Sales Tax Citizens Oversight Committee meeting tentatively scheduled for a date to be determined in September at Town Hall Council Chambers.
