Town of Cortland Board of Trustees Town Board Meeting Town Hall, 59 S. Somonauk Road Cortland, IL 60112 March 24, 2025 MINUTES CALL TO ORDER / PLEDGE OF ALLEGIANCE / ROLL CALL Mayor Pietrowski called the regular meeting of the Board of Trustees to order at 7:00 p.m. The Pledge of Allegiance was recited, and roll call was called showing as present Trustees Brad Stone, Michael Siewierski , Doug Corson, Randi Olson. Shown as absent were Trustees Jim Walker and Charmaine Fioretto. Quorum was present. Also present were Public Works Director Joel Summerhill, Police Chief Lin Dargis, and Town Attorney Kevin Buick. APPROVAL OF AGENDA Trustee Stone moved and Trustee Siewierski seconded a motion to approve the agenda as presented. Unanimous voice vote carried the motion. PUBLIC WISHING TO SPEAK David Pehlke addressed the Board stating that he has begun collecting signatures for a petition to allow chickens within town. He would like to have a referendum on this election process, if possible. Mr. Pehlke engaged in discussion with trustees. Kim Dettman addressed the Board stating that she would like the people to have the option of allowing chickens provided they are being responsible. CONSENT AGENDA 1. Approve Town Board Minutes of February 24, and March 10, 2025 Clerk Aldis read the consent agenda into the record. Approve the minutes of February 24, 2025, and March 10, 2025. Trustee Siewierski moved, and Trustee Olson seconded a motion to approve the minutes of February 24, 2025, and March 10, 2025, as presented. Roll call vote: Yea: Trustee Stone, Trustee Siewierski, Trustee Corson, Trustee Olson Nay: None Absent Trustee Fioretto and Trustee Walker Motion carried NEW BUSINESS FOR DISCUSSION AND POSSIBLE ACTION 2. Approve Intergovernmental Agreement for the Provision of Joint Salt Purchasing for the Town of Cortland Trustee Stone moved to approve an Intergovernmental Agreement for the Provision of Joint Salt Purchasing with DeKalb County for the Town of Cortland. Mr. Summerhill discussed how the process works with the trustees. Approve an Ordinance Authorizing the Sale of Personal Property owned by the Town of Cortland, DeKalb County, Illinois (65 ILCS 5111-76-4 allows for the sale of town owned surplus property including Cell Phones, Desk Phones, Misc Office Equipment: Chairs, Tablets, Personal Computers, Misc Work Equipment: Lift Station Grinder) Trustee Stone moved to Approve an Ordinance Authorizing the Sale of Personal Property owned by the Town of Cortland, DeKalb County, Illinois (65 ILCS 5111-76-4 allows for the sale of town owned surplus property including Cell Phones, Desk Phones, Misc Office Equipment: Chairs, Tablets, Personal Computers and peripherals, Misc Work Equipment: Lift Station Grinder), seconded by Trustee Siewierski. Roll call vote: Yea: Trustee Stone, Trustee Siewierski, Trustee Corson, Trustee Olson Nay: None Absent: Trustee Fioretto and Trustee Walker Motion carried Ord 2025-02 4. Approve Remote Attendance Policy, as amended to include current statutory language Trustee Olson moved to Approve Remote Attendance Policy, as amended to include current statutory language, seconded by Trustee Stone. Attorney Buick explained that this amendment brings the town's policy up to current standard with statutory language that came about during COVID and an additional exception of unexpected child care. Roll call vote: Yea: Trustee Stone, Trustee Siewierski , Trustee Corson, Trustee Olson Nay: None Absent: Trustee Fioretto and Trustee Walker Motion carried P 2025-02 COMMENTS Trustee Corson stated that in support of Cortland Community Library, the Director's dog Annie is entered into a Cutest Pet Contest through the Kane County Chronicle. Voting ends March 31, 2025. Mayor Pietrowski commented regarding the numerous complaints during the Frontier fiber installation. The third-party vendor is Ervin Cable Contractors, the phone number provided is 815-599-3927 or Customerservice@ervincable.com MAYOR'S REPORT Mayor Pietrowski reported the Lions Club Easter Egg Hunt committee is meeting this evening. He also stated that the SummerFest Committee is shaping up that event. When asked regarding splash pad opening Director Summerhill indicated it would be May 20 or 21st, before Memorial Day.
