A Regular Meeting of the Historic and/or Architectural Review Board will be held on Tuesday, January 14, 2014,
in the Mayor’s Conference Room at City Hall at 8:00 a.m.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Leslie Wineburg, Pam Abbott, Mary
Ann Kane, Richard Stock
Absent: Commissioner Pam Abbott
Staff Present: Deputy Chief William Knickerbocker, Confidential Secretary to the Mayor, Shellie
Blaisdell
Approval of the December 10, 2013: Motion to approve the minutes of the December 10, 2013, as submitted
Motion by: Comm. Dineen
Seconded by: Comm. Stock
Ayes – 5
Nays – 0
Item #1 – 32 Church Street – Cortland Free Library – (Jon Carnes) – Install New Roof over portico
Proposal:
o Full removal of the asphalt shingle roof over the portico. The new roof will closely match the roof that was
original to the building.
o Roof will be a a new standing seam roof
o Material is metal. The metal pans and flashing will be a coated copper product by Revere Copper.
o Color: Freedom Gray
Applicant Jon Carnes was present for the meeting.

Decision of Commission:
MOTION TO APPROVE THE PROPOSAL AS SUBMITTED.

Old Business:
o 77 Main Street – is in court. They have removed the sign and the business is no longer there.
o Clock Tower – Owner is not happy when they were told of the sign regulation. Jessica Crawford is the new
tenant and has scheduled a time to meet with Linda Kline. Linda will work with the tenant.
New Business:
Linda Kline introduced a public art program commission that Sheila Cohen has announced. It will provide artwork
throughout the community and incorporate the history of the city and the community.
o Comm. Dineen will sit on the committee.
Comm. Kline was approached by Mayor Tobin in regards to consideration for combining the 2 commissions
(Planning and Historical). The thoughts are to streamline the process of both commissions.
o The thoughts from the Historical Commission are confusion. Feels there is a clog in the system. Do
not see the logic of combining the two commissions and oppose the consideration.
o Ann Doyle, city resident, stated she went to a Common Council meeting and spoke in support of
keeping the commissions separate.
