February 11, 2014
A Regular Meeting of the Historic and/or Architectural Review Board will be held on Tuesday, February 11, 2014,
in the Mayor’s Conference Room at City Hall at 8:00 a.m.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Pam Abbott, Mary Ann Kane, Karina
Murphy
Absent: Commissioner Richard Stock
Staff Present: Deputy Chief William Knickerbocker, Confidential Secretary to the Mayor, Shellie
Blaisdell
An introduction was made for new member of the board Karina Murphy filling the vacancy of Leslie Wineburg.
Approval of the January 14, 2014: Motion to approve the minutes of the January 14, 2014, as submitted
Motion by: Comm. Dineen

Item #1 – 24 Main Street – (Carlos Falso) – Signage / Advertisement
Proposal:
o Attach a sign on the metal edge of the existing overhang
o Sign “TATTOO” letters are white
o Material is ceramic letters on oak wood backing (the wood backing is black)
o Wood is screwed into the aluminum awning (2” screws, 3” long bolts into overhang
The applicant Carlos Falso was not present for the meeting. Signage was installed although Mr. Falso was made
aware of the process and regulations for signage in the historical district of Cortland. He was approached and made
aware of the process and submitted his application after installing the signage.
• The comments by the board:
• Sign is not conducive to the weather-will deteriorate quickly
• Does not feel sign is attractive
• Could start a precedent if allowed the sign to be on the aluminum overhang-there is no other on the street
• Feel it could be done more tastefully
• Does not provide for continuity along the buildings down the street
Recommendations include:
• Put in the window-white vinyl letters – using 25% of the available space, either upper or lower part of
window
• Hang the sign (the sign put up without approval from Historic Board) with chain from the awning

Decision of Commission:
A motion was made by Comm. Abbott to deny the request for the signage as presented with a recommendation to
have Mr. Falso return to the Historic Commission with his proposal to answer questions the Commissioners have
and represent to the board his proposal(s). This motion was seconded by Mary Ann Kane.
It was directed to Code enforcement to instruct Mr. Falso to take his sign down.

Old Business:
o 77 Main Street – is in court. They have removed the sign and the business is no longer there.
o Clock Tower - Jessica Crawford is the new tenant and has requested one more month to get settled before
meeting with Linda Kline. Linda will work with the tenant.
New Business:
Linda Kline received a call from the Cemetery on Tompkins Street on fund raising events coming in March to
create income for the cemetery. Linda Kline had reference to some suggestions to help with the fundraising.
