HISTORIC/ARCHITECTURAL BOARD Historic and/or Architectural Advisory Board City of Cortland November 4, 2014 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, November 4, 2014, in the Mayor’s Conference Room at City Hall at 8:00 a.m. Present: Chairman Linda Kline, Commissioners Christine Barnes, Karina Murphy, Pam Abbott, Mary Ann Kane, Richard Stock Absent: Commissioner Dan Dineen, Zoning Officer Bob Rhea Staff Present: Deputy Fire Chief Bill Knickerbocker, Confidential Secretary to the Mayor; Shellie Blaisdell Approval of the October 14, 2014 minutes: Motion to approve the minutes of the October 14, 2014 meeting. Motion by: Comm. Abbott Seconded by: Comm. Barnes Ayes – 6 Nays – 0 Item #1 – 33 Main Street – (Paul Mangianele, Sam Braine) – Updated changes from original proposal A request from the applicant to change the original design concept which was approved on August 12, 2014 by the Historic Commission due to unforeseen complications in completing the work is being requested. Part of the original proposal was to frame the front sign with a 5 1/2 “composite board and to frame the business name on the side building. The applicant is submitting a revised application to have the sign “Long Island Bagels” be free floating (no border) with a single underline 5 1/2” red board. Applicant states the border would look obscured, it is not centered. The underline gives it a clean look. Other issues are the concrete is difficult to work with, the frame (border) is not moveable. The Board had requested a second coat of paint on the board to make it a solid and even tone – getting rid of the brush strokes that are very visible. A recommendation from the board is to have a ½ round strip go down the center of the 5 1/2” board, end to end and painted the beige “Vienna” color to tie into the post and other accents of the building. This proposal was not objectionable. Decision of Commission: A motion was made by Comm. Chair Kline to approve the application as recommended by the Commission “to have a ½ round strip go down the center of the 5 1/2” board, end to end and painted the beige “Vienna” color to tie into the post and other accents of the building and to have the Central Ave side mirror the design. The motion was seconded by Comm. Murphy. Motion by: Comm. Kline Seconded by: Comm. Murphy CITY OF CORTLAND – OCTOBER 14, 2014 HISTORIC/ARCHITECTURAL BOARD Approved: Ayes – 6 Nays – 0 New Business/Old Business: From the October 14, 2014 meeting it was presented that “The Cortland Diner” – colors would remain the same- using the existing frames, fonts etc. for the new business name (previously Macho Burger) with the logo of the mustache being removed. It was found they did not follow the design concept and used different fonts and sizes for the sign on the post in the parking lot. This was objectionably by the Commission. The Chair asked a letter be sent to the tenant and the landlord stipulating no further work be completed until they have put forth an application to the board. A letter will be sent from the City Clerk’s office. 94 Tompkins Street has been doing work based on “everything being the same” with just updating/refreshing however there was noted differences and they have been asked to stop work until they bring an application before the board. Chairperson Kline mentioned the utility boxes on the poles in the City are being painted by volunteer groups. Asked the board to pay attention to what is being painted and bring any objections to the board for review. She also wanted to indicate the appreciation of the artists involved in the project and welcomes the talent. Dates for 2015 Historic Commission meetings are set and handed out. There were no objections to the dates. Adjournment: Motion by: Comm. Abbott Seconded by: Comm.
