HISTORIC/ARCHITECTURAL BOARD Historic and/or Architectural Advisory Board City of Cortland January 13, 2015 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, January 13, 2015, in the Mayor’s Conference Room at City Hall at 8:00 a.m. Present: Chairman Linda Kline, Commissioners Christine Barnes, Karina Murphy, Mary Ann Kane, Richard Stock, Dan Dineen Absent: Commissioner Pam Abbott Staff Present: Deputy Fire Chief Bill Knickerbocker, Zoning Officer Bob Rhea, Confidential Secretary to the Mayor; Shellie Blaisdell Approval of the November 4, 2014 minutes: Motion to approve the minutes of the November 4, 2014 meeting. Motion by: Comm. Stock Seconded by: Comm. Murphy Ayes – 5 Nays – 0 Item #1 – 32 Church Street – (CACTC-Sara Watrous and Matt Whittman) – To hang banners 9’x12’-Literacy Applicant presented their application of hanging 9’x12’ literacy banners at two locations in the City. The first to be located at the Library, 32 Church Street and the second one to be hung at the YWCA on 14 Clayton Avenue. They have up to six (6) banners, representing works of art promoting values of the community with Cortland embracing literacy. Applicant stresses the benefits of a larger initiative of partners involved in the literacy coalition being formed to combat the literacy problem in the community. The other four (4) banners will be placed in other areas throughout Cortland and there is a possibility of rotating the signs. The Commission suggested other locations other than the Historic district where the banners would cover architectural features of the building. The Commission also wants to keep away from being “permanent” fixture. Comm. Kane does not support the locations for the banners. Decision of Commission: A motion was made by Comm. Dineen to approve the application with the stipulation the banners can be hung for 90 continuous days at both locations with the sign on library being lowered so as to not obstruct the architectural detailing of the building and dental work. They also need to seek the required variances from the Zoning Board of Appeals. The motion was seconded by Comm. Barnes. Motion by: Comm. Dineen Seconded by: Comm. Kane) New Business/Old Business: CITY OF CORTLAND – JANUARY 13, 2015  HISTORIC/ARCHITECTURAL BOARD 77 Main Street – it looks like the applicant did not install the approved aluminum wood clad windows. Bob Rhea will contact owner to discuss what was installed, if they are vinyl, he will issue citation. Long Island Bagel – the project still looks incomplete with no half-round yet.
