April 23, 2015
A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, April 23, 2015, in the
Mayor’s Conference Room at City Hall at 8:00 a.m. (This meeting was originally planned for April 14, 2015 and
was rescheduled to April 23, 2015.
Present: Chairman Linda Kline, Commissioners Christine Barnes, Mary Ann Kane, Richard Stock,
Dan Dineen, Karina Murphy (K. Murphy arrived after Item #1 was closed)
Absent: Commissioner Pam Abbott
Staff Present: Zoning Officer Bob Rhea, Secretary Shellie Blaisdell
Item #1 – 31 Main Street/Finger Lakes Tasting Room – (Tom/Shannon Terwilliger)
– Sidewalk Cafe Table and Chair Permit – 3 tables/6 chairs
Tom Terwilliger presented his application for the outside Café Table and Chair Permit for outdoor seating.
Proposing three (3) wood tables for outside of store front – 1 black, 1 red, and 1 green with 2 chairs per table
(resin with cushion). There will be a black retractable belt post and trash receptacles for the staging area.
Decision of Commission:
A motion was made by Comm. Dineen to approve the application with the note the applicant cannot impede the
sidewalk traffic. The motion was seconded by Comm. Kane.

Item #2 – 84 Tompkins Street – (Michael Riese for Angela Thurlow)
– Construction of ramp/walk to access house to driveway
Michael Riese presented the application for a new ramp for the backside of the house from the back door to the
driveway and a secondary handrail from the driveway to the garage. The ramp will be made of pressure treated
lumber with no color or stain applied. The stair railings will have straight posts and spindles and will be black
aluminum. The Secondary handrail to the garage will also be black aluminum and will be 40 feet in length – there
will be no spindles.
Decision of Commission:
A motion was made by Comm. Dineen to approve the application. The motion was seconded by Comm. Barnes.

Item #3 – 67 Main Street – (Peter Griswold/NBT Bank)
– Install new double hung windows on east elevation of 67 Main Street, 2nd floor
Peter Griswold presented the application of new windows installed – 6 new double hung windows in the back of
NBT bank. The windows will be aluminum clad wood, color bronze.
Decision of Commission:
A motion was made by Comm. Dineen to approve the application and was seconded by Comm. Murphy.

New Business/Old Business:
Long Island Bagel Shop still needs to put the one board up that was part of their original proposal.
The YMCA – is laying patch work in the driveway/parking area.
Chair Linda Kline stated she would not be available for the May 12th meeting and Comm. Richard Stock would
chair the meeting.
Chair Kline stated there would be a big project coming before the board at the May 12 meeting for the
Marketplace Mall.
