HISTORIC/ARCHITECTURAL BOARD Historic and/or Architectural Advisory Board City of Cortland June 9, 2015 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, June 9, 2015, in the Mayor’s Conference Room at City Hall at 8:00 am. Present: Chairman Linda Kline, Commissioners Christine Barnes, Mary Ann Kane, Richard Stock, Dan Dineen, Karina Murphy, and Pam Abbott Staff Present: Zoning Officer Bob Rhea, Secretary Shellie Blaisdell Item #1 – 46 Main Street/Jumpin Jax – (Langendoerfer) – Sidewalk Cafe Table and Chair Permit Applicant is requesting the use of sidewalk café tables and chairs. There is no barrier proposed due to no alcohol sales. The proposal is three tables are pedestal and round stone top in light green color. Decision of Commission: A motion was made by Comm. Dineen to approve the application as presented and seconded by Comm. Stock. Motion by: Comm. Dineen Seconded by: Comm. Stock Approved: Ayes – 6 Nays – 0 Item #2 – 94 Tompkins Street – (Babjack) – Investigate dimensions of the fence constructed between 2 James Street and residence - Request to reconstruct fence with included dimensions - Continue with fence design in side yard The proposal is for fencing on 2 different locations on the property. It is the same construction for both. For James Street side the split rail fence will be removed and they will install 24 feet to the tree (mid drive). The tree will be taken down at a later date. The top of the fence will have a lattice section. The next 24 feet will be 3 feet in height (no lattice) and will have “dog ears” on the posts. The post and framing will be pressure treated lumber with Azak composite. There will be pebble stones from the driveway over to the fence at a width of 18 inches. The color of the fence panels will be a taupe/green. It was recommended to have landscape carpet to prevent weeds. The second fence will have the same fence with the lattice top. It will run 42 feet back from the sidewalk and 6 feet from the property line and extend back to the garage. The fence will have a gate and will be 1/3rd the distance from the house. All posts and framing will be the same called treated lumber with CITY OF CORTLAND – JUNE 9, 2015 HISTORIC/ARCHITECTURAL BOARD azak fence panels, treated lumber and painted. The applicant indicates there will be landscaping in the future and knows he needs to come before the board again for that. Decision of Commission: A motion was made by Comm. Barnes to approve the application with the exception of 24 feet of James Street side. The motion was seconded by Comm. Murphy. Motion by: Comm. Barnes Seconded by: Comm. Murphy Approved: Ayes – 5 Nays – 0 Abstain – 1 – Comm. Kane Item #3 – 33 Main Street – (Mangianele) – Sidewalk Café Table and Chair Permit Applicant is requesting the use of sidewalk café tables and chairs. There is no barrier proposed due to no alcohol sales. The proposal is three black metal tables with square open lattice design for the table top. There will be 9 chairs (3 chairs per table), and will be the same black metal with the seats being open lattice design. There are no cushions. They will be placed near the corner splitting the difference between the road and the tree. The tables will be taken in each night. Decision of Commission: A motion was made by Comm. Stock to approve the application and was seconded by Comm. Dineen. (Mr. Mangianele stated the ¼ inch round will be done at the time the tables come in). Motion by: Comm. Stock Seconded by: Comm. Dineen Approved: Ayes – 6 Nays – 0 New Business/Old Business: The exterior door needs refreshing paint at 33 Main Street. Chairperson Kline provided a color match. 78 Main Street – the awning is ripped and in disarray. Commission asked the Zoning Officer if he could notify the property owner to take it down. Wild Ginger (33 Main Street) has a mailbox attached to the building in front – there are no mailboxes at any other business on Main Street.
