HISTORIC/ARCHITECTURAL BOARD Historic and/or Architectural Advisory Board City of Cortland November 10, 2015 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, November 10, 2015, in the Mayor’s Conference Room at City Hall at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, and Pam Abbott, Chris Barnes, Karina Murphy Absent: Commissioners Mary Ann Kane, Richard Stock Staff Present: Secretary Devon Rainbow, Zoning Officer Bob Rhea Item #1 – 34 Tompkins Street – (Thoma Development) - Signage A new sign is needed due to the theft of the old one. The new sign will be vinyl wrapped MDO board 2’4’’x 4’ (23’x 48’’). Color samples were provided in green, black, white and gold. The new sign will be attached to the right bay porch with steel screws and chains. There will be a small scale spotlight mounted under the porch eves to light up the sign. Two low-voltage landscape lights will be mounted on the front yard tree to softly light the building. They would also like to repaint the building trim as it is peeling and fading. The paint will match the color of the new sign and be very similar to the existing trim color. Decision of Commission: A motion was made to approve as presented Motion by: Comm. Barnes Seconded by: Comm. Murphy Approved: Ayes - 4 Nays - 0 Item #2 – 46 Main Street – (Jumpin Jaxs) – Signage Violation The sign originally approved is not what is currently being used. The wrong designs were given to the printing company. The new signs are easier to read and looks better than the original ones. The window coverage is less than 25%. Barnes Approved: Ayes – 4 Nays – 0 Item #3 – 40 Main Street – (CDP) – Benches In 2010 a proposal was submitted to return park benches to the downtown area. The bench design will inspire the culture and industry heritage of the community. The first bench was inspired by the Brockway Industry. One set of the new benches are inspired by “Ski Cortland”. They are repurposed Ski chairlifts. One will be placed either in front of the clock tower or Bernard’s and the other will be placed by highway exit 11, coming into the City. They will be a steel frame finished in a mat black with wooden seats and will swing back and forth a little. The benches will be secured and anchored down. The second set of benches are representing “The Crown City”. There will be six of them secured between Central Ave and Court Street. Different sponsorships will be putting plates on the benches. There are some safety concerns with the swinging chair lift. Decision of Commission: A motion was made to approve as presented and to come back to the board with plans on the signage for the chairlift benches. Motion by: Comm. Abbott Seconded by: Comm. Dineen Approved: Ayes – 4 Nays – 0 Item #4 – 50 Main Street – (Seven Valley CrossFit) - Door Replacement A new front door is needed to accommodate wheelchair accessibility. The new door will match the existing door with the aluminum framing, clear tempered glass and an addition of a side lite and continuing the upper transom. The measurements will be, Height: 7 feet, Width: 3 ½ feet, Side lite: 18’’ wide, and the glass ¼’’ tempered glass. Barnes Approval: Ayes - 4 Nays - 0 Item #5 – 22 Tompkins Street – (YMCA) - Signage Replacing the old logo sign with the new logo sign. It will be 5’8’’ x 6’11 ½’’ and made from PVC. The new sign will be placed above the front entrance on the left side with no lighting. The letters will be all white. Decision of Commission: A motion was made to approve as presented. Motion by: Comm. Dineen Seconded by: Comm. Abbott Approval: Ayes - 4 Nays – 0 Minutes of September 8, 2015: a motion was made to approve the minutes as amended. Motion by: Comm. Dineen Seconded by: Comm. Murphy Approved: Ayes – 4 Nays – 0 After reviewing the previous month’s minutes, it was decided to reverse the original motion on Jumping Jax from tabling it to next month to approving the new design. New Business/Old Business: Bagel shop still has not put the approved color line on their sign. There is conflict between the business owner and building owner. 77-79 Main Street has not taken out the fill-in that was put into the windows. A violation notice was given in the early spring with a 60/90 day compliance. CITY OF CORTLAND – November 10, 2015  HISTORIC/ARCHITECTURAL BOARD The fence on 94 Tompkins is being fixed in stages. A professional is working on it. The fence when completed will be built according to the proposal which was presented and approved at the 6/2/15 meeting. Adjournment: Motion by: Comm.
