A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, May 10, 2016,
in the Mayor’s Conference Room at City Hall at 8:00 am.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Chris Barnes, Richard Stock
Absent: Commissioners Mary Ann Kane, Karina Murphy
Excused: Commissioner Pam Abbott
Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea
Minutes of March 8, 2016: a motion was made to approve the minutes as presented.

Item #1 – 64 Main St (Seals) – Landscaping
Outdoor Seating
Judd Seals (the Owner) would like to add an outdoor seating area to his business on 64 Main Street. The
flooring and seating will be removable so it will not be out in the winter months. The temporary flooring
will be wooden deck tiles that will hook together to create one monolithic piece. The tiles are
constructed of Cumaru wood. The East side of the seating area will consist of 5 concrete planter boxes
with recessed panels and a large plastic black chain connecting them to provide a barrier. The concrete
panels will be painted a black distressed look to match the bar area inside the building. The West side
will consist of a steel rail with black straight spindles and a wooden top as a barrier. There will be chairs
spaced out around for eating as well. There will also be a temporary black canvas awning with
galvanized steel posts. It will expand out about 12ft. to cover the seating area. The area that currently
has bushes will be dug up and relocated. That area will be filled in with concrete to match the rest of the
sidewalk. The extra seating will be 4 lower square tables with 4 chairs at each table on the East side. The
4 high top tables will have a round top with 4 chairs and will be on the West side.
A motion was made to approve the application as presented.

New Business/Old Business:
77-79 Main Street still has 3 windows to replace.
Bagel shop still has not put the approved color line on their sign. A violation was issued last spring. The
applicant went against the original application that was approved and the Historic Commission agreed to
approve the error with stipulation. Nothing about the project is as originally proposed. The Zoning
officer will be visiting them again.
45 Main Street, The Wild Ginger Restaurant has been spoken to regarding the mailbox they have in front
of the business. They were told they need to go get a PO Box at the Post Office. They were also spoken
to regarding the dumpster in the back. The doors in the front of the building need to be replaced. If they
are going to change the type of door, then they need to come before the Historic Commission. The
Zoning Officer is working on helping them resolve these issues despite some language barriers.
The CrossFit business has frosted the windows without permission of the Historic Commission. It was
asked that the ZEO remind them that they are in the Historic area and any changes need to come before
the Commission.
The “Logo this” business sign is still up and needs to be removed. When a business in no longer, the sign
is supposed to come down.
One of the windows is broken and boarded up at the Downtown Partnership. This needs to be replaced.
