A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, June 14,
2016, at 37 Church St first floor Conference Room at 8:00 am.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Chris Barnes, Richard Stock,
Pam Abbott, Karina Murphy
Absent: Commissioner Mary Ann Kane
Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea, Administrative

Minutes of May 10, 2016: a motion was made to approve the minutes as amended.

Item #1 – 11-15 Main St. (McNeil) – Façade Changes

Item #2 – 17-29 Main St. (McNeil) – Façade Changes
Façade Renovations
Linda explained that 11-15 Main Street will have new cement board panels and trim. The existing stone,
beams and columns will stay and be painted a brighter green color. New aluminum windows will replace
the old ones. There will be gray painted above all the windows. The building is recessed. 17-29 Main
Street the columns are repeated as in 11-15. There will be 3 new glass canopies over the 3 entryways
into the building. They will come out 4ft. and will have black steel brackets holding them. 3 Signs will be
placed over the entrances for each business. They will have floating letters with the color and font up to
each owner (Edward Jones, Bridal Shop and McNeil & Co.). There will be a new entry into the building
for the upper floors. It will replicate the old archway that used to be on the building many years ago. The
entrance will be recessed but the building will not. The second, third and fourth floors upper part of the
windows, façade, and capital will be painted with the same green color that is on the first floor. There
may be some free standing flower pots next to the building for landscaping. There was talk about a
directory on the sidelight next to the door.

The applicant stated that there will be lighting and color selection on the precast stone that they will
come back to the committee with once they have a better idea and samples to share.
A motion was made to accept the application as presented with both color greens that were presented
(Benjamin Moore - Martha’s Vineyard or Boreal Forest AF-480), and the signage with the free floating
letters for the 3 businesses presented. Floors 2-4 and the capital will follow the color scheme as the
main floor. The glass canopies will be in black steel brackets. Additional signage and any lighting will
come back to the board for approval.

David McNeil wanted to say thank you to the Historic Board for all the work they do. The downtown
area looks the way it does because of the board. A special thank you to Linda for all the work she does
on her presentations for the projects.
Item #3 – 3 Church St. (Lutz) – Demo
Removal of Bell Tower
No one was present to speak about this application. ZEO explained that the applicant was concerned
that the tower is unsafe. They do not have the funding to fix it and maintain it. They have a contractor
that is willing to remove it.
The Commission would like to know if there are any other possibilities of fixing the tower. SHIPO may be
able to help with some of the funding. If there was paint on it, it may help protect the wood from
weathering.
A motion was made to table this item until the applicant can be present to answer any questions.

Item #4 – 17 Tompkins St. (Griswold) – Landscaping
Façade and Landscaping changes
This property has come in front of the board before but was never finished. The applicant would like to
remove the side porch and stairs. They plan to replace the door with a double window. The concrete will
be removed and grass will be planted in its place. The second part of the project is to replace the back
porch roof. Currently it is flat and they would like to make it peaked. The stairs will be relocated and
replaced with composite material in a gray finish. The spindles will be straight and not twisted.

The applicant would like to add the replacement of the front porch to match the back porch to the
application with the permission of the Commissioners.
A motion was made to approve the application as presented and to include the replacement of the front
porch to match the back.

New Business/Old Business:
77-79 Main Street still has 3 windows to replace. This place may be going under new management.
Bagel shop still has not put the approved color line on their sign. A violation was issued last spring. The
last time they were asked about it, they stated they would get it put on.
45 Main Street, is under new ownership and the mailbox has been removed. The new owners will also
be replacing/fixing the front doors.
The “Logo This” business sign is still up and needs to be removed. When a business in no longer, the sign
is supposed to come down. One of the windows is broken and boarded up at the Downtown
Partnership. This needs to be replaced.
