City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland July 12, 2016 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, July 12, 2016, at 25 Court St Mayors Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Chris Barnes, Richard Stock, Mary Ann Kane, Karina Murphy Absent: Commissioner Pam Abbott Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea Minutes of June 14, 2016: a motion was made to approve the minutes as presented. Motion by: Comm. Dineen Seconded by: Comm. Stock Approved: Ayes – 5 Nays – 0 Item #1 – 3 Church St (Lutz) – Demo  Removal of Bell Tower This church was built in 1836 and is the oldest building in Cortland County. It is one of 2 cobblestone buildings in the Country. There have been many famous speakers in the church. It was used as the City’s first Town Hall. There was some leaking in 1990’s causing damage. The applicant stated that they have not tried to apply for grants at this time. There is a company called Sacred Sites Grants for churches like this one. It is unclear if the Bell Tower was part of the original structure. The acoustics should not be affected by this construction. The engineer states that the Steeple and Belfry is not repairable at this time and is time sensitive due to safety concerns. At this time the plan is to remove the Steeple and Belfry and infill the opening with rafters and roof sheathing matching the pitch of the remainder of the roof. They will look into the grants out there to replace the Steeple at a later date. A motion was made to approve the removal of the Bell Tower and repair the roof. Motion by: Comm. Dineen Approved: Ayes – 5 Nays – 0 Minutes of July 12, 2016 meeting City of Cortland - Historic/Architectural Board Item #2 – 1 North Main St. (Yaman) – Façade change  Stain exterior of building The plan is to stain the taller building and on the shorter level building stain an accent band only leaving the body of the building as is. (See photo) It would be done by a professional company that specializes in this. A motion was made to accept as proposed. Motion by: Comm. Dineen Seconded by: Comm. Barnes Approved: Ayes – 5 Nays – 0 Item #3 – 21 Court St. (Taw) – Roof Restoration  Repairs to leaking roof The City has a Grant through EPF for restoring portions of the roof at the fire station, including the clay roof. The look of the building will not change. They will salvage what material they can and match what they cannot. The work will include removal and replacement of clay tiles, copper flashing and structural wood deck members. A motion was made to accept as proposed. Motion by: Comm. Dineen Seconded by: Comm. Stock Approved: Ayes – 5 Nays – 0 Item #4 – 17 Tompkins St. (Griswold) – Façade change  Reside the house  Replace the roof on 3 lower front roofs with copper The 3 roofs in the front of the house will be replaced with copper. The siding of the house will be a pre- finished cement board in Nantucket Gray. There will be some painting done in Storm (AF-700, dark color-trim), Grey Owl (OC-52, lighter color-trim), and Caliente (AF-290, red-details). The pattern will follow as proposed and approved in 2007. A motion was made to accept as proposed. Motion by: Comm. Dineen Seconded by: Comm. Stock Approved: Ayes – 5 Minutes of July 12, 2016 meeting City of Cortland - Historic/Architectural Board Nays – 0 Item #5 – 65 Main St. (McNeil) – Rear entrance  Remodel of rear entrance A new rear entrance with a canopy is proposed. The canopy will be a frosted glass with 4 brushed chrome steel supports approximately 9ft from the ground. It will be a single entrance aluminum door with transom and sidelights. The color to be used for the door is Crazed Cranberry. The ramp will be concrete and the railings will be galvanized steel. The sign will match the buildings existing signs. A motion was made to accept as proposed. Motion by: Comm. Dineen Seconded by: Comm. Stock Approved: Ayes – 5 Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace. This place may be going under new management. Bagel shop still has not put the approved color line on their sign. This has been brought to an Attorney to deal with. The “Logo This” business sign is still up and needs to be removed. When a business in no longer, the sign is supposed to come down. One of the windows is broken and boarded up at the Downtown Partnership. This needs to be replaced. The place on the corner of Tompkins St and James St. was supposed to fix the fence and has not. The current fence that is up is not what was proposed to the Commission. A Pizza and More has benches out front with big red umbrellas. This was never brought to the Commission and no permit was issued. The Beach House has window coverage that appears to be over 25%. The Tattoo place on Groton Ave has window coverage that appears to be over 25%. Adjournment: Motion by: Comm. Dineen Seconded by: Comm.
