A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, August 9,
2016, at 25 Court St Mayors Conference Room at 8:00 am.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Pam Abbott, Richard Stock,
Karina Murphy
Absent: Commissioners Chris Barnes, Mary Ann Kane
Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea
Minutes of July 12, 2016: a motion was made to approve the minutes as amended.

Item #1 – Rental Houses in the City (Silliman) – Signage
Proposal for new rental property signs
Alderman Silliman was present to discuss the proposal that rental houses throughout the City have signs
screwed on the front of the houses. The sign would be UV resistant plastic, oval (12’’X10’’). It will be
black with white 1’’ etched lettering. The sign will contain 4 lines of information. Line 1 - Owner’s Name,
2- Property Manager’s contact #, 3 - Rental Permit #, 4 - Logo or Web Address. This has been in front of
the Common Council. The idea is that these signs will replace the ones that are put into the yards and
left there year round.
There is a concern from Commissioners that these signs will be pointing out rental property that some
families may not want to advertise. Some families have been renting and living in a rental property for
many years.

Item #2 – 104 Main St. (Seibel) – Façade change
Add trim, new window, and awning
George Seibel was present for questions regarding the application. He is proposing to add trim work and
a menu window to make the façade symmetrical and in keeping with the other windows. He will be
repainting the façade and the existing sign along with adding an awning. 2 picnic tables will be placed in
front with umbrellas. The menu window will appear to look like the existing windows but without the
grills. It’s made of the same materials as the existing. The colors that have been chosen for painting are:
Lively Ivy (Body color), Navajo White (Accent color), and Cherokee Red (Trim). There will be wooden
pizza slice shapes placed on the front of the building to pop out. The awning on the front will come out 2
1/2ft to give shade over the picnic tables. Once the awning is up the umbrellas on the picnic tables will
come down. A couple samples of patterns were shown to the Commissioners for the awning and both
are acceptable to be used. The picnic tables are a plastic material in grey color and the umbrellas are red
with the form of large drips along the edge. There is no change to lighting or signage.

Item #3 – 110 Tompkins St. (Hoeschele) – Ramp and Lift
Making property handicap accessible
Mr. Hoeschele was present for questions regarding the application. He is proposing to add a wheelchair
ramp to the cemetery office and a vertical lift on the back of the superintendent’s office. The material
for the ramp will be Trex Wood/Composite decking and railings. The color will be Brown Grove (dark
brown). Additional lighting will be added to the left and right of the office entry door. The lift will have a
36’’ X 54’’ platform with a 42’’ sidewall height. This will be a brown color with no additional lighting.

Item #4 – 120 Main St (Cook) – Signage
Relocating business, moving signage
Linda explained that the business called CALIOS is relocating to the front area of the Clock Tower
building from the back. The owner requests to move the existing signs to the front of the building. One
sign will be placed on the right hand side of the building and another on the left. This will help people
see it coming from both directions. Should there be any other changes or additions including signage on
the windows, doors or elsewhere, lighting or outside seating, he will return to the Historic Commission.
A motion was made to approve the signage relocation.

New Business/Old Business:
77-79 Main Street still has 3 windows to replace. This place may be going under new management.
The “Logo This” business sign is still up and needs to be removed. When a business in no longer, the sign
is supposed to come down. One of the windows is broken and boarded up at the Downtown
Partnership. This needs to be replaced. There is signage in the window for a business called Mag Pies
and needs to come before the Commission.
The place on the corner of Tompkins St and James St. was supposed to fix the fence and has not. The
current fence that is up is not what was proposed to the Commission. A violation was issued by ZEO.
66 Tompkins St, a tree needed to be removed due to being a hazard.
Bagel shop still has not put the approved color line on their sign. This has been brought to an Attorney to
deal with.
Mayor Brian Tobin was present to talk to the Commission
He explained that he often tries to visit each Commission/Board. He is pleased with all the great work
that the Historic Commission is doing and their Commission is very important to the City and
Community. The issue with the Bagel shop has escalated to the point of having to hire an outside
attorney to help settle the matter. The Business owner was willing to cooperate but the owner of the
building does not want to make any more changes. There is a point that when things get to a certain
level that we need to step back and reevaluate the situation. We need to ask ourselves how serious is
the issue and is it worth it? It may not be the best looking but may be well maintained. He encourages
the Commission to keep doing what they do and when it gets to a point of no return to contact him to
meet and discuss the issue.

It was discussed about the possibility of redoing the Historic Commission modification application form
and add an extra line for landlords to sign giving permission for the applicant to make changes to the
building/property. Mayor Tobin will ask Corporation Counsel to suggest wording that may be
appropriate to place on the application.
