A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, October 11,
2016, at 25 Court St Mayors Conference Room at 8:00 am.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Pam Abbott, Richard Stock,
Chris Barnes
Absent: Commissioners Karina Murphy, Mary Ann Kane
Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea
Minutes of August 9, 2016: a motion was made to approve the minutes as amended.

Item #1 – 1 Main Street (Jiang) – Signage
Sign for new business
Mr. Jiang was present to discuss the application. He is proposing 2 new signs for a new business. The one
on Main St. side is going to be 2’ high x 8’ long aluminum sign. The other one on Clinton Ave. side is 3’
high x 12’ long aluminum. The proposed colors are red (dark), black, white and yellow (sunflower). There
is no additional lighting.
The commission discussed how they think free floating letters would look better on the building. The
proposed sign seems too small on the building and the owners could go larger with the floating letters.
The “Eat-In and Take-Out” portion of the sign could be placed in a window and might be better for foot
traffic. The floating letters could be the dark red color. There was more discussion regarding if the
floating letters should wrap around the building or just facing the Clinton Ave. side. There is a tree on
the corner to consider for visibility. Any other signage for the windows needs to come before the
Commission. There is no lighting proposed at this time.
A motion was made to deny the application and have the applicant come back with a new proposal.

Item #2 – 105 Main St. (Grossi) – Signage
Sign for new business
Tom Kaiser was present to discuss the application. His son owns the business and would like to put up
free floating letters in Arial Bold for the new sign. The size of the letters are 10”x 1”. There will be no
additional lighting. The original proposal was going to have to letters in matte black but they would
prefer a satin finish to make it look nicer. They are unsure of how it will be bonded to the building due to
the current holes from the past business.
Some concerns were discussed about the signage in the windows that was put up. One of the windows is
over 25% covered. If the owner does not wish to move the “CHICKEN SPIEDIE” sign back 12inches, then
it will need a variance from ZBA. The Commission asks that the Variance only be approved for a year.
That way it doesn’t carry over with the building to another business. There are a couple signs that light
up and it was mentioned that the “OPEN” lights cannot blink or flash.
A motion was made to accept the proposed with the change of a Satin finish on the lettering with gold
beveled edging.

New Business/Old Business:
Mr. Reeners changed his mind on the pillars he wanted for his new place on Tompkins St. The new
design has a recessed panel. There were no issues with this change from the Commission.
77-79 Main Street still has 3 windows to replace.
One of the windows is broken and boarded up at the Downtown Partnership. This needs to be replaced.
There is signage in the window for a business called Mag Pies and needs to come before the
Commission.
The place on the corner of Tompkins St and James St. was supposed to fix the fence as it is facing the
wrong direction. ZEO will follow up with the owner.
A couple places on Tompkins Street are making repairs to steps and a porch. They are being redone to
match what was originally there.
Key bank has put up new signage due to the change in the name. This was approved by the ZEO. The
board reviewed what was done and has no issues with this change.
