November 8, 2016
A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, November 8,
2016, at 25 Court St Mayors Conference Room at 8:00 am.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Richard Stock,
Chris Barnes, Karina Murphy
Absent: Commissioners Mary Ann Kane and Pam Abbott
Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea
Minutes of October 11, 2016: a motion was made to approve the minutes as amended.

Approved: Ayes – 4

Item #1 – 1 Main Street (Jiang) – Signage
Sign for new business
Pat Doyle, the sign designer was present for the meeting. He explained that the material and size will
remain as presented at the last meeting. The only difference will be that the “Eat in and Take Out” part
of the sign will be removed and placed in the windows in vinyl. It will say “Delivery and Take Out”. This
will be placed on the Clinton Ave. and Main St. side of the building. Pat Doyle did mention lighting but
nothing is being proposed at this time. The Commission requested that the owners be informed that any
lighting needs to come before the Historic Board for approval prior to installation. Pat will make sure
they know to come back to the Board when they are ready to address any lighting. The owners cannot
afford the free floating letters and would like to use the restaurant name in a 2in x 1in black frame. The
colors are the same.
A motion was made to approve the second proposal as presented with no plans on any exterior lighting.
Any addition of lighting will have to come back to the Board.

New Business/Old Business:
77-79 Main Street still has 3 windows to replace as proposed in 2014. The Board wondered if the
violation was issued and if it goes with the building if it is sold without being resolved. ZEO Bob Rhea is
going to look into it.
40 Main St. (Downtown Partnership) is still in violation with the plywood in the window. The sign has
been removed above the canopy and the space has been painted.
98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015.
