City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland December 13, 2016 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, December 13, 2016, at 25 Court St Mayors Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Chris Barnes, Karina Murphy and Pam Abbott Absent: Commissioners Mary Ann Kane and Richard Stock Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea Minutes of November 8, 2016: a motion was made to approve the minutes as amended. Motion by: Comm. Dineen Seconded by: Comm. Murphy Approved: Ayes – 4 Nays – 0 Item #1 – 37/39 Main Street (Cuthbert) – Signage  Window Signage Greg Cuthbert was present for the meeting. Back in August the business moved from Groton Ave. to its new location on Main St. Neon signage was placed in the window before appearing before the Historic Commission for approval. 2 of the signs are pushed back 12”. The sign “Tattoo & Piercing” is what is proposed along with the white vinyl signage on the bottom of the window. There is nothing currently in the City Code that regulates Neon signs. The applicant is within the guidelines. A motion was made to approve the proposal as presented. No additional paper signage in the windows for longer than the 30 days allotted in the City Code. Dineen Approved: Ayes – 4 Nays – 0 Item #2 – 37/39 Main Street (Dallaire) – Signage  Window Signage Minutes of December 13, 2016 meeting  City of Cortland - Historic/Architectural Board Bill Dallaire was present for the meeting. Neon signage was placed in the window before appearing before the Historic Commission for approval. He is proposing 2 signs, “Tanning Beds & Booth” and “Open”. Neither of the signs blink. There was some discussion on how to measure the percentage of window coverage. ZEO measures with the 2 signs being separate. The space between the 2 signs does not count in the 25%. This would put the owner under the 25% allowed coverage. A motion was made to approve the proposal as presented. No additional paper signage in the windows for longer than the 30 days allotted in the City Code. Motion by: Comm. Barnes Seconded by: Comm. Dineen Approved: Ayes – 4 Nays – 0 Item #3 – 40 Main Street (Megivern) – Signage  Window Signage Adam Megivern was present for the meeting. Eight months ago the storefront window was damaged. The window was replaced with plywood. The proposal is to paint the plywood a complimentary color to the sign that is being made with the Ski Cortland logo. This would be temporary due to the City applying for a grant and if received the building will have some renovations including the front façade. The plan would be to start construction in the summer. The sign is going to coordinate with the banners that are going to be hung on Main St. The sign that will be attached to the plywood will be 3”x 4”. After the ski season is over the sign will be replaced with the Historic Downtown Logo. Adam does not want to put too much money into this due to the possibility of being awarded the grant. He has a brown paint that matches the top of the building that he would like to use on the plywood. The Commission asked that the Ski Cortland be taken down and replace with Historic Downtown on March 1, 2017. Adam agreed to this time frame. A motion was made to approve the proposal as presented. Barnes Approved: Ayes – 4 Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace as proposed in 2014. 98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. The Commission talked about Neon signs and how they are becoming more popular and the City should take a closer look into what the rules and regulations could be.
