City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland February 14, 2017 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, February 14, 2017, at 25 Court St Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Chris Barnes, Karina Murphy Absent: Commissioners Mary Ann Kane, Pam Abbott and Richard Stock Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea Minutes of December 13, 2016: a motion was made to approve the minutes as presented. Motion by: Comm. Dineen Seconded by: Comm. Barnes Approved: Ayes – 4 Nays – 0 Item #1 – 11, 15, 17-29 odd Main Street (McNeil) – Exterior Walkway  Rear building exterior walkway, seating Dave McNeil was present for the meeting. He is proposing an exterior walkway and entrance on the rear side of 11, 15, & 17-29 Main St. The decking and ramp will be a composite material Trex Deck and the color will be Winchester Grey. The roof will be a standing seam metal roof with a “natural patina” color green. The columns will be Light Gray or Galvanized. The 2 new back entrance doors will be glass with aluminum frame as proposed in June 2016 for the front renovations. The remaining doors will be either a solid metal panel door or glass with aluminum frame. This will depend on the function of the doors. There will be movable planter boxes made of a treated wood painted a matching green. There will be signs over the doors of the businesses. They will have free floating letters of composite material in grey located in the canopy’s front triangle. All the wall and hanging lights will be the same design and will be as shown in the proposal drawing. The corner entrance door was not originally proposed but was discussed and approved. It is a 3 panel door with glass transoms. It will be double doors with aluminum framing 3rd panel solid glass. The color would be as approved in June 2016. This will comply with ADA regulations and help with the function and safety for people. A motion was made to approve the proposal as presented with the addition of the doors being either the green to match the front of the building or glass. Motion by: Comm. Dineen Seconded by: Comm. ZEO Bob Rhea explained that they are using their original sign from another location and placing it at the new location on the rear side of 99 Main St. A motion was made to table the proposal due to no representative. Motion by: Comm. Dineen Seconded by: Comm. Murphy Approved: Ayes – 4 Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace as proposed in 2014. 98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. The Commission talked about Neon signs and how they are becoming more popular and the City should take a closer look into what the rules and regulations could be. Adjournment: Motion by: Comm.
