City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland March 14, 2017 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, March 14, 2017, at 25 Court St Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Chris Barnes, Karina Murphy, Richard Stock Absent: Commissioners Mary Ann Kane, Pam Abbott Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea, DC Knickerbocker Minutes of February 14, 2017: a motion was made to approve the minutes as amended. Motion by: Comm. Dineen Seconded by: Comm. Murphy Approved: Ayes – 4 Nays – 0 Item #1 – 99 Main St. (Stevens) – Signage  Rear exterior signage No one was present to discuss the proposal. The Commission tried to call the representative to see if they were coming but there was no answer. A motion was made to table the proposal due to no representative. Motion by: Comm. Dineen Seconded by: Comm. Murphy Approved: Ayes – 4 Nays – 0 Item #2 – 55 Main Street (Pothos) – Façade change, lighting, decking  Fire Escape Improvements  Archway across the alley Bruce was present for the meeting. It is being proposed to install a new steel arched walkway across the existing alley to connect 55 Main St. and 8-10 Court St. It will be set 15ft back from the sidewalk. The Minutes of March 14, 2017 meeting City of Cortland - Historic/Architectural Board Railings will be prefabricated heavy iron in a black color. They will have straight rails atop a track of ring designs. The decking is also in a heavy iron material in black. Roofing will be black metal B-Deck (flat deck) with decorative iron on the 2nd floor. There will be 15 decorative wall scone fixtures for lighting. They will be bronze color and for down lighting. There will also be step lights on the stairs of LED quality. The modifications are to provide a safe egress to 55 Main St. The construction that is going to take place on 8-10 Court St. does not concern the Historic Commission at this time. If something should change, the applicant will come back for further review. Trash removal is still undecided. A motion was made by Comm. Dineen to approve the application as presented and second by Comm. Barnes. Approved: Ayes – 4 Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace as proposed in 2014. 98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. The Commission talked about Neon signs and how they are becoming more popular and the City should take a closer look into what the rules and regulations could be. There looks to be a business going in 11 Groton Ave. ZEO will keep a look out for signage. They need to come to the Board for approval before putting up any signage. Adjournment: Motion by: Comm.
