A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, June 13,
2017, at 25 Court St Mayor’s Conference Room at 8:00 am.
Present: Chairman Linda Kline, Commissioners Dan Dineen, Pam Abbott, Karina Murphy,
Absent: Commissioners Chris Barnes, Richard Stock
Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea
Minutes of May 9, 2017: a motion was made to approve the minutes as amended.

Item #1 – 31 Central Ave (Terwilliger) – Façade Change
New paint, windows
Tom Terwilliger was present for the meeting. He is proposing to paint the façade and add storm
windows. He received a grant to help pay for the renovations. 28 Windows will be covered with storm
windows as per SHIPO request. The wood turret and accent bands will be black (Kurkuma AF-350 by
Benjamin Moore). Windows will be Wellesley Brick #4wa25-5 by Devo Paints. The storm windows are by
Sugarcreek Ind. and will include all the windows in the front alleyway and back. They will be a Concord
Style and Mountain Berry color of Aluminum. The awning will be removed temporarily and Tom will
return at a later date for a proposal on replacing the Awning, front door and signage.
A motion was made to approve the application as presented.

Item #2 – 105 Main St (Spiedini’s) – Outside Seating
Café tables out front
Minutes of June 13, 2017 meeting
City of Cortland - Historic/Architectural Board
No one was present for the meeting. Linda explained that she has been in contact with the owner
regarding the Café tables. There are 2 tables up against the building with 3 chairs at each table. They are
a black metal material. A concern was brought up regarding the space between the chairs and the
garbage can that is placed next to the business. There needs to be adequate space for ADA
requirements. ZEO Bob Rhea assured there was and he would remind the owner.

New Business/Old Business:
77-79 Main Street still has 3 windows to replace as proposed in 2014.
98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. ZEO
Bob Rhea has talked to him and he was assured it would be done by the end of May 2017. Since this
conversation, Mr. Babjack has been unreachable. A violation has been sent in the mail but was returned
to Zoning Office.
There is a new Hair Solon at 11 Groton Ave. ZEO Bob Rhea talked to the owner and they are going to be
putting an application together for signage to bring to the commission. This was addressed in April 2017.
22 Main St. has a new sign in his window. It was asked that ZEO Bob Rhea check in with the owner
regarding this. The sign is under the canopy and in the shape of a paddle.
