City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland October 9, 2018 A special meeting of the Historic and/or Architectural Review Board was held on Tuesday, October 9, 2018, at 25 Court St, Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Richard Stock, Dan Dineen, and Karina Murphy, Pam Abbott, and Chris Barnes Staff Present: Confidential Secretary Devon Rainbow, ZEO Bob Rhea Minutes of June 10, 2018: A motion was made by Comm. Dineen to approve the minutes as presented and Comm. Stock seconded the motion. Approved: Ayes – 6 Nays – 0 Item #1 – 50 Main St (Murdock) – Façade  New Signage  Paint The applicant is proposing façade changes as to new windows, block face, upper woodgrain panel, new door, can lighting and signage. The upper façade is an aluminum material in a powder coated cherry woodgrain with bare copper to patina naturally fascia. The trim is a bare copper allowed to patina naturally. They would like to keep the existing brick columns and paint them Bronze (black). The lower half of the wall will be 12”x24” block painted Bronze (black) water Sill, stone in black. The front door will have the same profile with 1” tempered glass with bronze anodized framing. Windows are proposed to be 1” tempered glass, bronze anodized framing and upper transom windows. Can lighting is proposed below the eves. The “SEVEN VALLEY” (10’x8”) signage will be free floating, ¾” cut acrylic, flush mount in black and the “CROSSFIT” (13’x1 ½’) sign the same only in grey color. It has been requested to add an exhaust fan on the backside of the building and will be painted green to match the back of the building. There was discussion on doing a bulkhead using material such as cement board and Azek instead of the proposed split block on the front bottom of the building. Motion to approve with the change of using a bulkhead material such as cement board and Azek in place of the split block was made by Comm. Murphy and second by Comm. Dineen Approved: Ayes – 6 Nays – 0 Minutes of October 9, 2018 meeting City of Cortland - Historic/Architectural Board Item #2 – 4 Main St (Edwards) – Signage  New sign Desarae Edwards was present for the meeting. It was explained that her business has changed its name and she would like to put up new signage. The upper letters (ROOTS) will be free floating plastic measuring 1’4”x3’5” in a light burgundy color (#2240 by GEMINI INC). The bottom letters (HAIR SALON) will be in white vinyl on a PVC frame measuring 5”x5’7”. The signage will be attached to the building with back screws not visible to the eye and no additional lighting is to be added. Motion to approve as presented was made by Comm. Dineen and seconded by Comm. Abbott. Approved: Ayes – 6 Nays – 0 Item #3 – 40-42 Main St (Taw) – Facade  Design change The applicant is proposing a re-design for the building that was previously approved by the Commission. During demolition of the existing storefront; cast stone elements were discovered. It is in stable condition and restorable, so the applicant would like to complement the stone work. It will be cleaned and restored with new dark bronze aluminum storefront accent. An opaque glass will be used to conceal beams, columns or other internal structural construction. A Canopy located in a horizontal band aluminum material, with clerestory windows and jypsum board will be placed providing budgetary cost allow it. Jeff Taw was contacted over the phone and clarified some questions regarding the canopy. He stated it didn’t look as the budget is going to allow the canopy at this time. Motion to approve as presented with or without the Canopy was made by Comm. Dineen and seconded by Comm. Murphy.
