City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland March 10, 2020 A special meeting of the Historic and/or Architectural Review Board was held on Tuesday, March 10th, 2020, at 25 Court Street, Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Richard Stock, Elizabeth Wavle-Brown, Dan Dineen, Christine Barnes Excused: Commissioner Karina Murphy, Staff Present: Confidential Secretary Devon Rainbow, Interim Director of Code Enforcement Mike Tenkate Minutes of February 11, 2020: Motion by: Comm. Barnes Seconded by: Comm. Stock Approved: Ayes – 4 Nays – 0 Item #1 – 81-83-85 Main St. (Pace)  Signage  Façade They are doing façade change in the back and the front. The façade change in the front will consist of repairing the masonry, existing trim and façade as needed. They are replacing all existing windows throughout the building including the back. The new windows will be aluminum wood clad, double hung, black Marvin Windows. The front and back façade will be painted using Sherwin Williams colors Coastal Plain, Classis Light Buff and Filmy Green. Currently the entrances are recessed, they are going to come to the street front. There will be new aluminum full glass black doors. The front and back will have same windows and color schemes. They will be adding the upper pediment and re-build the missing pediment base. There are four lights in front of the building between the posts and they will be painted to match the building. There will be two gooseneck lights above each sign area. In the rear of the building will have four caged lights between the first and second floor. The sign is free floating, the graphic is 2’ 4 ½” and the top line Cortland Area will be a 10” lettering and the bottom line Chamber of Commerce will be 4 ¼” lettering. The signage is going to have free floating letters 12”X14”. They are going to redo the flat portion of the roof and it isn’t visible from the street. Motion to approve as presented. Motion by: Comm. Wavle-Brown Minutes of March 11, 2020 meeting City of Cortland - Historic/Architectural Board Approved: Ayes – 4 Nays – 0 New Business/Old Business: DP Dough signage is going to be the same as the old business sign but with a new name. The new sign will be placed on the upper sign board and will be black free floating letters. Mr. Scanlan & Linda spoke regarding process and with the future tenants, he now knows where to direct them. The floristry sign is up and looks nice. The furniture place doesn’t have theirs up yet but the sign is coming. 3 Groton Ave should be coming to Historic next month, it is a new jewelry place. 23 Tompkins Street has been reviewed by the Historic Commission. Mike Reeners at one point in time tried to purchase 21 and 23 Tompkins St. They wanted tear down and change the barn. Jim Reeners spoke regarding the Planning Commission and the decisions made on this property. Linda handed out copies of the timeline of events. Jim Reeners stated that he noticed the garage was gone and the owners stated they met with Historic Commission and it was ok to tear it down. Linda stated that she would like to have an independent contractor to verify and show the structural problems and is in such a state that it needs to come down. Maybe the carriage house could be repaired. It was suggested that possibly all the commissions meet and see what could be changed. Something is slacking in the processes. Maybe issue tickets for violations. The murals that have been mentioned to go on Main Street need to come before Historic Commission. All meetings will be held at 40-42 Main Street on the 2nd floor at 8am. Adjournment: Motioned by: Comm. Dineen Seconded by: Comm.
